management, and overhead. Work under this proposal is significant additional risk and
cost to Landmark which is not covered under the original contract amount.

A change order summary detailing the additional cost associated with this proposal along with a copy of
the proposal as provided by our tunnel subcontractor (SJ Louis) has been attached for your reference.
The scope of this work includes grouting of the 265 linear feet of 54" liner plate previously installed to
mitigate future settlement. After existing 54" (iner plate tunnel is grouted in place the tunnel launch
shaft will be excavated to an additional depth shown for the installation of the new 54" liner plate
tunnel. The new 54" liner plate tunnel will then be installed to approximate station 1+05 per the "Option
2" sketch.
Included in this price is:
- Additional 54" liner plate material and installation
- Additional trench safety
- Tunneling through competent rock
- Spoils removal
- Additional waterline piping and fittings
- Additional precast required at blow off vault
- Installation of cellular grout for existing tunnel
- Additional excavation at the receiving tunnel pit
- Remobilization/Demobilization
Acceptance of this proposal will constitute acceptance with the means and methods described above
and will also take the place of any submittals requested for this additional work. No additional
submittals will be provided for this work or installation.

RECOMMENDATION:
it is recommended that the City Council authorize the execution of Change Order No. 1 to City Secretary
Contract No. 44606 with Landmark Structures I, LP, in the amount of $666,230.00 for the construction of a
new tunnei under US Highway 287, for the Northside IV Elevated Storage Tank and Pipeline project,
thereby increasing the total contract amount to $4,406,230.00.
DISCUSSION:
On June 4, 2013, (M&C C-26301) the City Council authorized the construction of a one million gallon
Elevated Storage Tank (EST) and 30-inch pipeline that crosses underneath US Highway 287, which
requires tunneling.
During the tunnel construction under US Hwy 287, the contractor encountered a conflicting 42-inch Texas
Department of Transportation (TXDOT) storm drain. At that point the tunnel construction was
stopped. The City's consultant and Staff reviewed many options with TXDOT personnel and the
contractor, and it was decided that re-tunneling will be the best and least expensive option.
The net effect of this proposed Change Order No. 1 is as follows:

M/WBE Office - Landmark Structures I, LP, is in compliance with the City's BDE Ordinance by committing
to an overall four percent MBE participation on this contract inclusive of this Change Order No. 1.
