HomeMy WebLinkAboutContract 54630-A2 CSC No. 54630-A2 AMENDMENT No.2 TO CITY SECRETARY CONTRACT No. CSC 54630 WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 54630, (the CONTRACT) which was administratively authorized on the 51-h, day of October, 2020 in the amount of $99, 135. 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment No. l in the amount of $158, 732 . 00 authorized by M&C * 21-0543 on August 3rd, 2021 WHEREAS, the CONTRACT involves engineering services for the following project : Northwest Community Park North Road Improvements, CPN 54630; and WHEREAS, it has become necessary to execute Amendment No. 2 to the CONTRACT to include an increased scope of work and revised fee . NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $ 79,948. 00. (See Attached Funding Breakdown Sheet, Page -4-) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $337,815. 00. 3 . All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. The original scope was developed for a gravel roadway and a culvert crossing. The City of Fort Worth later determined that abridge capable of passing the 100-year flood was required and both a flexible and concrete pavement option be provided to the CMAR. Consequently Amendment No. 1 was approved in August 2021. In May 2022 the City of Fort Worth decided to re-design the bridge and provide a narrower 26-foot bridge without a pedestrian sidewalk to the CMAR. This proposal adds the design hours, plans, specifications, and construction administration for the proposed bridge re-design. The design of the bridge will adhere to TxDOT standards. Changing the bridge dimensions requires complete re-design of the bridge and its asphalt and concrete roadway connections. We are requesting payment for these additional services in the amount of$79,948.00. The original contract amount for this project was $99,135.00. Amendment No. 1 was approved for an amount of $158,732.00. Amendment No. 1 increased the contract amount to $257,867.00. Amendment No. 2 will now increase the total contract amount to $337,815.00. Attachments RFP—Scope of Services 05/05/2022 Northwest Community Park North Entry Road Improvements—CMAR Design Page 1 of 1 Attachment A Scope of Services PROJECT DESCRIPTION Northwest Community Park North Road Improvement Project is located northwest of downtown Fort Worth, West of 1-35W and South of State Hwy 287, adjacent to State Hwy 156. This proposed entry road would align the Northwest Community Park north entry road connecting the existing baseball field parking lotto Harmon Road intersection (approximately 770 LF).This north road entry will allow access to the northern section of the park and providing a signalized safe north bound traffic access for ingress and egress to the park. The project will require a low water crossing over the Fossil Creek Tributary#4. This project will be delivered utilizing a Construction Manager at Risk(CMAR) in order to expedite the delivery of the project. Northwest Park Road Improvements include: ■ North Entry Drive at Harmon Road—asphalt(concrete bid alternate) road surfacing and striping to existing parking area at north ballfields).This project must be coordinated with TxDOT in order to tie into State Hwy 156,which is being reconstructed by TxDOT. ■ 400' Bridge(26'Wide)over Fossil Creek Tributary#4/Entry Drive Paving—to be constructed in a manner for approval by City of Fort Worth Transportation & Public Works Department Stormwater Division (TPW SW). ■ Warning Signage and flood event information Area/Entry—coordination with TPW SW for the development of water depth flood signage and "turn-around don't drown"type warning signage. BASIC SERVICES ENGINEER shall be responsible for providing the following basic services for the project. Basic services shall include preparation as a CMAR design and construction project the final design, construction documents and project manual. Project duration is anticipated to be approximately four(4)months(125 Calendar days). Halff will re-design a 26-foot wide, 400 LF, 5-span bridge structure over Big Fossil Creek at Harmon and FM 156 to replace the existing low water crossing structure and both of its roadway connections. Bridge spans will vary between 80 and 90 feet and the bridge will accommodate a single lane of traffic in each direction with no sidewalk(assumed 26'width bridge).The bridge will have a straight alignment and will not require any special aesthetic features or ornamental railing. Utilities may need to be suspended from the structures and it is understood that all anchorage forces will be resolved before attachment to the bridge structures. The Structural Design will be in accordance with the American Association of State RFP—Scope of Services 05/05/2022 Northwest Community Park North Entry Road Improvements—CMAR Design Page 1 of 5 Highway and Transportation Officials (AASHTO) LRFD Bridge Design Specification, Seventh Edition with current interim revisions and TxDOT Bridge Design Manual. Bridge superstructure construction is anticipated to be prestresses concrete I-Beams. The layout and detailing of MSE walls will also be included in the project. The design of MSE walls will be delegated to a TxDOT certified vendor and reviewed during the construction submittal process. General notes, typical details and construction administration will be provided for MSE wall design. 1. Coordination/Management/Communication ENGINEER shall perform the following tasks: A) Lead and manage the ENGINEER and sub-consultant design team throughout the project. B) Communicate regularly by phone and email with CITY staff. C) Provide to the CITY a project status report on the last business day of each month throughout the project. D) Participate in meetings with CITY staff as noted specifically in each task described below. E) Coordination with TxDOT on FM 156 Construction Plans and CAD Files. 2. Surveying Services ENGINEER shall perform the following tasks: A) No Change 3. 75%Construction Documents ENGINEER shall perform the following tasks: A) Review and submit comments on the City's provided 75%design/construction documents for all anticipated park improvements and submit a recommendation to the CITY for review. These documents provided by CITY and developed by CP&Y from earlier phase of Northwest Community Park ballfield complex.The design was not submitted for review by TPW SW or Fire only for recommendation and comment. B) Attend one (1) project kick-off meeting (two-hour duration)with the CITY to review previously prepared plans, project scope, schedule, deliverables, status reporting, communications, and expectations for the project. C) The design/construction documents shall plan and instruct the installation of park entry road improvements, as based on the approved Design plans. Park improvements shall include the following elements. a. Prepare bridge layouts at a scale of 1"=20' or 1"=40' in conformance with TXDoT Bridge Design Manual and Bridge Detailing Manual. b. Prepare MSE retaining wall layouts,typical details and general notes. D) 75%submittal will include: a. Design/construction plans b. Anticipated technical specifications (outline only) RFP—Scope of Services 05/05/2022 Northwest Community Park North Entry Road Improvements—CMAR Design Page 2 of 5 E) Attend a meeting with the CITY to discuss CITY review comments regarding the 75% submittal and obtain CITY input prior to ENGINEER's preparation of 100%construction documents. 4. 100% Preliminary-Final Construction Documents ENGINEER shall perform the following tasks: A) Prepare and submit 100%design documents for all anticipated park improvements to the CITY for review, incorporating previous CITY review comments and input. An opinion of probable cost will be prepared by the CMAR. B) 100%submittal will include: a. Mylar cover sheet(template to be supplied by CITY) b. Design/construction plans c. Final technical specifications (considered ready for bidding documents) d. Bridge checklist in accordance with TxDCT Bridge Design Manual and Bridge Detailing Manual. e. Structural Engineering calculations. C) Incorporate any remaining comments and input from CITY regarding the 100% preliminary-final submittal prior to ENGINEER's submittal of final sealed and signed construction documents for bidding advertisement by the CMAR. S. Sealed Construction Documents for Bidding ENGINEER shall perform the followingtasks: A) Submit sealed and signed design documents for all improvements to CITY for bidding advertisement by the CMAR, incorporating previous CITY review comments and input. B) Bidding design/construction documents shall include the following: a. Sealed design/construction plans b. Seals Page for final technical specifications 6. Bidding and Construction Phase Assistance ENGINEER shall perform the following tasks: A) Attend the pre-bid conference, in support of the CITY B) Review product submittals and shop drawings C) Answer contractor RFI's D) Attend two on-site construction coordination. E) Participate in final walk-through and provide a punch list to the CITY at end of construction phase of project.
