The project is described as construction services to:reconstruct and mark Apron D and taxi lane J; rehabilitate and mark apron C at Fort Worth Meacham International Airport. It is in the mutual interest of the Sponsor and the State to increase the grant by $8,500 for tenant access route,this is 100%sponsor funding. Part 11 - Offer of Financial Assistance, estimates total project costs to be $4,512,524; and financial assistance is currently limited to$4,477,817 in federal funds and$34,707 in local sponsor funds. The following amendment to the Airport Project Participation Agreement shall become effective upon execution of this Amendment by the Sponsor and the State. The Airport Project Participation Agreement is amended as follows: 1. On Part 11, Item No. 2 of the Agreement, change Amount A, estimated total construction costs, and any further references in the Agreement to Amount A,to $4,521,024. On Part 11, Item 4 of the Agreement, change Amount D, Sponsor's share of the estimated construction costs, and any further references in the Agreement to Amount D,to $43,207, $8,500 is 100%sponsor funding. Authorize execution of Amendment No. 1 to Grant Agreement with the Texas Department of Transportation for the construction of the Taxilane Juliet and Aprons Charlie and Delta Rehabilitation and Reconstruction project (City Project No. 103063) at City of Fort Worth Meacham International Airport to increase City participation in an amount of $8,500.00; and 2. Adopt the attached appropriation ordinance increasing receipts and appropriations in the Municipal Airport Grants Federal Fund in the amount of $8,500.00, transferred from the Municipal Airport Fund, for the purpose of funding the Taxilane Juliet and Aprons Charlie and Delta Rehabilitation and Reconstruction project (City Project No. 103063). DISCUSSION: On August 25, 2020, Mayor and Council Communication (M&C 20-0599), the City Council authorized the application for and acceptance of a grant from the Federal Aviation Administration (FAA), through the State of Texas, being represented by the Texas Department of Transportation, Aviation Division (TxDOT), for the rehabilitation and reconstruction of Taxilane Juliet and Aprons Charlie and Delta (Project) at City of Fort Worth Meacham International Airport (Airport). This M&C also adopted Resolution No. 5267-08-2020 which allowed for the execution of grant related agreements for the Project. On April 15, 2022, City Secretary Contract 57415 (Contract) was executed with TxDOT accepting the grant funds for the construction of the project. Phase I of the Project consists of reconstructing Taxilane Juliet (Taxilane) and Apron Delta (see attached map), which houses several hangars and businesses. Due to the construction limits of this phase, access to most hangars and businesses was unavailable from the Taxilane, therefore a temporary road was constructed to allow access for the tenants. The cost for the construction of this road was $8,500.00, which was deemed ineligible for Federal or State Funding, therefore the Aviation Department will be responsible for the additional costs. Funding is budgeted in the Intrafund Transfer Out account of the Aviation Meacham Operations Department's Municipal Airport Fund for Fiscal Year 2023 for the transfer into the Muni Airport Grants Federal Fund for the purpose of funding the FTW Apron &Taxilane Recons project, as appropriated. City of Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon adoption of the Fiscal Year 2023 Budget by City Council, funds will be available in the Fiscal Year 2023 operating budget, as appropriated, in the Municipal Airport Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the Muni Airport Grants Federal Fund for the FTW Apron &Taxilane Recons project to support the approval of the above recommendations and execution of the amendment. Prior to expenditures being incurred, the Aviation Department has the responsibility to validate the availability of funds.
