CONSENT HEARING.:
SUBJECT I: Authorize Change Order No,. 61 in the Amount of$1119,7910.,00 with Renda Environmental,
Inc.,, for the Long-Term Solids Dewatering, Processing and Disposal
RECOMMENDATION:
It is recommended that the city Council authorize the City Manager to execute Change Order No. 6
to, City Secretary Contract No. 30908 with Renda Environrnen�tal, Inc., to include constructing
additional concrete storage padl retaining walls and concrete dividers at the Biosolids, De staring
Facility and clean-out of grit and inorganic, material from the Equalization Basin located at the Village
Creek Wastewater Treatment Plant thereby increasing the contract by$1191790.00.

DISCUSSIONS
On April 5, 19941, (MI&C C-1 42558) the City Council aut,hoirized execution of a, Long-Term Solids
Dewatering Processing and Disposal, contract(City Secretary Contract (CSC) No. 2o2 3) with Oscar
Renda Contracting, Inc./Agronomic Management Group, Inc., now known as Renda Environmental,
Inc., at Village Creek Wastewater Treatment Plant, On January 25, 2000, (MI&C C-1 7834) the City
Council authorized the first five year renewal, of the contract (CSC No. 25763)with two additional five
year renewal options. On June 29, 2004, (M&C C-20131) the City Council authorized the second five
year renewal of the contract (CSC No. 30908)with one additional five year option. Throughout the
duration of the c,on�t'ract, the contractor,has operated without interruption and in full regulatory
compliance.
Modifications to the Dewate�ring Facility, to increase and improve the biosolids, concrete storage pad
area is required to facilitate Texas Commission on Environmental Quality biosolids regulation
initerpre,taltilon,, that all biosolids be held 24 hours before land application to meet vector attraction
reduction Alternative 6 (lime addition to blosolids). Clean out of the Equalization Basin will facilitate
the improvement of the solids treatment process,.
It is recommended that the modifications to the Biosolids Dewatering Facility concrete storage pad
area and basin clean out be performed by Renda Environmental, Inc.
Benda Environmental, Inc., is in compliance with the City'is M/WBE Ordinance by committing to an
additional seven percent M/WBE, plarticiplati�o,n on this Change Order No. 6. for a total committmeint of
26 percent.
This project is located in COUNCIL DISTRICT 5.
