FIRST RENEWAL AND SECOND AMENDMENT TO
CITY SECRETARY CONTRACT 56871
This First Renewal and Second Amendment ("First Renewal and Second Amendment")
is entered into and by and between the City of Fort Worth ("City"), a Texas home -rule municipal
corporation, acting by and through its duly authorized Assistant City Manager, and National
Security & Protective Service, Inc. ("Vendor"), a Texas corporation, acting by and through its duly
authorized representative, each individually referred to as a "party" and collectively referred to as
the "parties."
WHEREAS, City and Vendor are currently parties to a security guard services agreement,
said agreement being City Secretary Contract ("CSC") Number. 56871;
WHEREAS, the Parties amended CSC 56871 to accurately reflect the Security Guard
services required by the City, the same being CSC 56871-Al (CSC Nos. 56871 and 56871-Al are
collectively referred to herein as the "Contract");
WHEREAS, the initial term of the Contract is set to expire on December 14, 2022 and
includes up to four optional one-year renewals;
WHEREAS, the City and Vendor wish to exercise the first renewal option and amend the
Contract again to accurately reflect the Security Guard services required by the City;
NOW THEREFORE, for and in consideration of the covenants and agreements set forth
herein, the sufficiency of which is hereby acknowledged, the Parties agree to renew and amend the
agreement as follows:
I.
FIRST RENEWAL
The Contract is hereby renewed for its first renewal term beginning on December 15, 2022
and expiring on December 14, 2023, unless otherwise terminated earlier in accordance with the
terms of the Contract.
II.
SECOND AMENDMENT
The Contract is hereby amended by revising portions of the Security Guard services to be
provided by the Vendor. The revised services are set forth in Exhibit A-1, which is attached here
and incorporated herein by reference. To the extent that the services set forth in Exhibit A-1
conflict with those set out in Exhibit A, as amended, then this Exhibit A-1 will control.

III.
MISCELLANEOUS
1. All other terms, provisions, conditions, covenants, and recitals of the Contract not
expressly amended herein shall remain in full force and effect.
2. All terms in this First Renewal and Second Amendment that are capitalized but not
defined have the meanings assigned to them in the Contract.
IN WITNESS WHEREOF, the City and Vendor have caused this First Renewal and
Second Amendment to be executed in Fort Worth, Tarrant County, Texas.

EXHIBIT A-1
Library: Only use guards at the Downtown location but there is a pending sale of that facility.
The department will no longer need security guards once the facility is sold.
Parks and Recreation: Amend subsection 3.6.5 to eliminate specific hours and days. The
department needs will only be 13 to 15 hours per week depending on different elements throughout
the year. Wants to continue using service but allow for flexibility. Would like to add weekend
availability.
Nei!hborhood Services: Would like flexibility to use at other facilities:

-North Tri
-MLK
-Southside
-WHCC
Use of Security for crowd control during Special Events
Would like to be able to use both Commissioned and Non -Commissioned officers.
Public Events:
9.2.1 Security guards will only be unarmed. Please remove armed.
9.2.3. Shifts are 6am-2:30pm, 2:OOpm-10:30pm, 10pm-0630am
9.2 The contractor will be responsible for providing and maintaining a Guard Tour system that
records the activities of the security guards to ensure guards are making their assigned tours. The
Guard Tour system will be used to verify the guards are covering all portions of the Will Rogers
Memorial Center property. The contractor shall provide to the department each scheduled shift
tour records on a weekly basis.
9.2 The contractor will provide twenty-four (24) hour field supervision/on duty supervision of its
guards. The field supervisor/on duty supervisor will serve as a key point of contact between the
guards and the Public Events Department Management. They are to make sure there is always on -
site coverage and respond to open shifts. Respond to emergencies. Supervise, counsel, train guards
and perform on site visits.
Temporary suspension dates for Fort Worth Stock Show 2023: 1/4/23 thru 2/7/23. Can return on
2/8/23
