HomeMy WebLinkAboutContract 52517-A4CSC No. 52517-A4 AMENDMENT No . 4 TO CITY SECRETARY CONTRACT No. 52517 WHEREAS, the City of Fort Worth (CITY) and CDM Smith Inc., (ENGINEER) made and entered into City Secretary Contract No. 52517, (the CONTRACT) which was authorized by M&C C-29181 on the 25th day of June, 2019 in the amount of $192,600.00; and WHEREAS, the CONTRACT was subsequently revised by Amendment No.1 in the amount of $97,448.00 authorized administratively on May 29, 2020, Amendment No.2 in the amount of $141,740.00 authorized by M&C 21-0540 on August 3, 2021, and Amendment No.3 in the amount of $99,500.00 authorized administratively on November 2, 2022; and WHEREAS, the CONTRACT involves engineering services for the following project: Westside Water Treatment Plant Plate Settler Expansion; WHEREAS, it has become necessary to execute Amendment No. 4 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in proposal attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $904,827.00. 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $1,436,115.00. 3. Cc: Tony Sholola, FWWD David Vallejo, CDM Smith 10 LETTER-Westside WTP Plate Settlers Project - Amendment No. 3 Request Letter SCOPE OF SERVICES FOR WESTSIDE WATER TREATMENT PLANT PLATE SETTLER EXPANSION PROJECT 102052 AMENDMENT NO.4 - PLANT RE -RATING AND EXPANSION BACKGROUND CDM Smith (ENGINEER) contracted with the City of Fort Worth (CITY) for the Westside Water Treatment Plant (WSWTP) Plate Settler Expansion Project. The initial scope of work included development of design for adding additional plate settlers to the three sedimentation basins and the WSWTP to expand their capacity from the existing 15 MGD capacity to 18 MGD. Amendment No.1 to the contract was executed to provide additional design for the addition of Filter No. 5 and any coordination of changes related to the membrane addition procured by the CITY directly. Amendment No. 1 also included design services for the following items: • Replace the existing raw water transit time meter and flow control valve with magnetic flow meter for better accuracy, • Provide an additional membrane feed pump with variable frequency drive, and • Relocate the potable water sample point following the clearwell storage tank. Amendment No.2 provided for an on -site resident project representative, supported as needed by senior technical staff, for the original 56 week (13 month) contractual construction period. Amendment No. 3 provided for additional engineering services during construction, project management, and on -site RPR for an additional 48 weeks through the projected construction completion date of November 2023. This proposal for Amendment No. 4 requests authorization for additional scope of work and engineering fee to complete the following work items: 1. Submit a formal request to the Texas Commission on Environmental Quality (TCEQ), on behalf of the CITY, for an increase in the approved WSWTP rated capacity from its currently designed capacity of 18 MGD to 20 MGD. 2. Perform design and construction phase services for expanding the WSWTP capacity from its re -rated capacity of 20 MGD (completed in work item #1 above) to an increased overall plant production capacity of approximately 24 MGD. It is anticipated that the above plant expansion will require the below additions/modifications to the existing WSWTP unit operations and processes. Table 1 attached provides details on the assumed preliminary design criteria for the listed modifications as well as the assumed expanded capacity of the affected processes. Westside WTP Plate Settler Expansion Project (102052) 1 Scope of Work — Amendment No. 4 11/08/2023 a. Ozonation i. Two ozone sidestream venturi injection (SVI) pumps will be added, one serving each flash reactor and ozone contact basin. ii. Ozone is not fused at the WSWTP for disinfection purposes, so no additional generation capacity will be added. At a higher plant production flow of 24 MGD, the doses delivered to the water is anticipated to change as show on Table 1 and those dosages are assumed to be sufficient for pre -oxidation and taste & odor control. The existing ozone contact basins and ozone dissolution flash reactors were designed for a capacity of 19.5 MGD each, so no additional trains/units are needed for this expansion. The two additional sidestream injection pumps will provide needed capacity and redundancy for the SVI pumps. b. Sedimentation i. Additional sedimentation capacity will be required to achieve a plant production capacity of 24 MGD. Two alternate options are included in this scope of work to provide the added capacity as shown on Table 1 and described below. 1. Settling plate re -rating will be pursued with TCEQ from the current loading rate of 0.35 gallons per minute per square foot (gpm/sf) to an increased loading rate of 0.40 gpm/sf. 2. If settling plate re -rating efforts are not successful, additional plate modules will be added as part of the Amendment No. 4 work as shown on Table 1. Since these design efforts may not be required, this scope of work is included as Additional Services. c. Granular Media Filtration i. One granular media filter will be added to provide a filtration capacity as shown in Table 1. The existing Filter Box No. 6 will be used for the additional filter. Under this Amendment #4, new filter underdrains, granular filtration media, and filter gallery piping will be added to enable use of Filter No. 6. The added items will match the features of the existing filters. d. Ultrafiltration Membranes i. One membrane skid will be added to the membrane filtration system at the Rack No. 6 location. This membrane skid will be of the type and capacity shown on Table 1 and will increase the net production capacity of the membrane system to approximately 24 MGD. It is assumed that the additional membrane skid will be pre -procured by the CITY directly from Pall Corporation to match the existing system and will be assigned to the construction contractor for installation. ii. One membrane feed pump (Feed Pump No. 5) and variable frequency drive (VFD) will be added at one of the two empty slots reserved for future pumps at the existing Membrane Feed Pump Station to allow use Westside WTP Plate Settler Expansion Project (102052) 2 Scope of Work — Amendment No. 4 11/08/2023 of the added Rack No. 6. The added feed pump will be a horizontal split - case centrifugal pump of the same type and design characteristics as those of the existing pumps. iii. One strainer (Strainer No. 5) will be added at one of the strainer empty slots reserved for future strainers at the Pipe Gallery level of the Membrane Facility, downstream from the Membrane Feed Pump Station. e. High -Service Pump Station i. Two high -service pumps will be added (High -Service Pump #s 3 and 6) to fill the two empty pump slots, as shown on Table 1. Pump #3 will be added to supplement the existing WS-3 pressure plane pumps (Pump #s 1 and 2). Pump #6 will be added to supplement the existing WS4 pressure plane pumps (Pump #s 4 and 5). Addition of these pumps will be needed to provide firm pumping capacity in line with the additional expanded plant flow. f. Chemical Feed System i. Sodium Hypochlorite 1. A third 7,000-gallon sodium hypochlorite storage tank will be added at the Chemical Feed Room to provide a storage volume that is in compliance with TCEQ's rules (15 days of storage), as shown on Table 1. It is assumed that the third tank will be installed in the available area adjacent to the east of the existing tanks. Modifications will be made to the sodium hypochlorite containment area to enclose the new tank, including extending the containment wall and access stairs. 2. WSWTP personnel has reported that the existing sodium hypochlorite feed pumps experience suction problems that prevent using approximately the bottom 4 feet of chemical in the existing tanks. ENGINEER will investigate this issue to determine if there are suction piping, including valves, and/or metering pump issues and if so, the above piping and/or valves will be replaced. If there is no issue with the suction piping, the feed pump support pedestal will be lowered. ii. Sodium Hydroxide (Caustic) 1. The WSWTP has an existing 5,000-gallon caustic storage tank at the outdoor Chemical Storage Area. The plant currently uses a 50% caustic solution and for this solution concentration, the existing chemical tank provides enough storage to comply with TCEQ's regulations. However, use of a 50% solution requires use of a chemical recirculation pump to avoid crystallization of the solution at temperatures below approximately 55 deg. F. Under the work of Amendment #4, a new larger tank with a capacity of 7,000 gallons, as shown on Table 1, will be provided. This tank will allow use of 25% caustic solution if the CITY desired to Westside WTP Plate Settler Expansion Project (102052) 3 Scope of Work — Am ndment No. 4 11/08/2023 implement this change in the future and stop using a recirculation PUMP. SCOPE OF WORK - BASE SERVICES The scope of work presented below describes the additional base services included in this Amendment No. 4. Work Item #1 - WSWTP Re -rate to 20 MGD Task 1 - Project Management ENGINEER will provide additional project management related to the technical tasks added by Amendment #4, Work Item #1. These services will include additional administration support services, reporting, and invoicing associated with completion of the added technical tasks. Task 2 - Basis of Design Memorandum No changes in scope of work Task 3 - TCEQ Coordination Task 3.1 BODM Submittal - No changes in the scope of work. Task 3.2 CT Study (Updated) ENGINEER originally completed an updated CT study for the originally planned WSWTP expansion to 18 MGD. Under this Amendment No. 4, ENGINEER will revise this study to include expansion to a capacity of 20 MGD and submit a draft copy to the CITY for review and hold a workshop meeting to obtain City comments. It is assumed that comments on the revised draft study will be discussed at the same meeting with the CITY that is held to discuss comments on the Task 3.4 initial draft Technical Memorandum (TM). The final revised study will be submitted to TCEQ for review and approval. ENGINEER will coordinate with TCEQ during the preparation of the study and answer any questions they may have. Work Products: a) Draft and final revised CT Study for 20-MGD capacity (electronic, .pdf format). b) Summary notes from meetings/phone calls held with TCEQ (.pdf format). Task 3.3 Membrane System Expansion Approval - No changes in the scope of work. Task 3.4 WTP Capacity Expansion to 20 MGD This additional task includes gathering design documentation and necessary technical support Westside WTP Plate Settler Expansion Project (102052) 4 Scope of Work — Am ndment No. 4 11/08/2023 information and preparation of an engineering technical memorandum (TM) to request TCEQ's approval for increasing the WSWTP's rated capacity from the current design of 18 MGD to 20 MGD. In the TM, the ENGINEER will document the capacity of each of the plant's unit operations and processes to demonstrate that the overall WSWTP rated capacity can be increased to the requested 20 MGD. ENGINEER will also update the CT Study originally completed for a plant capacity of 18 MGD to include a 20-MGD capacity (see Task 3.2 above). ENGINEER will complete and submit to the CITY for review an initial draft TM and hold a workshop meeting to gather comments. ENGINEER will update the draft TM, submit it to TCEQ for review, and facilitate up to two (2) meetings with TCEQ to discuss and respond to review comments. It is assumed that all these meetings will be virtual. ENGINEER will address TCEQ's comments, prepare a final TM, and submit to TCEQ for ruling on the requested capacity expansion. Work Products: a) Draft TM for CITY's review (.pdf format). b) Draft and final TM for TCEQ's review in both electronic and hard copies as required by TCEQ, with a copy to the CITY. c) Meeting summaries from draft TM review workshop meeting with CITY. d) Meeting summaries/notes from meetings and calls with TCEQ. Task 4 - Final Design and Final Construction Documents No changes in scope of work Task 5 - Bid Phase Services No changes in scope of work Task 6 - Construction Phase Services No changes in scope of work Work Item #2 - WSWTP Expansion to 24 MGD Task 1 - Project Management ENGINEER will provide additional project management related to the technical tasks added by Amendment #4, Work Item #2. These services will extend the work described in Task 1 of the Agreement to completion of Work Item #2, but with the following amended assumptions and deliverables applicable to the present amendment work: Assumptions: a) Monthly project progress reports, schedule updates, and MWBE reports will be prepared for the project duration assumed in the attached Schedule. b) 4 meetings with city staff during design (2 progress meetings and 2 review meetings) Work Products: Westside WTP Plate Settler Expansion Project (102052) 5 Scope of Work — Amendment No. 4 11/08/2023 a) Meeting summaries with action items b) Monthly invoices c) Monthly progress reports d) Baseline design schedule e) Monthly schedule updates, if applicable, with schedule narrative describing any current or anticipated schedule changes f) Monthly M/ WBE Report Form and Final Summary Payment Report Form Task 2 - Preliminary Design ENGINEER will develop a Preliminary Design Report (PDR) to document the plant improvements necessary for expanding the WSWTP from 20 MGD (completed in Work Item #1 above) to 24 MGD. The PDR shall be submitted to CITY per the approved Project Schedule. The purpose of the PDR is for the ENGINEER to • Develop the basis of design for improvements, • Develop a budgetary -level cost opinion for the improvements to ensure the scope is in line with available funding, and • Obtain the CITY's endorsement of the proposed concepts. ENGINEER will develop the PDR as follows. 2.1. Preliminary Design Report The PDR will provide a high-level description of the existing plant facilities and a detailed description of the improvements necessary for expanding the plant to 24 MGD. The PDR will include the previously described facilities and equipment that are being added and will provide their basis of design criteria. The PDR will provide preliminary designs of the added facilities and equipment in the form of layouts and drawings at design level of 15% to 30%. Other facilities that do not require modifications will not be covered in this document. 2.2. Opinion of Probable Construction Cost (OPCC) Following receipt of feedback on the PDR, ENGINEER will develop an opinion of probable construction cost (OPCC) for the work associated with Work Item #2. This OPCC will be a Class 4 estimate as defined by the Association for the Advancement of Cost Engineering International (AACEI) standards. Assumptions: • No geotechnical borings or field investigations are expected for this work. • No water distribution system hydraulic analysis of the WS-3 and WS-4 pressure planes will be completed under this amendment's work. It is assumed that the design criteria of the two new added pumps will respectively match the design Westside WTP Plate Settler Expansion Project (102052) 6 Scope of Work — Am ndment No. 4 11/08/2023 criteria of the existing WS-3 and WS-4 pumps, respectively, as shown on Table 1. If the design criteria of the new pumps need to differ from those of the existing ones, it is assumed that updated WS-3 and WS-4 pressure plane system head curves will be provided by the CITY for pump selection. • Since the plant structures and buildings were originally designed for a plant capacity of 35 MGD, it is not anticipated that improvements to the HVAC systems will be necessary and such improvements are not included in the scope of Amendment #4. However, for verification purposes, a review of the HVAC system capacity at the electrical room that contains the membrane feed pump VFDs is included. • The scope of work assumes that improvements will be of the type specifically defined above in the Amendment #No. 4 Background section. The scope does not include evaluation and potential implementation of other alternative equipment or improvements. • One (1) electronic (.PDF) copy and 5 hard copies of the PDR will be delivered. PDR shall be letter sized and comb -bound with a clear plastic cover. Drawings will be 1/2 size fold outs bound in the report. • ENGINEER shall prepare the meeting minutes of the PDR Review meeting and revise the report, if needed. • ENGINEER shall not proceed with Design activities without obtaining written approval by the CITY of the PDR. Deliverables: • Preliminary Design Report (PDR) • OPCC Task 3 - TCEQ Coordination ENGINEER will coordinate with the Texas Commission on Environmental Quality (TCEQ) related to obtaining approvals for the Amendment #4, Work Item #2 WSWTP expansion to 24 MGD and below described exceptions to their Rules and Regulations. 3.1. PDR Submittal ENGINEER will submit the PDR to TCEQ with letter documenting the expansion plans for the WSWTP for their preliminary review. The design drawings and specifications to be prepared as part of Task 4 will be submitted later for construction approval along with an updated copy of the PDR. 3.2. CT Study • ENGINEER will prepare an updated CT study for the WSWTP incorporating all items related to the plant expansion to 24 MGD. This study will be submitted to TCEQ for review and approval. ENGINEER will coordinate directly with TCEQ Westside WTP Plate Settler Expansion Project (102052) % Scope of Work — Am ndment No. 4 11/08/2023 during the preparation of the study and answer any questions they might have. 3.3 Membrane System Expansion Approval • If the added membrane skid differs from the last added Membrane Skid No. 5, ENGINEER will coordinate with the membrane filter manufacturer (Pall Corporation) to obtain operating parameters of the modified system and identify alterations from previously submitted information to TCEQ. The parameters and operations to be confirmed include number of membrane units and modules installed; square footage of modules; pre-treatment train processes; membrane backwash cycle procedure; membrane enhanced filtrate maintenance wash procedure; minimum membrane chemical CIP frequency and duration; and filtrate flux rate. • If the added membrane skid differs from the last added Membrane Skid No. 5, ENGINEER will also confirm membrane rack and module characteristics and properties related to direct integrity testing (DIT) calculations. This information will be submitted to TCEQ for approval. 3.4. Re -rating of Existing Settling Plates 0 Under this additional task, ENGINEER will coordinate with TCEQ to obtain approval to increase the currently allowed plate loading rate of 0.35 gpm/sf to a higher rate of 0.4 gpm/ sf. As part of this work, ENGINEER will complete the following items: o Prepare a full-scale pilot testing protocol for testing the plates of one existing settling basin for TCEQ's review and approval. o Upon protocol approval by TCEQ, ENGINEER will coordinate with the CITY completion of the testing. It is assumed that plant personnel will perform the testing and collect the necessary data. o ENGINEER will compile the data collected by plant personnel and will prepare a report summarizing the testing results for CITY's review. ENGINEER will capture the CITY's comments and issue a revised report for submittal to TCEQ for review and approval. 3.5. WSWTP 24-MGD Expansion Approval ENGINEER will assemble and submit to TCEQ a 100% level set of drawings and specifications along with the updated PDR for their review and approval for construction. ENGINEER will coordinate directly with TCEQ upon receiving their comments to respond and negotiate approval. Assumptions: • CITY will perform full-scale settling plate testing per the protocol approved by TCEQ, including necessary equipment and instrument calibration and data Westside WTP Plate Settler Expansion Project (102052) 8 Scope of Work — Am ndment No. 4 11/08/2023 collection. • It is anticipated that TCEQ will take at least 60 calendar days to review the above - described submittals. ENGINEER will contact and coordinate with TCEQ prior to initiating the Existing Settling Plate Re -Rating task to determine the feasibility of re -rating the settling plates to a rate of 0.4 gpm/sf. If success of re -rating the plate settler system does not seem probable ENGINEER will provide services to add two (2) parallel plate modules to each sedimentation basin, as indicated on Table 1, to the work described in Tasks 1, 2, 3.5, 4, 5, and 6 of this Amendment #4. It is assumed that the additional plate settler modules will be pre -procured by the CITY directly from MRI - Meurer Research to match the existing system and will be assigned to the construction contractor for installation. In the event that TCEQ were not amenable to approving the requested settling plate re -rate to a loading rate of 0.4 gpm/sf after completing the necessary full-scale pilot testing, additional plate modules will need to be added to make up for the difference between the TCEQ-approved re -rated capacity and the required expanded settling capacity (approximately 26 MGD). Services for these efforts are not included in this Scope of Services and if they became necessary, they would need to be completed as Additional Services to be negotiated separately. Deliverables • Transmittal Letter to TCEQ with PDR and response to TCEQ Comments • Updated CT Study for 24 MGD • Membrane Calculations for TCEQ, if applicable • ENGINEER's sealed and signed 100% set of drawings and specifications and updated PDR for TCEQ construction approval. Task 4 - Final Design and Final Construction Documents Upon approval of the PDR, ENGINEER will develop the WSWTP 24-MGD Expansion (Amendment #4, Work Item #2) design documents (plans and specifications) for submittal to TCEQ for approval and for bidding of the work to general construction contractors. ENGINEER will prepare construction documents as follows: Draft final (90% level) plans and specifications will be submitted to CITY per the approved Project Schedule. Plans are anticipated to include the drawings indicated in the attached Drawing List. The ENGINEER will submit a final design estimate of probable construction cost with the 90% design package. This estimate will be Class 5. • Following a 90% construction document review meeting with the CITY, the ENGINEER will capture comments and prepare and submit 100% level construction documents to the CITY per the approved Project Schedule for final approval. Westside WTP Plate Settler Expansion Project (102052) 9 Scope of Work — Am ndment No. 4 11/08/2023 • The 100% set of construction documents will be submitted to TCEQ for review and approval. ENGINEER will submit a final set of bid documents for bidding the work. This set will be stamped, dated, and signed by the ENGINEER registered in State of Texas. Assumptions: • CITY will procure additional membrane equipment for installation by construction contractor at the WSWTP to expand capacity from 20 MGD to 24 MGD. ENGINEER will provide the CITY with a specification for the additional membrane skid for the CITY to use in their procurement. • Drawings will be developed through use of the existing WSWTP CADD drawings. These drawings are of 2 dimension -type (21)). It is assumed that development of new BIM 3D models and drawings will not be necessary. • 1 electronic set (.PDF file) and 5 sets of 1/2 size drawings and 5 specifications will be delivered for the 90% Design package. • 1 electronic set (.PDF file) will be delivered for the 100% Design package to be submitted to TCEQ. • 1 electronic set (.PDF file) and 5 sets of 1/2 size drawings and 5 specifications will be delivered for the final Bid Documents package. ENGINEER will follow the CITY's requirements for electronic file submittal at 90% and 100% design levels and for the Bid Documents. Deliverables • 90% construction plans and specifications. • 100% construction plans and specifications. • Bid Documents • Detailed opinion of probable construction cost (OPCC) • Original cover mylar for the signatures of authorized CITY officials. Task 5 - Bid Phase Services ENGINEER will support the bid phase of the work added by Amendment No. 4, Work Item #2. The services described in Task 5 of the Agreement will be similarly provided for the work of Amendment No. 4, Work Item #2. Task 6 - Construction Phase Services ENGINEER will support the construction phase of the work added by Amendment #4, Work Item #2 as follows. Westside WTP Plate Settler Expansion Project (102052) 10 Scope of Work — Amendment No. 4 11/08/2023 6.1 Construction Support • The ENGINEER will attend the preconstruction conference and up to eighteen (18) monthly construction meetings. • The ENGINEER will visit the project site following each monthly construction meeting to observe general progress at a high level. ENGINEER's visit will not include detailed inspections or verifications of the work. • The ENGINEER will review submittals and shop drawings sent by the construction contractor as required by the Specifications. • As requested by the CITY, the ENGINEER shall provide necessary interpretations and clarifications of contract documents, review change orders, and issue field orders and make recommendations as to the acceptability of the work. • The ENGINEER shall attend the "Final" project walk through and assist with preparation of final punch list. 6.2 Record Drawings • The ENGINEER will prepare Record Drawings from information provided by the CITY depicting any changes made to the Final Drawings (Conformed -to -Bid Documents) during construction for the WSWTP 24-MGD Expansion. The following information shall be provided by the CITY: o As -Built Survey o Red -Line Markups from Contractor o Red -Line Markups from City Inspector o Copies of Approved Change Orders o Approved Substitutions • The ENGINEER will modify the Final Drawings (Conformed -to -Bid Documents) electronically and shall place a stamp on the plans indicating that they represent Record Drawings of the project as constructed. The stamp shall be signed and dated by the ENGINEER and shall be placed on each plan sheet, whether there are any revisions on the sheet or not. Each sheet shall clearly indicate all changes which apply to that sheet by clouding and numbering, or other suitable means. • The following disclaimer shall be included with the Record Drawing stamp: o "These Record Drawings were prepared using information provided by others and represent the "as constructed" conditions to the extent that documented changes were provided for recording. The ENGINEER assumes no liability for undocumented changes and certifies only that the documented changes are accurately depicted on these drawings." • Record Drawings shall be submitted in the format required by the CITY. Effect a portion of Water's contribution to the Fiscal Years 2024-2028 Capital Improvement Program. 76141iF.mLe]kF On June 25, 2019, Mayor and Council Communication (M&C C-29181) authorized an engineering agreement with CDM Smith, Inc., (City Secretary Contract No. 52517), in the amount of $192,600.00 for the Westside Water Treatment Plant (WSWTP) Plate Settler Expansion project. The agreement was subsequently revised by Amendment No. 1 in the amount of $97,448.00, administratively authorized May 29, 2020, that provided additional design for the replacement of the raw waterflow meter, the addition of filter No. 5, the addition of membrane feed pump No. 5 and relocating the finished water sample point, Amendment No. 2 in the amount of $141,740.00, authorized August 3, 2021 (M&C 21-0540) that primarily provided construction support services for construction of Part 1 of the project consisting of shop drawings and submittals reviews, change order review, record drawings and update plant operational manual and Amendment No. 3 in the amount of $99,500.00 administratively authorized November 2, 2022 that provided for additional construction services on the project. Amendment No. 4 provides for the following: Preparation of a formal request to the Texas Commission on Environmental Quality (TCEQ) for an increase in the approved WSWTP rated design capacity from 18 MGD to 20 MGD and design and construction phase services for expanding the WSWTP capacity from the re -rated capacity of 20 MGD to 24 MGD. The proposed expansion will require modifications to the existing operations and processes of the treatment plant. In addition to the contract cost, $140,000.00 is required for project management and material testing. This project will have no impact on the Water Department operating budget when complete. It is the practice of the Water Department to appropriate its CIP plan throughout the Fiscal Year, instead of within the annual budget ordinance, as projects commence, additional funding needs are identified, and to comply with bond covenants.
