HomeMy WebLinkAboutContract 51936-A3 CSC No. 51936-A3 AMENDMENT No. 3 TO CITY SECRETARY CONTRACT No. 51936 WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. , (ENGINEER) made and entered into City Secretary Contract No. 51936, (the CONTRACT) which was authorized by M&C C-28980 on the 15thday of January, 2019 in the amount of $148, 000 . 00; and WHEREAS, the CONTRACT was subsequently revised by: Amendment Number 1 in the amount of $98, 695 . 00 was administratively authorized on the loth day of July, 2020, Amendment 2 in the amount of $480, 685 . 00 was authorized by M&C 21-0061 on the 12th day of January, 2021 . WHEREAS, the CONTRACT involves engineering services for the following project: River Trails Park to River Legacy Park Trail Project, CPN 101767; and WHEREAS, it has become necessary to execute Amendment No. 3 to the CONTRACT to include an increased scope of work and revised fee . NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $57, 500 . 00 . (See Attached Funding Breakdown Sheet, Page -4-) 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $784, 880 . 00 . 3 . All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect . Task 1: The proposed Section 5 trail alignment was planned to connect to the existing trail system within River Legacy Park through the 60%design phase of the project. Following the 60%design phase,Halff was asked by the City of Fort Worth and the City of Arlington to relocate the proposed Section 5 trail alignment to connect to a future planned trail within River Legacy Park. The proposed changes to the trail design impact the horizontal alignment,vertical alignment,grading, and construction quantities. Task 2: The original services contract excludes electrical engineering and electronic signage associated with mid-block trail crossings.The City of Fort Worth directed Halff to incorporate the following elements into the trail design at the proposed Greenbelt Road mid-block trail crossing: • Flashing LED signs (4) • Rectangular rapid flashing beacons (4) • Illumination poles (2) This task includes the selection of the flashing LED signs,RRFBs,and illumination at the mid-block crossing including electrical design,plans, specifications, schedules,and necessary details. This task also includes construction phase assistance for the mid-block crossing that is limited to review of submittals and responses to RFIs. Halff was directed by the City of Fort Worth on May 26, 2022 to pay the CDC application fee to the United States Army Corps of Engineers. This proposal includes reimbursement for the application fee. Task 4: The original services listed an additional project assumption that "the existing bridge over the West Fork Trinity River, east of Greenbelt Road,will not be removed as part of this project." It was later determined as design progressed that the existing bridge would be removed, and the proposed pedestrian bridge would be constructed in the same location to reduce the amount of proposed earthwork and thus reducing the need for floodplain mitigation. The demolition and removal of the existing bridge increases the environmental scope of the project related to the cultural resources study and antiquities permitting.The following subtasks require additional effort: • Architectural assessment of the historic-age bridge over the West Fork Trinity River • Backhoe trenching on the West Fork Trinity River banks within the proposed new bridge footprint • Additional fieldwork,report writing,addressing agency comments,closing out of antiquities permit Task 5: The proposed Section 5 trail alignment crosses an existing 10"Atmos gas line on the east side of Greenbelt Road.Atmos has requested depths on the gas line prior to providing approval for the trail crossing.This task provides Quality Level A subsurface utility engineering analysis of the existing gas line. Fees: The proposed base fee for the services outlined above is $57,500.00. This fee includes all primary services described in the scope of services outline to be provided by Half£ A schedule of proposed fees by task is included herein. Task 1 Trail Realignment $3,000.00 Task 2 Mid-Block Crossing $18,500.00 Task 3 CDC Application Fee $6,000.00 Task 4 Environmental/Cultural Resources $25,000.00 Task 5 Subsurface Utility Engineering $5,000.00 Total $57,500.00 If this agreement is approved by the City,please initiate preparation of a contract amendment at your convenience.
