DISCUSSION: On August 7, 2012, (M&C C-25771) the City Council authorized an Agreement with Jackson Construction, Ltd. (Jackson), to construct this project, which includes the installation of storm drain pipe, inlets and curb and gutter improvements to correct street flooding on Scott Road and Nursery Lane. The change order recommended by this Mayor and Council Communication will provide compensation for lowering the pipe that discharges runoff into the Trinity River. The original installation did not meet the requirements of the Tarrant Regional Water District and the U.S. Army Corps of Engineers that the outfall pipe be completely submerged at the normal water surface elevation. Funding for this project is being provided from revenue bonds in the Stormwater Capital Projects Bond Fund. M/WBE Office: A waiver of the goal for MBE/WBE subcontracting requirements was requested by the Department and approved by the M/WBE Office, in accordance with the M/WBE Ordinance, because the purchase of goods or services is from source(s) where subcontracting or supplier opportunities are negligible. This project is located in COUNCIL DISTRICT 7, Mapsco 61W and 61X. FISCAL INFORMATION / CERTIFICATION: The Financial Management Services Director certifies that funds are available in the current capital budget, as appropriated, of the Stormwater Capital Projects Bond Fund.
