HomeMy WebLinkAboutContract 55537-A1 CSC No.55537-A1 FIRST AMENDMENT TO CITY SECRETARY CONTRACT NO. 55537 This Amendment("Amendment")is made and entered into by and between the City of Fort Worth ("City")and Literacy United,Inc.("Agency")by and through their duly authorized agents.City and Agency may be referred to individually as"Party" and jointly as"Parties." WHEREAS, the City and Agency made and entered into City Secretary Contract No. 55537 ("Contract") on April 19,2021; WHEREAS, the Contract provides funding to Agency pursuant to a grant received by City from the United States Department of Housing and Urban Development ("HUD") through the Community Development Block Grant(CDBG). WHEREAS, City has received an additional allocation of CDBG grant monies under the Coronavirus Aid, Relief, and Economic Security Act ("CARES" Act) referenced by HUD as "CDBG- CV3"; WHEREAS, Section 5.2.2.2 of the Contract permits Agency to request an amendment subject to written approval by the Director of the City's Neighborhood Services Department; WHEREAS,the Agency requested an amendment from City to add additional,in-person locations in the city of Fort Worth for services; WHEREAS, City believes that the requested amendment will help Agency meet the program's goals and further the interests of both Agency and City;and WHEREAS, it is the mutual desire of City and Agency to amend the Contract to complete the Program and meet Contract objectives. NOW, THEREFORE,City and Agency hereby agree to amend the Contract as follows: I. EXHIBIT"A"—PROGRAM SUMMARY attached to the Contract is hereby amended and replaced in its entirety with EXHIBIT"A"Revised 1/26/2022,attached hereto. II. EXHIBIT "A" Literacy Intervention Program PROGRAM SUMMARY: CDBG January 21,2021 to July 21,2022 $45,000.00 AMOUNT Capitalized terms not defined herein shall have meanings assigned them in the contract. PROGRAM: The Program will provide one-on-one literacy intervention services to "at-risk" K-12 children with academic disabilities living in poverty with most of these children being minorities. The goal of the program is to improve the reading skills of our students until each student reaches a reading and comprehension level that is commensurate with or exceeds their own grade level. Literacy United has a measurable goal of reading and comprehension growth between 2.0 and 3.5 years in less than a year of Literacy United's intervention—categorized as"statistically significant"in evaluating effectiveness of an academic program. The Program responds to the COVID-19 Pandemic by increasing services as more students are in need of reading intervention due to reading progress negatively impacted by the mandated school closings and on-line instruction. Literacy United offers virtual instruction due to need or preference. In addition,Literacy United provides financial assistance,in the form of one-on-one scholarships,to families in need of academic intervention who are unable to incur the entire financial burden of such services. These services will be pre-testing,intervention,and post-testing. CDBG-CV funds will be used to pay for lease of building,Reading Connection's Reading Specialists, Diagnosticians,Curriculum, Instruction, and Assessment Managers,Executive Director, Operations Manager,and supplies. Agency's office and Program services will be available at The Reading Connection,located at 3145 McCart Ave.Fort Worth. Sessions are conducted Monday through Friday at various times,mainly after school. Due to necessity or preference,virtual,"one-on-one intervention sessions may be provided. As of Decemberl,2021 agency will provide services to children enrolled at the following in-person locations and times.
