RENOVATE and EXPAND the GENERAL TERMINAL BUILDING at
MEACHAM INTERNATIONAL AIRPORT

COUNTY OF TARRANT § CITY SECRETARY CONTRACT NO.
WHEREAS, The City of Fort Worth and Hahnfeld Hoffer Stanford (Architect), made and entered into City
Secretary Contract No. 40243 (The Contract) which was authorized by the City Council by M&C C-24215,
the, Ill I th day of May, 20101; and Amendment Nos. 1, 21 31 41 6 and 7 were administratively executed in the
amount of$26,850-00 for additional topographic surveys,, cost estimates and underground utilities survey;
and Amendment No. 5 was approved by M&C C-24980 on June 14,: 2011 to complete the design and
provide construction administration services in the additional amount of $985,732.50 plus up to
$63,680.010 in reimbursable expenses; and,
WHEREAS, further amendment is necessary to redesign the Project I s site and revise completed drawings
as a result of the Project's lease line irevision to the north, in order to accommodate future development
adjacent to the Project's site and to re-evaluate the completed building code analysis; and
NOW THEREFORE, City and Architect, acting herein by and through their duly authorized
representatives, enter into the following agreement which amends the Contract:

Article 1.,1, SECTION I —SERVICES OF THE ARCHITECT, a paragraph is added to read as follows*
"Provide an additional design service to modify the Poject's currently approved site plan drawings
in order to maintain consistency with the proposed development of several) buildings and hangars
adjacent to the Project's site and also include services to re-evalulate the Project's completed,
building code analysis due to an update in the City's policy. The cost of these additional services
ills $85,505.00 plus up to, $2,,3651.,00 of reimbursable expenses. The scope of services are
described more fully in the Hahnfeld Hoffer Stanford's letters, dated November 6, 2,0112 subject.,
Proposal for Additional Services — Redesign of Completed Site Plans for the Revised Lease line
to the North, andi a New Driveway Location,, Meacham Airport Terminal Building Renovation —
Phase 2 including this letter's attachments, no as Exhibits, "'A" through "E"; and February 21,
2013 subject: Proposal for Additional Code Consulting Work — Update Current Report to IBC
2009, City of Fort Worth, Texas , Meacham Airport Terminal Building Renovation — Phase 2
including this letter's attachment noted, as Exhibit"A'% which, are all attached hereto, respectivelly,
as Attachment"A" and "B" and made a part of this Agreement.

Paragraph 1 of SECTION V-COMPENSATION TO ARCHITECT,, is amended as follows:
"The total compensation for all of the assignments, to be performed by Architect, to complete the
Projects as described in CHARACTER AND EXTENT of ARCHITE ►T'S SERVICES as
addressed in City Secretary Contract No. 40243 and Amendment Nos. 1 through 8 and hereof
shall be $1,,332,762.50, hereinafter referred, to as the 'total fee plus up to $179,245.0101 in
reimbursable expenses.11

All other provisions of this Contract which are not expressly amended herein shialil, remain in full force and
effect.,

Dear Mr.Murat' a:
As requested by 'the City of Fort Worth Aviation Department I are sending you this proposal for the
redesign and redraw of the site drawings of the Meacham Airport Terminal Building Renovation project.
Following notification the s,ite boundary would be changed to accommodate the expansion of the
American Aero lease to the north) and subsequent meetings with the development team, we have:
determined the project change will require redesign and redrawing of all site plans,, including Civil plan
drawings, Landscape plan drawings, Electrical site drawings, and Architectural site plans to
accommodate the changes. Wei have also included in this additional services proposal the additional
meeting time and coordination time necessary for site utilities, grading, and site access with the
American Hero development team,and the modification of the Landscape LE ED qualifications.
Our proposals includes the necessary redesign, and, redraw, costs to return the drawings to Issue for
Construction completion, and management costs to coordinate the revised drawings for the above,
mentioned scope, for a lump sum fee of $82,505.00 (Eighty Two, 'Thousand Five Hundred Five
Dollars and No Cents), not including reirribursables.We anticipate about$2,365.00 for ireimbursables,
for a total of $84,870.00. This proposal includes, the assumption the coordination necessary with the
development teams,and the redraw and reissue would:conclude before the end of this year,20,12.
Our Proposal includes the attached exhibits; Hahnfeld Hoffer Stanford Summary of Costs,
(Exhibit A), Teague Nall Perkins Cost Proposal, (Exhibit B), Leonard Technical Services Cost Proposal
(Exhibit C), Campos Engineering Inc. Cost Proposal, (Exhibit D), and Riddle & Goodnight Proposal,
Exhibit E.

Engineering Services—Contract Amendment
Mr. Claycamp!:
This letter agreement serves, as an amendment to the Professional Services Agreement for Meacham
Airport Terminal Improvements to redesign the site improvements for this project. The original civil
plans, were 100%complete and submitted on August 24, 2012. Per the meeting with the Airport,and the
development team for the adjacent 12N hanger project, on September 14th, it was requested that the
Terminal project reduce the project limits, to provide additional lease space for the 12N project. The
attached exhibit reflects the conceptual layout for the 'Terminal project as presented last week. The
Contract Amendment is for 'the redesign of the site layout, drainage, grading, paving, and city utility
coordination. Also included is time to attend up to 4 additional meetings. This additional service will
be provided under the terms of the original agreement.
Based on the additional services identified above, the contract amendment will be
Thirty Two Thousand Five Hundred Dollars ($132,500),
This is for additional engineering services only and no additional surveying or S.U.E. services, are
included in the scope of'this work. Once this amendment is signed and returned, the engineering, work
will begin within five working days.

ensure that we are providing an efficient design for Hahnfeld, Hoffer Stanford., and the City of Fort Worth,

Dear Mr. Muruyama:
I am sending you this proposal for the review, revision, and re-write of the Code Analysis performed by
Pruitt Coinsultng,Inc,in the'l s'phase of our contract.The"Inftial Site Assessment and Preliminary Code
Review 1)prepared by Carroll Pruitt was written in June of last year when,the city was currently using the
2003 IBC as the building code. In April of this year the city adopted the 2010:9 IBC whlich contains
significant changes for multi-story buildings, changes in the occupancy requirements, and other life
safety changes which has rendered the previous document only partially accurate. During the Phase 2
part of our contract we will be utiliizing t1lis document in developing the building,renovations to meet the
new code,,and to make changes to the Schematic Design,to satisfy the new code.A proposal to rewrite
the analysis and prepare, a new current and accurate document has been proposed by Pruitt
Consulting for an additional fee of$3000.00, (Three Thousand Dollars and No Cents).
The proposal attached is from Pruitt, ConsultingY Inc., (Exhibit A), to re-write and re-issue the code
analysis and' review. As with the previous report, a reproducible copy will be forwarded to the Aviation
Department,and to all engineering consu,ltants working on this project.
Please amend our contract to include these services.Thank you.

SUBJECT: Authorize Execution of Amendment No. 8 to City Secretary Contract No. 40243 with
Hahnfeld, Hoffer and Stanford in the Amount of$85,505..00 Plus Up to $2,365.00 in
Reimbursable Expenses for Design Documents and Construction Administration Services
to Renovate and Expand the General 'Termlinal Building at Meacham International Airport

RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 81 to City
Secretary Contract No. 40243 with Hahnfeld, Hoffer and Stanford in the amount of$85,505.00, plus
up to$2,365.00 in reimbursable expenses,from appropriated funds, for additional design documents,
and construction, administration services to renovate and expand the General Aviation Terminal
Building at Meacham International Airport.
DISCUSSION:
On May 111 11 20101 (M&C C-24215) the City Council authorized the execution of an architectural
services Agreement with Hahnf'eld, Hoffer and Stanford in the amount of$234,675.00 plus to
$13,2001.00 in reimbursable expenses for a total contract amount of$247,875.00. The Agreement
was for programming and schernatic design to renovate and expand the General Aviation Terminal
Building at Meacham International Airport. This Mayor and Council: Communication (M&C) also
authorized Transportation and Public Works,Architectural Services project management expenses, in
the amount up to $50,000.00.
Amendments No. 1, 21, 3; 41 6 and 7 totaling the amount of$26,850.00, increasing the total contract
amount to $274,725.00, were administratively executed for additional topographic surveys, cost
estimates for the various schernatic des,i�gn options, and services to locate the underground utilities.
On June 4, 2011, C C-24980) the City Council authorized the,execution of Amendment No. 5 to
City Secretary Contract No. 40243 in the amount,of$985,732.50 plus up to $63,680.00 in
reimbursable expenses,, increasing the total contract amount to$1,337,337.50 to complete the design
and provide construction administration services to renovate and expands the General Terminal
Building at Meacham International Airport. This M& also,authorized additional Transportation and
Public Works Architectural Services, project management expenses in the amount of$125,00,01.001
increasing the total, amount to $175,000.00.
This Amendment No. 8 is foir revis,i:ons,to the previously completed code analysis due to an update in
the City's policy after the initial: code analysis was drafted. It also includes revisions to site drawings
in order to maintain consistency with surrounding buildings and hangars in the process of being
built. The cost of this amendment including reimbursable expenses is in the amount,of$87,870.00,
increasing the total contract amount to$1,412,008.00. The design for this project is expected to be
completed this spring.

Funding for this project wi,ll come from revenue derived from mineral leases on City airports. This
amendment will increase the total fees to be paid by the Aviation Department for all work and
services to the amount of$1,587,008.00.
M/WBE Office: Hahnfeld, Hoffer, and Stanford is in compliance with the City's M/WBE Ordinance by
committing to 35 percent M/WBE participation on, this Amendment No. 8., The City's goal on this
amendment is 11 percent.,
FISCAL INFORMATIONICEIRTIFICATION.
The Financial Management Services Director certifies that upon approval of the above
recommendations, funds will be available in the current capital budget, as appropriated, of the
