Through the lens of sustained, long-term safety and neighborhood stability, the most significant problem facing our community today is the increase in violent crimes that are perpetrated by and upon our youth.Although adult-on-adult violent crime is also on the rise, reform of adults is more expensive and utilizes more resources than implementing Youth Crime Prevention measures to deter youth from becoming hardened criminals in the first place. For all of our communities to experience healthy growth,we must continue to support and nurture our youth and provide them with all the tools and resources available to help decrease risky behavior. "Providing children with the opportunity to develop positive behaviors is the foundation of most efforts to prevent youth crime and violence. For nearly three decades, educators, policymakers, and criminal justice professionals have sought effective crime prevention strategies... But we know now what works. Effective strategies include comprehensive approaches that provide opportunities for education, MENTORING,conflict resolution training, and safety, engage youth and their families, and are community-based and integrated."(Del inquen cy Prevention Works) "There are many factors that cause youth to turn to violence.A few examples are: Being the victim of physical abuse, sexual abuse and/or bullying,Exposure to violence in the home and/or community, Exposure to violence in media(TV, movies, etc.) and a combination of stressful family socioeconomic factors(poverty, severe deprivation, marital breakup, single parenting, unemployment, loss of support from extended family). (AACAP.org)The aforementioned are pre-2020 causes for youth to turn to violence and as Fort Worth Police Chief Neil Noakes noted, if you add to that the impacts of the COVID-19 pandemic, which created immeasurable disruption in daily life, social isolation and financial hardship, the level of stress placed on our youth is unprecedented.Compounding this situation even further is the recent finding of a link between negative social media engagements and increased violence, during a period when our youth are spending more and more time on various social sites."Noakes said a number of the violent crimes Fort Worth police have seen, including some aggravated assaults, homicide and non-fatal shootings, started online.Someone disrespects someone online, it grows, it continues... Never in my wildest dreams did I think we'd have to track homicides related to social media." After reviewing crime data from federal and state monitoring sources, Big Brothers Big Sisters(BBBS)knows that increased violent youth crime is a significant problem, not only in Fort Worth communities but nationwide. Moreover, BBBS discussed these challenges and needs directly with Chief Noakes in Feb.2021.There was a strong desire to partner at that time, but the resurgences of COVID and decreased access to school partners placed a hold on further strategic discussi FY23 Community Based Programs Agreement 18 Between CFW&Big Brothers Big Sisters Lone Star 12.What is the situation your agency faces in order to respond o this crimelsafety problem? BBBS is well-positioned to launch a Bigs in Blue program in fall 2022.The agency has already received a green light from Chief Noakes and is looking forward to working with FWPD officers interested in volunteering to be a Big. Moreover, BBBS has a long, strong history in Fort Worth with its one-to-one mentoring programs that by default are a Youth Crime Prevention strategy for at-risk youth;one that has kept with the original founder's mission for over 100 years. 13.What is your experience with the identified crimelsafety problem(s),and what is the target group/program? From its inception, Big Brothers Big Sisters has worked with at-risk youth to prevent them from becoming part of the juvenile or adult justice systems. It started in 1904,when a young New York City court clerk, Ernest Coulter, was seeing more and more boys come through his courtroom. He recognized that caring adults could help many of these kids stay out of trouble, and he set out to find volunteers. That marked the beginning of the Big Brothers movement. At around the same time, the members of a group called Ladies of Charity were befriending girls who had come through the New York Children's Court. That group would later become Catholic Big Sisters.Closer to home,a Fort Worth BBBS affiliate was formed in 1939.With over 80 years in the local Fort Worth community, BBBS has a long history of supporting at-risk youth through a number of mentor- based programs—some focusing on youth impacted by the justice system, others focusing on youth impacted by drug addiction. One current evidence-supported effort is the Amachi Texas program. The Amachi mentoring program provides one-to-one mentoring for youth whose parents or family members are incarcerated or recently released from the prison system.Through mentoring the program aims to break the cycle of incarceration and encourage positive behaviors in its participants. In 2007, ICIF International(ICF)and Baylor University designed and implemented a longitudinal RCT study to determine the impact of the mentoring offered by Amachi Texas.Findings from the main impact analysis indicate that the presence of a caring, supportive adult mentor improves short-term outcomes for children affected by family incarceration.Additionally, the evidence suggests that the impact of one-to-one mentoring on child-family relationships and child well-being outcomes is sustained and improves as the duration of the mentoring relationship increases.Published in 2011,this study found that 96%of the youth served were promoted to the next grade level and 84%went on to graduate high school, while 99%of the at-risk youth in the program stayed out of the juvenile justice system. These mentored youth had less engagement in substance abuse, improved relationships and more involvement with parents, increased self-esteem,and improved ability to make decisions,as compared to the control group. The study also reported more positive attitudes towards school, better attendance, and greater confidence in their literacy skills.Studies that report on the negative effects of having an incarcerated parent cite declines in academic performance, truancy, behavioral problems, and substance abuse. These negative outcomes are profoundly affected through BBBS mentoring. BBBS will take its long history of working with at-risk youth to help build and sustain success with a Bigs in Blue program. Bigs in Blue will target secondary age students across most Fort Worth neighborhoods. 14.What is your strategy to address the crimelsafety problem(s)you identified in Question#11? BBBS will be implementing the Bigs in Blue program to provide a platform for partnering organizations to assist in increasing trust in the community.Trust is the basis for any effective relationship, whether it is between two friends, between customers and a company,or between a public service agency and citizens. With guidance and support of BBBS professional degreed staff, the police, fire fighters and city/county personnel will serve as mentors, establishing strong and enduring one-to-one relationships with at-risk youth and their families that can create community bonds, while significantly impacting educational success,avoidance/reduction of risky behaviors, and socio-emotional competency for participating youth. At the center of all of BBBS'mentoring programs are one-to-one relationships. Bigs in Blue mentors will be matched with a diverse population of at-risk youth who are economically disadvantaged and/or live in underserved communities. Many have one or more risk factors such as living in a high crime neighborhood, attending schools with high truancy and dropout rates, inadequate parental guidance and other negative influencers.Typically, mentees range in age from 6-18. Bigs in Blue matches can participate in either the Community-Based,School/Site-Based or Technology Enabled Mentoring (TEM)program. In the Community-Based(CB)mentoring model, the volunteer goes to the youth's home and takes the youth into the community to libraries, sporting events, the park, etc. Most importantly, formative conversations in which children can share their troubles and mentors can provide direction and inspiration will take place. In this way, mentors help youth overcome the obstacles that keep them from attaining their goals at home, school and/or with friends and family members. The youth's parent(s)/guardian(s)join the match relationship—participating in the enrollment interview and monthly match support contacts with BBBS staff. The School/Site-Based(SB)mentoring model is similar to the CB model, except that all contact occurs with school/site personnel consent during the day at the Little's school or at a designated site, such as the mentors'place of work or a retirement facility. In the School-Based program, mentors often eat lunch with their mentee or meet in the school's library, gym, computer lab or other designated space.A Site-Based program happens at a designated and supervised non-school location, such as at a Boys&Girls Club or in the workplace. The Technology Enabled Mentoring initiative uses structured electronic exchanges to enhance the match relationship between adult mentors and secondary student mentees. Electronic communication is supplemented by monthly in-person events, typically hosted as a school facility or other venue, facilitated by BBBS staff. 15.What will change if you receive funding? How will you measure this project's success? If awarded funding this cycle, BBBS will be able to re-allocate and reprioritize the launch of its Bigs in Blue program with the Fort Worth Police Department to fall of 2022, instead of further postponement. BBBS will measure pro ect success through the use of research-based pre/post surveys administered to youth at the time of FY23 Community Based Programs Agreement 19 Between CFW&Big Brothers Big Sisters Lone Star enrollment, and one year after mentoring. These measures have been found to be reliable and valid and used in previous youth development research. The Big Brothers Big Sisters of America Youth Outcome Survey(YOS)is a tool for measuring the effect BBBS mentoring has on youth in three strategic outcomes areas: (1)Educational success, (2)Avoidancelreduction of risky behaviors,and(3) Socio-emotional competence. The YOS measure is a longitudinal survey consisting of questions taken mainly from surveys used in youth development research where reliability and validity have been established. The survey is first administered to youth before the start of the mentoring match and thereafter annually or at the end of the school year for school-based mentoring matches.Throughout the year, pre-match scores are collected and as matches reach the appropriate follow-up milestone, post-test scores are tabulated. The pre-and post-test scores are compared and tested to gauge the attitudinal changes taking place within our youth. BBBS is able to report on the number of youth showing improvement between their pre-and post-test scores,as well as on the number of youth who demonstrate positive improvement by number of outcome categories. Tests of statistical significance can be run on these analyses as well. The Big Brothers Big Sisters of America Strength of Relationship(SoR)Survey process is based on the use of the Child and Volunteer SoR surveys. These surveys provide an early indicator for the overall quality of matches by assessing the strength of relationships between children and volunteers. These surveys help to inform how we can improve the quality of our services to matches agency-wide and help bring them closer to having longer, stronger matches. The mentor and youth are surveyed at their three-month and one-year anniversary,or at the end of each school year. Finally, BBBS uses school data such as grade promotion rates to serve as a realistic evaluation of a student's academic success,as measured by report cards and student achievement. BBBS collects report card and promotion information at the end of every school year. The data specific to Littles is compared to that of the individual school campus, the school district, and the state promotion rates annually. BBBS has secured FERPA approved Data Sharing Agreement from Fort Worth ISD. This enables the agency to receive an array of student data directly. BBBS will obtain data from the FWPD that shows the impact of the program on the goals of reducing violent crime amongst youth, while building greater trust between law enforcement and the communities they protect and s 16.Who will help you make these changes? If your project requires collaboration with a ConsultantlContractor, what is their experience and how will they support this project's success? Initially, Big Brothers Big Sisters will partner directly with the Fort Worth Police Department to implement its Bigs in Blue program. As the program grows, it will expand the opportunity to fire fighters, and city/county personnel to serve as mentors. BBBS will seek the support and coordinate with various Fort Worth ISD schools to implement its school-based program, where Bigs are allowed to visit their Little on campus during school hours(lunch, recess or non-core subject period). This project will not require the collaboration of a consultant/contractor. 17.If applicable, describe how your project will address the CCPD Special Emphasis:Police/Community Relations. For Capacity and Planning Projects, describe how this project will benefit the Target Group/Program focus. To receive points for Special Emphasis, agency must include a Special Emphasis outcome or activity in the Project Plan section. If this is not applicable to this project, please list N/A Community policing encourages law enforcement agencies to engage with the residents in the neighborhoods they serve— especially in those neighborhoods that experience high poverty and crime rates.Toward this end, law enforcement(and other civic entities)forge partnerships with government agencies, community members and groups, nonprofits, service providers, private business, and the media,to assist them in this effort. Partnerships within the context of community policing serve the two interrelated goals of increasing trust and enhancing collaborative problem-solving efforts. The Bigs in Blue program will directly address Police/Community Relations for minority/underserved community members of Fort Worth.BBBS serves a diverse population of at-risk youth. More than 80%are economically disadvantaged andlor live in underserved communities. Many have one or more risk factors including living in a high crime neighborhood, attending schools with high truancy and dropout rates, inadequate parental guidance and other negative influencers.
