The delays we experienced during the project include the following items. 1. On one occasion, we had to evacuate the chlorine contact basin and stop work on the wet well due to peak flows occurring at the plant. These peak flows · started September 8111 and lasted several days and required several more days of dewatering and cleaning the basin and working on a damaged gate to resume back to work on September 22nd. 2. Delivery of our medium voltage cable was delayed by several weeks despite promises from the manufacturer. We had a promised cable delivery in earty December 2010, but did not receive until middle of January 2011. This affected our time schedule in getting the electrical building powered up and tied into Village Creek A & B electrical feeders. We should be tied into these feeders on February 17111 • I believe we will be substantially complete by April 111; therefore, we request a 45-day time extension for this contract. WORTH, TX CFlYJ February 15, 2011 Ms. Farida Goderya, PhD, PE Project Manager Partners for o Better Quality of Life City of Fort Worth Water Department 1000 Throckmorton Street Fort Worth, TX 76102 RE: Village Creek Reclaimed Water Eastern Delivery System Pump Station No. 1 Project No. 275-70530023183 PCM-005: Request for Time Extension CP&Y Project No. CFW08085 Dear Ms. Goderya CP&Y recommends approval for PCM-005. Justification for approval of the time extension is presented in the following paragraphs. The Contractor has requested a 45-day time extension due to some delays that were beyond his control. These delays included having to evacuate the Chlorine Contact Basin and delays in the delivery of some materials. During the first delay, the Contractor lost 14-days of work from September 8 to 22, 2010 when a large rain event caused significant peak flows at the facility. Due to the peak flows, the plant had to use the portion of the chlorine contact basin where the Contractor was working. The second delay was caused by the late delivery of the medium voltage cable. The Contractor's October 2010 schedule indicated the expected installation date of the cable was December 22, 2010. The cable delivery was delayed until January 20, 2011, and the terminations will be completed on February 17, 2011 . This resulted in a 57 -day delay to a significant portion of the electrical work. The combined events resulted in 71-days of delays. However, the Contractor has requested an extension for only 45 of the 71-days. CP&Y considers the 45-day time extension request reasonable .
