Water main extension will take place on Jacksboro Highway (Surfside Dr. to City limit), Sommerville Place Road (Ella Young Drive to Tyler Place) and Tyler Place (Sommerville Place Road to Ella Young Drive). The affected locations are currently provided water by Lakeside but must be converted to Fort Worth water per the terms of the Transfer Agreement with Lakeside. The cost for Change Order No. 5 is actually $444,565.00. However, Change Order No. 5 will also include the deletion of various Sanitary Sewer items that totals $444,565.00 resulting in a net amount of $0.00. Therefore no additional appropriations are needed to execute Change Order No. 5. Staff recommends the addition of 120 calendar days for the additional work. It is understood and agreed that the acceptance of this Change Order by the contractor constitutes an accord and satisfaction and represents payment in full (both time and money) for all costs arising out of, or incidental to, the above Change Order. Schultz, Inc. dba Circle C Construction Company for Watercress Low Pressure Sanitary Sewer Extension Project and to Effect a Portion of Water's Contribution to the Fiscal Years 2023-2027 Capital Improvement Program RECOMMENDATION: It is recommended that the City Council authorize execution of Change Order No. 5 with a net total amount of $0.00 after deducts and the addition of 120 calendar days to City Secretary Contract No. 53181 with William J. Schultz, Inc. dba Circle C Construction Company for Watercress Low Pressure Sanitary Sewer Extension project (City Project Number 101002). DISCUSSION: In January 2007, the City Council adopted the Lake Worth Capital Improvements Implementation Plan. The plan included a number of water and sewer projects designed to provide Fort Worth Water Department services to areas around Lake Worth previously served by septic systems. To date, projects have been completed to provide water/sewer service to the Landmark/Quebec and Woodvale areas and water service has been provided along Watercress Drive. On November 19, 2019, Mayor and Council Communication (M&C 19-0331), the City Council authorized a contract with William J. Schultz, Inc. dba Circle C Construction Company, (City Secretary Contract No. 53181) in the amount of $5,415,584.00 for the installation of a low pressure sanitary sewer system and individual grinder pumps on Watercress Drive, Peninsula Club Drive, Sunset Point, North Lake Drive, Island View Drive and Lupine Circle. The contract was subsequently revised by Change Order No. 1 with a net total of $0.00 authorized administratively on July 23, 2020 that provided for a 3 inch diameter Force Main with a thicker wall to satisfy cleanout velocity, Change Order No. 2 in the amount of $93,596.50 after deducts authorized administratively September 1, 2020, allowed for the relocation of a portion of Peninsula Drive and water main abandonment on Watercress Drive, Change Order No. 3 with a net total amount of $0.00 authorized administratively May 7, 2021 that provided for the installation of low pressure sewer service by directional drilling and Change Order No. 4 in the amount of $59,400.00 authorized September 13, 2022 (M&C 22-0720) that provided for the installation of 33 water service meter boxes to the existing water mains on Ella Young Drive, Sommerville Place Road and Jarvis Way. Change Order No. 5 will provide for water main extensions in order to provide water services to additional customers on Ella Young Drive, Sommerville Place Road and Jarvis Way. The contractor was able to successfully document good faith effort on the original contract and a 0\% MWBE goal assigned. Change Order number 5 will have a net change of $0 after deducts of an equivalent amount.
