HomeMy WebLinkAboutContract 57073-A1 CSC No. 57073-A1 AMENDMENT NO. 1 OF FORT WORTH CITY SECRETARY CONTRACT NO. 57073 BETWEEN THE CITY OF FORT WORTH AND JACOBS ENGINEERING GROUP,INC. This AMENDMENT NO. 1 ("Amendment") to City Secretary Contract (CSC) No. 57073 (Agreement) is made and entered into by and between the CITY OF FORT WORTH ("City"), a home rule municipal corporation organized under the laws of the State of Texas, acting by and through Dana Burghdoff, its duly authorized Assistant City Manager, and Jacobs Engineering Group Inc. ("Engineer"), acting by and through Sindhu Avalokita, its duly authorized Operations Leader. RECITALS WHEREAS, On April 15 and April 22, 2020, a Request for Qualifications (RFQ)was advertised for, among other services, Future Grant Related Projects at Fort Worth Alliance Airport ("Airport"), and on May 8, 2020, Engineer was selected; WHEREAS, On February 3, 2022, City and Engineer entered into City Secretary Contract ("CSC")No. 57073 ("Agreement"),for"Construction Management Services for Phase II of the Taxiway Papa Extension Project" ("Project"); WHEREAS, two water wells located at the Project site were abandoned and filled during the construction of Phase I of Taxiway Papa, however they were not relocated to an alternative location; WHEREAS, the relocation of the water wells was initially included in the scope of work for Phase I of the Project, however due to cost increases and scheduling issues, it was determined that the relocation of the water wells would need to be moved to a different phase of the project and was removed from the scope of Phase I; WHEREAS,now,through two change orders with the construction contractor on both the Phase I and Phase II contracts for this Project, the relocation of the water wells are once again included in the construction contractor's scope of work; WHEREAS,since the relocation of the water wells is now part of the scope of work under Phase I and Phase II of the Project, additional construction management services by Engineer are needed ("Additional Services"), a task not originally included in the original Agreement since plans and costs were not finalized at the time of execution; WHEREAS, the cost of the additional construction management services for the relocation of the water wells will be $90,727.92 Dollars; and WHEREAS,City and Engineer have both agreed to (i)add the Additional Services to the Scope of Services under the Agreement; (ii) update the compensation section of the Agreement to include the additional$90,727.92 cost required for the Additional Services,bringing the total not to exceed amount Amendment No.1 to CSC No.57073 Between the City of Fort Worth and Jacobs Engineering Group Inc.for OFFICIAL RECORD Construction Management Services for Taxiway Papa Phase II CITY SECRETARY Pagel of4 FT.WORTH,TX to $855,212.02; and (iii) incorporate the additional costs into the compensation schedule under Attachment B of the Agreement through this Amendment. NOW,THEREFORE,for good and valuable consideration,the receipt and adequacy of which are hereby acknowledged, City and Engineer hereby agree as follows: 1. The Agreement is hereby amended by deleting Article II, "Compensation and Term of Agreement," in its entirety and replacing it with the following: Article II Compensation and Term of Agreement A. The ENGINEER's compensation shall be in an amount not to exceed $855,212.02 as set forth in Attachment B. B. Unless otherwise terminated pursuant to Article VI. D. herein, this Agreement shall be for a term beginning upon the effective date, as described below, and shall continue until the expiration of the funds or completion of the subject matter contemplated herein, whichever occurs first. 2. Attachment A, "Scope of Services" of the Agreement is hereby amended by adding the Additional Services listed in Exhibit A of this Amendment. 3. Attachment B, "Compensation" of the Agreement is hereby amended by adding the additional labor hours and cost breakdowns for the Additional Services in Exhibit B of this Amendment. 4. Except as expressly modified in this Amendment, all other terms and conditions of the Agreement shall remain in full force and effect. 5. The statements set forth in the recitals above are true and correct and form the basis upon which City and Engineer have entered into this Amendment. Proposal ,jacobs Attachment A Scope of Work Construction Management Services for Taxiway Papa Phase II -Amendment 1 Perot Field Fort Worth Alliance Airport PROJECT DESCRIPTION The Taxiway P alignment encumbered on two(2)agricultural water wells that were owned and operated by HiLlwood, a Perot Company.The wells were capped and abandoned during Phase 1 of the Taxiway P Extension Project to allow for the installation of new Taxiway Pavement.The two agricultural water wells are to be replaced,in kind,on Hillwood property adjacent to Perot Field Fort Worth Alliance Airport(AFW). In lieu of a conventional drawing and specifications package,the Client(Alliance Air/Aviation Services)and Property Owner(HilLwood)will require that the two(2)new agricultural wells be constructed per the Drilling Contractors standard specification and meet the performance criteria summarized in Table 1-1. The Engineer will provide documentation of key activities through oversight support only and is not responsible for directing the Contractor,Drilling Contractor,or any components of the design.Both wells shall each produce sediment-free,clear water at a minimum rate of 85 gallons per minute(gpm)or as determined from the aquifer testing. SCOPE OF SERVICES The Engineer will provide documentation of the key performance-based activities identified in Table 1-1 for two(2) new agricultural wells to be constructed on HilLwood property adjacent to AFW. 1. PROJECT MANAGEMENT The Engineer will provide project management including project coordination,monthly status reports,and invoicing. Up to four(4)coordination calls will be held between the Client,the Contractor,and the Engineer as necessary to coordinate on logistics prior to and during construction. 2. SERVICES DURING CONSTRUCTION 2.1. Preconstruction Meetings A pre-construction meeting will be held between the Client,HiLlwood,the Contractor,the Drilling Contractor,and the Engineer to review the project specifications and pertinent details including but not Limited to: • Proposed water source and minimum chlorine residual requirements. • Plan for drill cuttings disposal. • Proposed well construction detail(depths,diameters,casing materials,etc). • Sequence of construction activities and draft/proposed project schedule. • Well development activities,durations,and final acceptance criteria. • Step and constant rate aquifer test including proposed duration,Location,and plan for discharge of development water,flow meter and valve requirements. • Final pump selection,installation,and performance testing. • Status/copies of drilling permit from NTGCD and well completion Log to TDLR. ASSUMPTIONS,CLARIFICATIONS,AND EXCLUSIONS The following services are excluded from this scope and will be performed as an additional service,if required for the project: • Additional topographic surveying; • Additional geotechnical investigation and/or report; • Environmental studies and reports,including application for Categorical Exclusion,Environmental Assessments,or Impact Statements. • All permitting,pre and post construction coordination and submittals with the Northern Trinity Groundwater Conservation District(NTGCD)and the Texas Department of Licensing and Registration(TDLR). • The wells are not public water supply wells;therefore,no permitting is anticipated with Texas Department of Environmental Quality(TCEQ). • No requests for information(RFIs)are anticipated. • Approximately 30 days is anticipated to drill,construct,develop,and test each well for a total of 60 days. • The Engineer will provide up to 15 days of oversight per well for a total of 30 days.The site visits will be timed accordingly to provide documentation of the key performance criteria identified above. • All data and documents will be provided by the Drilling Contractor for the Engineers review and inclusion into the well completion memorandum. • Jacobs makes no warranties,express or implied,with respect to final performance characteristics of the wells.
