I have reviewed this CMR 002B (Additional Controller for the DCS system) and its previous versions (CMR 002 and CMR
002A). We realize that the need for this work was discovered during early construction (October 2012), after bidding
process. Therefore, consideration of procuring this work by any means other than by Contract Modification was neither
practical nor desirable.
The City Staff has also reviewed this CMR and related aspects and considers this fee to be within acceptable limits for
the scope of services proposed. Please proceed and incorporate it into the official Change Order.

CMR-002B Additional Controlier for DCS
Dear Ms. Goderya:
Transmitted herewith please find a copy of Pepper-Lawson's September 11, 2013 price proposal for the
referenced work. The cost for this work is $75,997.00. No additional Contract Time has been requested.
The Contract Drawings required a new DCS Controller 6/56 iri the new Filter Control Building #i2 for
process cantrol of the new filter equipment and wiring terrninatior� of some of the new equipment and a
remote Terminal Cabinet in the new Electric Building for terrnination of the remaining new equipment.
The design of the project and the preselected Application Engineering Services provider's (CDM/Smith)
scope of services were both prepared on the assumption that the 32,000 database points provided in
new DC5 Controller 6/56 w�re sufficient. The preselection price proposai was submitted by CDM/Srnith
July 26, 20�2 and the construction contract bid August 23, 2012.
CDM/Smith was the Application Engineering Services pr�vider for the main plant computer replacement
project at VCWRF under another corrtract. It v�as deterrnined in October 2012 that the required
programming and graphic plant standards adopted needed more database points than had been
expected. This issue also manifested itself in the Deep Filters Renovation project. A second new DCS
controlier is requieed to provide sufficient database points for programn�ing the new filter controls. The
new DC5 cont�-oller will replace the remote Terminal Cabinet.
We have revie�Ned this price proposal and are of the opinion that it is a fair and equitable price. We
recommend the City accept this cost and issue a Change Order in the amount of $i5,977.00. Please
advise if the Water Department desires this CN1R be incorporated in a Change Order,

CDM Constructors Inc, shall furnish, instail and program ali required Hardware modificatlons for
the above referenced Change Order as follows:
• Hardware
o Replace the Remote I/O Node kit and 24V power supply in the Remote I/O
cabinet with 1 Ovation Redundant OCR400 Controller Kit, including one (1)
additional 24V power supply, one (1) set of power supply feeds, and 2 Media
Converters.
o Hardware Submittals will be modified to show the changes
