The engineer has reviewed the conflicts and provided two alternatives to resolve the conflicts. One alternative is to use cast -in -place pipe (CIPP) to line the existing pipe in place to remove the need for the added manhole and the other option is to completely move the proposed sewer line to the other side of the road. Currently 190 LF of the 300 LF of the new line has been installed per plan before the conflict was identified. Use of CIPP is least impactful to the project schedule and budget but requires a CCTV video of the existing pipe conditions to verify adequacy of the existing line that will remain and a point repair to be conducted at the temporary intersection of the existing clay pipe and the new pvc pipe. Contractor has submitted prices for the added work of cleaning the line, performing a permanent point repair and videoing the line for existing conditions. Typical methods for comparing unit costs were not available and were not considered adequate for this work. Instead, the Contractor has submitted invoices and breakdowns of the time and materials for the added work. The breakdown has been reviewed and deemed to be fair and reasonable for the work being conducted. The documentation has been attached to this change order. After the CCTV video is conducted it will be reviewed to determine if CIPP is an option. If it is, CIPP will be change ordered into the contract, otherwise the relocation option will be used. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order. Option 2 calling for CIPP requires a prequalified contractor for CIPP, so this will need a new contractor. Also, the pre -CCTV needs to be reviewed by TPW and Field Ops to determine any point repair locations to address possible sags in the line. I had a quick chat with Jim last week late Tuesday afternoon 11/22 before the holiday and have attached two additional options discussed for your consideration. The issue with my suggestion (Option 01) is the mechanical joints identified since we are not recommending using ductile iron pipe/fittings. We will take another look to see if we can use the 13 ft pipe lengths and get the 1-degree deflection with bell and spigot. If so, we will provide the detail requested and return to you by 11/30. However, we were advised during out chat with Jim that our recommendation of a drop manhole will conflict with the 900 pair AT&T line at San Marcos, so they will have to pull/shift their line. Additional Options, see attached and summarized below: 1. Option 2: Use cured in place pipe to maintain the existing pipe configuration. This will address the deflection and material concerns but not TCEQ horizontal spacing, so we would need a design variance for this short length of pipe. 2. Option 3: Reroute the pipe for flow coming in from the north of San Marcos into a manhole located on the opposite side of the roadway and connect to a new manhole near Normandale along the existing 10" sanitary main. We could connect the existing services to the line already in place and place a clean out at the end. Please advise on desired path forward and we can provide the sheet details requested. Thanks! The drop manhole notes needs to be revised to call out manhole liner — Warren or Chesterton coating. The contractor needs to provide the prequalified contractor that will install this liner. See attached active list if the contractor does not have one on board. This appears to have 2 types of pipe — PVC SDR 26 (note for approved equal should be removed), and MJ pressure pipe (DI with Protecto 401 coating). Plans will need to be revised to call out the specification for the pipe called out. I am assuming the contractor will provide the shop drawings for this pipe in accordance with the specs attached. Contractor will need to submit all GPS data per the bid item for construction redline survey on both the main line, service line connections, and manholes per specs so this can be properly as -built. As discussed, I'm providing a more concise summary of the issue and my recommendation. 1. The proposed 8" sanitary sewer is in the same trench as the existing sanitary sewer. 2. The proposed manhole at station 0+00 and about 125LF of 8" sanitary sewer gravity has been constructed 3. The remaining —175LF of 8" sanitary sewer and proposed manhole at station 2+00 conflict with an AT&T line that was previously impacted by construction 1. The proposed manhole at station 2+00 is not replacing an existing manhole and is included for a pipe directional change. After a closer look, there appears to be an existing sanitary sewer vertical grade change at this proposed manhole. 2. The existing water main is less than 6' from the proposed sanitary sewer main, which requires at least 150 psi pressure pipe per TCEQ guidelines. 4. My recommendation is to install the remaining 8" sanitary sewer pipe in the same trench as the existing sewer main without a proposed manhole at station 2+00. The proposed pressure pipe can be installed with minimal horizontal deflection to the proposed new manhole at station 3+00 replacing the existing manhole. However, the proposed manhole at station 3+00 must be a drop manhole to accommodate the vertical grade change at station 2+00. 1 have attached a sketch to depict this recommendation. Please let me know when you would like to discuss further to determine how the city would like to proceed. I'm generally available the remainder of this week and early next week to discuss/resolve.
