TO CITY SECRETARY CONTRACT No. 43132 WHEREAS, the City of Fort worth (CITY) and Jacob's Engineering Group, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 43132, (the CONTRACT) which was administratively authorized on the 18th day of_ April, 2012 in the amount of $ 49, 981 .00; and WHEREAS, the CONTRACT involves engineering services for the following project: Security Improvements at Alliance Airport, CPM 1978; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee . NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated October 31 , 2012, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $39,837. 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $89,818. 00. 3 . In addition Jacobs has been requested to coordinate with contractors, revise the construction documents and re-bid the documents. The additional amount requested for the design and rebid is$39,837.The amount requested for design is$27,678.The effort to coordinate with Contractors,revise the construction documents and re-bid the documents is$12,159. Both of these items are described in detail below. On January 23,2012 a scope and estimate of construction cost was provided to Jacobs,via Dallas Security Systems(DSS),This estimate of construction cost of$323,003 included both fence and security improvements. Based on this information and a subsequent site visit,Jacobs'developed a scope and fee for design and construction phase services. Jacobs'original design fee of$28,362 for these services was approximately 8.8%of anticipated construction costs. Percent of construction cost is one of the quality checks utilized in fee development and 8.8%is within the industry standard for a project with a construction estimate under$500,000. Bidding and Construction Phase Services constituted the remaining$21,619 of the contract. During the design phase,a few revisions to the current scope were incorporated into the construction documents including: A change to all pan-tilt-Zoom(PT2)cameras + The addition of a PTZ camera at the FBO Building 0 Adding bid alternates to the plans and specifications Additional factors that resulted in an increased effort by Jacobs: Scope was based on vendors providing Information to Jacobs for the development of performance specifications, actual effort required full specification development. • Scope was based on Dallas Security Systems providing CADD drawings,which could easily be incorporated into the construction documents.DSS only provided product catalog sheets and approximate costs of materials. The need to develop a traffic lane closure for the work along Westport Parkway was not anticipated. Upon the completion of the design phase services,Jacobs prepared an initial estimate for construction of$599,994,an 86%increase relative to the original estimate.As outlined below, both fencing and electrical items are nearly double the cost provided by DSS.As described previously, percent of construction provides a range that a typical engineering design fee should fall within. Based on the actual engineer's estimate of$599,994,Jacobs original design fee of$28,362 is 4.7%of construction which is not within industry standard for this site of a project.The revised fee of$56,040 is 9.3%of construction cost,more in line with industry standards. It is anticipated that this effort will result in construction document changes.After these revisions have been made to the construction documents,Jacobs will re-bid the construction documents.
