AMENDMENT No . 2
TO CITY SECRETARY CONTRACT No . 50570
WHEREAS, the City of Fort Worth (CITY) and James DeOtte
Engineering, Inc. , (ENGINEER) made and entered into City Secretary
Contract No. 50570, (the CONTRACT) which was authorized by M&C C-28631 on
the 20th day of March, 2018 in the amount of $469,270 . 00; and
WHEREAS , the CONTRACT was subsequently revised by Amendment No. 1
in the amount of $99,454 . 00 authorized administratively on June 25th,
2019; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Lake Arlington Lift Station Upstream and Downstream Parallel Relief
Sanitary Sewer Gravity Mains; and
WHEREAS , it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE , CITY and ENGINEER, acting herein by and through
their duly authorized representatives , enter into the following
agreement, which amends the CONTRACT:
1 .
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $26,010 . 00.
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $594, 734. 00.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Due to additional services requested by the City as part of the referenced project,
James DeOtte Engineering, Inc. will perform the work outlined in the following
items:
Scope of Work
Project Management:
1 . The number of required monthly SBE reports included in the original scope
of services and Amendment #1 has been exceeded.
2. The City requested we provide lab result reviews. As requested by the City,
we will make recommendations as to the acceptability of the work in
relation to the project specifications.
Subsurface Utility Engineering (SUE):
The City requested we pursue additional SUE services for four additional locations
in the area of the proposed north alignment. Level A SUE test holes will be
performed to locate the existing 10" Williams gas line and 16" Sunoco gas line as
they cross existing M-244B and M-503.

Survey:
The City requested we prepare two temporary access easements for the Midland
Manufacturing tract and the Panagopoulos tract. Both locations will also require
some additional field topography that is outside the original sewer alignment
corridor.
Fee
JDEI anticipates the fees listed above for the project to be a not to exceed
amount of $26,010.00. All costs, associated with the identified scope of work, will
be lump sum for the scope provided and will be billed as a percentage of
completed work as determined by JDEI.
Contract Amount: $469,270.00
Amendment #1 Amount: $ 99,454.00
Amendment #2 Amount: $ 26,010.00
Revised Total Amount: $594,734.00
This scope of work assumes any services not specifically listed as part of this
contract will be treated as an additional service. The owner will be notified before
any additional services are performed.

RECOMMENDATION:
It is recommended that the City Council:
1.Authorize execution of Amendment No. 2 in the amount of$26,010.00 to City Secretary Contract
No. 50570 an Engineering Agreement with James DeOtte Engineering, Inc, for the Lake Arlington
Lift Station Upstream and Downstream Parallel Relief Sanitary Sewer Gravity Mains project for a
revised contract amount of$594,734.00; and
2.Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the
Water& Sewer Capital Project 2018 Fund in the amount of$46,010.00, by increasing estimated
receipts and appropriations in the Lake Arlington Lift Station Upstream and Downstream Parallel
Relief Sanitary Sewer Gravity Mains project(City Project No. 101311) and decreasing estimated
receipts and appropriations in the Unspecified project(City Project No. UNSPEC) by the same
amount.
DISCUSSION:
On March 20, 2018, Mayor and Council Communication (M&C) C-28631, the City Council authorized an
engineering agreement in the amount of$469,270.00 with James DeOtte Engineering, Inc., (City
Secretary Contract No. 50570)for the Lake Arlington Lift Station Upstream and Downstream Parallel
Relief Sanitary Sewer Gravity Mains, project. The agreement was subsequently revised by Amendment
No. 1 in the amount of$99,454.00 administratively authorized on June 25, 2019 that provided for
additional archeological services and survey on the project.
Amendment No. 2 will provide for the Sub Surface Exploration (SUE) and additional survey for access
easements that are necessary on the project. In addition to the amendment amount, $20,000.00 is
required for project management.

FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Unspecified-All Funds project
within the W&S Capital Proj 2018 Fund and upon approval of the above recommendations and adoption
of the attached appropriation ordinance, funds will be available in the W&S Capital Proj 2018 Fund for the
VC LS Gravity Sewer Mains project to support the approval of the above recommendations and execution
of the amendment to the engineering agreement. Prior to any expenditure being incurred, the Water
Department has the responsibility of verifying the availability of funds.
