DISCUSSION: The Water Department approached the Purchasing Division to procure agreements for chemical odor control services. The services are needed to control the odor and reduce or eliminate the corrosion concerns within the wastewater collection system. In order to procure these services, staff issued request for proposals (RFP) No. 21-0051. The RFP consisted of detailed specifications regarding the type of chemicals, delivery and reporting. The RFP was advertised in the Fort Worth Star -Telegram on March 3, 2021, March 10, 2021, March 17, 2021 and March 24, 2021. The City received six proposals. Proposals were evaluated on Best Value criteria including the price, qualifications, methodology, and past performance. Staff from the Water and Transportation Public Works Department evaluated the proposals submitted and recommend awarding Pencco, Inc., NRP Group, Inc., and US Peroxide LLC dba USP Technologies with five one-year options to renew. No guarantee was made that a specific amount of these services will be purchased. ADMNISTRATIVE CHANGE ORDER: An administrative change order or increase may be made by the City Manager up to the amount allowed by relevant law and the Fort Worth City Code and does not require specific City Council approval as long as sufficient funds have been appropriated. AGREEMENT TERMS: Upon City Council approval, this agreement shall begin upon execution and expire one year from that date. RENEWAL TERMS: This agreement may be renewed for five (5) additional one-year renewal periods. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that funds are available in the current operating budget, as previously appropriated, in the Water & Sewer Fund to support the approval of the above recommendation and execution of the agreements. Prior to any expenditure being incurred, the Water Department has the responsibility to validate the availability of funds.
