The agreement for engineering services entered into on the 18th day of February 1992 by and between
the City of Fort Worth (Owner) and Huitt-Zollars, Inc. (Engineer) shall be amended and shall read as
follows, to wit:
EXHIBIT A SCOPE OF SERVICES
Add the following:
E. Design of Owner Requested Changes
Provide the necessary design to redesign and extend the communications system as described in
Meeting Minutes #2 dated May 24, 1995. The work will include preparation of a floor plan to
show all data and communications outlets and cable routing, a site plan showing data
communications trunk wiring between the lab and the administration building and a riser sheet
to explain the cabling requirements. All changes in the specifications will be added to the
drawings.
All work will be done at the office of the Engineer.
F. Additional Construction Administration
Provide additional professional time of the construction administrator and home office support for
the completion of the punchlist and close-out of the contract and for Coronado Builders and for
the administration of the Laboratory Casework to be supplied by the City Purchasing Department
by purchase order to St. Charles Company.
All work after December 31, 1995, will be done at the office of the Engineer.
Section V - Compensation shall be increased by $20,000 from $384,006 to $404,006 upon the execution
of Amendment #2.
For invoices submitted after December 31, 1995, and the authorization of Amendment #2, compensation
shall be based on an overhead rate of 2.86 times direct salary for work performed by Huitt-Zollars, Inc.

FOR THE DESIGN OF CENTRALIZED WATER AND WASTEWATER A A ORY AT
ROLLING HILLS WATER TREATMENT PLANT
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No.
2 to City Secretary Contract No. 18936 for engineering agreement with Huitt-Zollars, Inc., for
the design of the Centralized Water and Wastewater Laboratory at the Rolling Hills Water
Treatment Plant for a fee of $20,000.00 increasing the total fee from $384,006.00 to
$404,006.00.
DISCUSSION:
On January 7, 1992 (M&C C-13186),the City Council authorized the execution of an engineering
agreement with Yandell & Hiller, Inc., (now Huitt-Zollars, Inc.) for the design of the Centralized
Water and Wastewater Laboratory. The new water and wastewater regulations require more
stringent treatmentfor more contaminants and more restrictive permits,thus requiring additional
laboratory space and the integration of the two separate water treatment and wastewater
treatment laboratories. Amendment No. 1 provided for construction administration during the
construction of the new centralized laboratory.
The proposed Amendment No. 2 will provide for the redesign of the communications system to
the Central Lab which will make it compatible with recent improvements in the City's
telecommunications/computer connections between the Centralized Laboratory, Rolling Hills
Water Treatment Plant, and other City facilities. In addition, a time extension on the construction
contract to complete the project will require additional construction administration time by the
Engineer.
FISCAL INFORMATION/CERTIFICATION:
The Director of the Fiscal Services certifies that funds are available in the current capital budget,
as appropriated, of the Commercial Paper-Water and Sewer Funds.
