HomeMy WebLinkAboutContract 56087-A1 CSC No.56087-A1 AMENDMENT No.1 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and CDM Smith, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 56087, (the CONTRACT) which was authorized by M&C 21-0463 on the 22nd day of June, 2021 in the amount of $439,445 .00; WHEREAS, the CONTRACT involves engineering services for the following project: Eagle Mountain and Westside Water Treatment Plants Weatherproof Enclosures; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal letter attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $99,332 . 00. 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $538,787 . 00. All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. Cc; Stacy Barna,CDM Smith Eagle Mount a In and West side WTP Weatherproof Enclosures Project-Anion dment No.I Request Letter SCOPE OF SERVICES FOR EAGLE MOUNTAIN AND WESTSIDE WATER TREATMENT PLANT PUMP STATION WEATHERPROOF ENCLSOURES PROJECT 103335 AMENDMENT NO. 1 - ADDITIONAL DESIGN AND INVESTIGATIONS BACKGROUND The Fort Worth Water Department's Eagle Mountain Water Treatment Plant and Westside Water Treatment Plant operate High Service Pump Stations to distribute treated water to its customers.To provide for more redundancy and resiliency during extreme weather events,the City desires to enclose three(3)High Service Pump Stations (HSPS)by installing prefabricated metal buildings over each facility's pumps and associated piping. Two of the pump stations are located at the Eagle Mountain Water Treatment Plant("Eagle Mountain HSPS 1" and"Eagle Mountain HSPS 2") and one is located at the Westside Water Treatment Plant("Westside HSPS 1"). The three HSPS enclosures collectively consist the"Project". The original scope of work included three new pre-engineered metal buildings to cover existing HSPS to cover all header piping and generally extend to the back of the curb.The new structures would include provisions for equipment access via rollup doors and roof hatched. The new structures would have new deep foundations and the existing CMU wall at Eagle Mountain HSPS 1 would be evaluated for reuse,which ultimately resulted in the determination to reuse the existing CMU wall. During detailed design progression of the Project,several additional scope of services items were identified as required or requested by the City that were not included in CDM Smith's original scope of services. These include the following: ■ Task 4--Interior Drainage Design ■ Task 5-Ground Penetrating Radar Investigation ■ Task 6-Eagle Mountain HSPS 1 Ductbank Re-Route Design ■ Task 7-Eagle Mountain HSPS 2 Roadway Realignment Design These four additional work items will include building mechanical,structural,civil,and electrical work. CDM Smith will perform additional building mechanical,structural,and civil work related to Tasks 4 and 7. Gehrig,Inc.will perform the ground penetrating radar investigation in Task 5. Gupta and Associates,Inc. (GAI)will perform the electrical work in Task 6. SCOPE OF WORK-BASE SERVICES The scope of work presented below describes the additional base services included in this Amendment No.1. Task 4-Interior Drainage Design Eagle Mountain and Westside WTP Weatherproof Enclosures Project(10335) 1 Scope of Work—Amendment No.1 11/12/2021 Per the added request of the City to provide increased floor drainage.The additional scope for this task includes adding trench or floor drains with associated piping sloping to a floor sump. Electrical receptacles to be located near the sump.No pump or Scada controls are included in scope. Under this Task 4,CDM Smith will develop additional design documents (drawings and specifications)for the added interior floor drainage components and incorporate into the Project's bidding documents. The following additional building mechanical and structural drawings presented below will be prepared. Building Mechanical(Plumbing)Drawings ■ Plumbing Legends,Abbreviations,Symbols,and Notes ■ Eagle Mountain HSPS 1 Plumbing Floor Plan ■ Eagle Mountain HSPS 2 Plumbing Underfloor Plan ■ Eagle Mountain HSPS 2 Plumbing Floor Plan ■ Westside HSPS Plumbing Underfloor Plan ■ Westside HSPS Plumbing Floor Plan ■ Plumbing Standard Details Structural Drawings ■ Typical Sump Details Task 5 - Ground Penetrating Radar (GPR) Investigation The City requested a GPR investigation be performed to help mitigate construction risk and indicated the CDM Smith should proceed with the Gehrig proposal effective 10/22/2021.Under Task 5, CDM Smith and team subconsultant Gehrig, Inc. will conduct field geophysical investigation to locate potential near-surface buried utilities to inform design locations of drilled shafts and grade beams, and thereby reduce risks of unforeseen subsurface conflicts during the project's construction phase. This task work includes: ■ Field(ground penetrating radar(GPR)Survey generally 20 ft around structure-see attached figures in Gehrig scope Task 6 Eagle Mountain HSPS 1 Ductbank Re-route Design During design development,the true location of an existing large electrical duct bank feeding HSPS1 was found to be in a different location than as built drawings-nominally 10 feet north and 2 feet shallower-turning and running on top of another ductbank.The true location conflicts with the structural foundation of the building.Under this Task 6,CDM Smiths subconsultant,GAI will develop additional design documents (drawings and specifications)for inclusion of the work to relocate approximately 70 linear feet of duct bank into the Project's bidding documents. The additional design documents will be incorporated into the Project's bidding documents,with anticipated additional civil drawings anticipated to include the following; ■ Existing HSPS 2 Demolition Plan ■ Eagle Mountain HSPS 2 Paving Plan ■ Eagle Mountain HSPS 2 Road Re-alignment Plan and Section Schedule Completion of Tasks 4 through 7 will require 4 weeks of design effort to complete after receipt of written authorization of work and Notice to Proceed from the City.
