AMENDMENT No.3
TO CITY SECRETARY CONTRACT No. 51468
WHEREAS, the City of Fort Worth (CITY) and VRX, Inc. , (ENGINEER)
made and entered into City Secretary Contract No . 51468, (the CONTRACT)
which was authorized by M&C C- 28834 on the 11 day of September, 2018 in
the amount of $ 165, 562 . 26; and
WHEREAS, the CONTRACT was subsequently revised by Amendment Number 1
in the amount of $114, 012 . 00 which was authorized by M&C 21-0211 on March
23, 2021; and Amendment Number 2 in the amount of 27, 405. 92 which was
administratively authorized on June 8, 2021; and
WHEREAS, the CONTRACT involves engineering services for the
following project :
Trentman St Bridge Replacement over the Tributary of Lake Arlington,
CPN 100604; and
WHEREAS, it has become necessary to execute Amendment No. 3 to the
CONTRACT to include an increased scope of work and revised fee .
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT :

Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and
incorporated herein. The cost to City for the additional design services
to be performed by Engineer totals $111,174. 66. (See Attached Funding
Breakdown Sheet, Page -4-)
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $418,154. 84.
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

HEARING:
SUBJECT: (CD 5)Authorize Execution of Amendment No. 3 in the Amount of$111,175.00 to an
Engineering Services Agreement with VRX, Inc., for the Trentman Street Bridge
Replacement Project for a Revised Contract Amount of$418,154.84
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 3 in the amount
of $111,175.00 to City Secretary Contract number 51468, an engineering services agreement with
VRX, Inc., for hydraulic analysis and survey work associated with the Letter of Map Revision with
Federal Emergency Management Agency for the Trentman Street Bridge replacement project for a
revised contract amount of$418,154.84 (City Project No. 100604).
DISCUSSION:
On September 11, 2018 via Mayor and Council Communication (M&C) C-28834, the City Council
authorized an engineering agreement in the amount of$165,562.00 for the design of the Trentman
Street bridge replacement over the tributary of Lake Arlington (City Project No. 100604). On March 23,
2021, via M&C 21-0211, City Council authorized Amendment No.1 in the amount not to exceed
$114,012.00 for additional scope of work and revised the total contract amount to $279,574.00.
Amendment No. 2 for an amount of$27,406.00 for revised design of access ramps, retaining wall, and
channel grading was approved administratively on June 8, 2021 to increase the total contract amount
with VRX, Inc. to $306,980.00.
This Amendment No. 3 will allow VRX, Inc. to perform additional services associated with: (1.)
Hydraulic analysis to prepare Letter of Map Revision (LOMR)with Federal Emergency Management
Agency (FEMA); (2.) Topographic survey for LOMR after construction is complete; (3.) LOMR
application fee; (4.) Revise storm sewer plan to improve drainage at the intersection of Trentman
Street and Fairfax Avenue; and (5.)As-built survey of channels.
VRX, Inc. proposes to provide the necessary additional services for a fee not to exceed the amount of
$111,174.66. Staff considers the cost fair and reasonable for the scope of services proposed.

Funding is budgeted in the TPW Dept Highway & Streets Department's 2014 Bond Program Fund for
the purpose of funding the Trentman Street Bridge project, as appropriated.
M/WBE OFFICE: VRX, Inc agrees to maintain its initial M/WBE commitment of 17\% that it made on
the original agreement and extend and maintain that same M/WBE commitment of 17\% to all prior
amendments up to and inclusive of this Amendment No. 3. Therefore VRX, Inc remains in
compliance with the City's M/WBE Ordinance and attests to its commitment by its signature on the
Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its
company.
This project is located in COUNCIL DISTRICT 5.
FISCAL INFORMATION/CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as previously
appropriated, in the 2014 Bond Program for the Trentman Street Bridge project to support the
approval of the above recommendation and execution of the amendment. Prior to any expenditure
being incurred, the Transportation & Public Works Department has the responsibility to validate the
availability of funds.

This letter is in reference to contract No. 51468 between VRX, Inc. and the City of Fort
Worth (the City) dated October 26, 2018, herein referred to as the "Contract."
This letter requests an amendment(Amendment No. 3) adding a Letter Of Map Revision
