HomeMy WebLinkAboutContract 42292 (2) Date Received: 12/20/22 Permit No.: SWFMA-22-0082 Time Received: 12:24 p.m. City Secretary No.: 42292-A1 AMENDMENT TO CITY SECRETARY CONTRACT NO.42292 STORMWATER FACILITY MAINTENANCE AGREEMENT This AMENDMENT TO CITY SECRETARY CONTRACT NO. 42292, STORMWATER FACILITY MAINTENANCE AGREEMENT("AMENDMENT")is made and entered into by and between the CITY OF FORT WORTH,a municipal corporation of Tarrant County,Texas,acting herein by and through its duly authorized City Manager or duly designated Assistant City Manager, hereinafter referred to as the "City", and Harmony Public Schools "Landowner", acting herein by and through its duly authorized representative Dr.Nihat Bayhan as Deputy Superintendent. RECITALS WHEREAS, the City and Landowner made and entered into City Secretary Contract No. 42292 (the "Agreement") requiring the construction and maintenance of certain on-site stormwater management facilities(the"Facility")on a portion of the Property as defined within the Agreement; WHEREAS,the Agreement was recorded with the property records of the Tarrant County as Document No. D2 1 1 242646 which is one and the same as City Secretary Contract No.42292; WHEREAS,the Landowner's company name was originally filed under the Texas Secretary of State ("SOS") as Cosmos Foundation, Inc. at the time of execution of the Agreement, however shortly after the Agreement was executed, the Landowner changed its name to Harmony Public Schools via an entity name change form posted on the SOS website; WHEREAS,through preparing this Amendment it was revealed that the Landowner,at the time the Agreement was executed in 2011, was not the owner of the Property identified under the Agreement at the time of execution, however the Landowner did have a property interest in the property; OFFICIAL RECORD Revised 03/0V2022 BN CITY SECRETARY page 1 of 4 FT.WORTH,TX WHEREAS, the Property has been conveyed to the Landowner as of April of 2021. according to Special Warranty Deed Document No. 132211123711 filed in the Deed Records of Tarrant County,Texas resolving any ownership issues under the Agreement moving forward; WHEREAS, the Landowner has recently approached the City requesting a building permit for new development on the Property and has requested the City to consider certain location and design changes to the Facility that would be required to support the new development;and WHEREAS, it is advisable to execute this Amendment to the Agreement to revise exhibit "B" in the Agreement to depict design changes to the Facility necessary to support the new development. NOW THEREFORE, City and Landowner, acting herein by and through their duly authorized representatives,enter into the following that amends the Agreement: 1. Exhibit`B" is hereby replaced with Exhibit"13-1"attached hereto and incorporated herein to the Agreement,consisting of revised design specifications of the Facility. 2. This Amendment shall be filed with the City Secretary as an amendment to the Agreement and also recorded among the land records of Tarrant County,Texas,and shall constitute a covenant running with the land,and shall be binding on the Landowner, its administrators,executors,assigns, heirs and any other successors in interests, including any property owners association. 3. Figure 3.17 Dry Detention Pond W/Pilot Channel Schematic Harmony Elementary School Drainage Study 3.2 Hydraulic Results The results of the hydraulic analysis show no increase greater than 0,1 at any overtopped roadway for the 1-,5-,and 100-year events,as well as no increase greater than 0 1'at any cross section in the 100-year event There are no proposed channel velocities above 6f/s with an increase greater than 5%. 4. Hydraulic Grade Line Analysis Hydraulic Grade Line(HGL)Analysts was performed based on current City of Fort Worth standards for the receiving storm drain system to confirm the capacity of the existing storm drain lines within the Harmony Elementary property and to create a tailwater curve for the pond outfall The plans for Harmony Elementary were referenced and updated as needed to meet current standards and correct a few inconsistencies.The tailwater was updated to reflect the updated HGL calculations from the receiving system. Drainage areas from the plans were verified for HGL calculations The hydraulic grade line analysis demonstrated that the existing storm drain lines have capacity for the original design discharges based on the higher tailwater and meet city criteria for storm drain design and HGL analysis.See Table 11 for the Harmony hydraulic grade line calculations. An HGL analysis was also performed on the storm dram line starting at the Harmony pond outfall and ending at the pipe outfall on Stone River Trail.The calculations from the Harmony School,Columbus Heights Phase III,Stone Meadow Addition Phase I,and Stone Meadow Phase 2B were used and updated as necessary.All of these plan sets can be found in the supplemental data section.The rainfall intensity was calculated for the 1-,5-, 10-,25-, 50-,and 100-year storm events in order to calculate a pond tailwater curve. Since a larger range of flows was needed for the calculations in PondPack and HMS,an HGL analysis was performed utilizing flows computed by adding 20 cfs to the 100-year discharges. For the 100 and 50-year event the design HGL was set to 834'at the upstream end of Marguerite Lane to represent the top of curb The HGL analysis was computed for the existing and proposed conditions to represent the updated pipe at the outfall of the pond.The hydraulic grade line analysis for the existing and proposed tailwater curve can be seen in Table 12 and 13, respectively.The tailwater curves can be seen in Table 14. 5. Pond Analysis Both the existing and proposed ponds were modeled using an elevation-area table and an outflow curve.The existing pond uses a 36"culvert,as a field survey confirmed there is no restnctor plate currently on the 36"culvert.The outflow curve table in HMS used the tailwater curve from the HGL calculat ons The proposed pond will use a 28" orifice,as a restrictor plate will be necessary to lower the pond outflow below existing conditions The orifice was modeled in PondPack using the tailwater curve shown in Table 14.An outflow rating curve was generated and entered into HMS.The PondPack model can be found in the supplemental material.The proposed pond will be expanded to include more storage The pipe outfall will be lowered from a flowline of 827.8'to 827.5'.The existing and proposed elevation-storage-discharge tables can be seen in Tables 15 and 16,respectively. Pond sheets are included in the supplemental material. The proposed pond's emergency spillway is sized to have 0.5'of freeboard when the outfall is fully clogged The spillway will be 1'tall and 108'long.Calculations for the spillway can be seen in Table 17. Flow from the spillway will be directed east towards S Hulen Street. Right of way capacity calculations performed in FlowMaster show that the discharge from the spillway and the 4.4 cfs from the street in existing conditions(Plans for South Hulen Street)will be contained in the right of way.The FlowMaster model is available in the supplemental data. mom HALFF Harmony Elemerlary School Drainage Study 6. Conclusion A hydrologic analysis was performed and shows no increased discharges to any street outfalls.A 48"RCP is proposed to take the flow from proposed basin PR 06 directly to the detention pond. By expanding the existing detention pond located on Harmony School property and adding a 28' orifice plate,the pond will be able to hold the proposed 100-yr discharge with a minimum 1 freeboard and release discharges below existing conditions and below the pipe capacity There were increases in discharge to the zone of influence A hydraulic analysis showed that these increases in discharges had no adverse impacts to Summer Creek Tributary 2,directly downstream of the ZOL A hydraulic grade line analysis shows that the existing storm drain Imes have the capacity for the original design discharges based on the higher tailwater and meet city criteria for storm drain design and HGL analysis. General Maintenance Procedures The structural and functional integrity of the Facility shall be maintained at all times by removing and preventing drainage interference, obstructions, blockages, or other adverse effects into, through,or out of the system. Periodic silt removal shall occur when standing water conditions occur or the pond's storage volume is reduced by more than 10%. Silt shall be removed and the pondibasin returned to original lines and grades shown on the approved engineering plans. In addition, corrective measures are required any time a basin does not drain completely within 72 hours of cessation of inflow. NO STANDING WATER 1S ALLOWED in basins designed for dry detention purposes. Accumulated litter, sediment, and debris shall be removed every 6 months or as necessary to maintain proper operation of the basin. Disposal shall be in accordance with federal, state and local regulations. Detention facilities shall be mowed monthly between the months of April and October or anytime vegetation exceeds 12-inches in height. To prevent debris from entering and clogging the downstream storm sewer system a wire mesh screen or similar screening device shall be installed over the outlet until final acceptance. 4. PREVENTIVE MAINTENANCE/INSPECTION • Visual inspections of all components will be conducted every 6 months. • A log shall be kept of maintenance actions, and inspections. The log should document the condition of the detention system's primary components, mowing, and silt, litter and debris removal dates. Document aeration of the basin bottoms and replanting to prevent the sealing of the basin bottom. • Written maintenance and repair records shall be maintained by the party or parties signing the attached Agreement and shall be provided to the City upon request.
