Review Appraisals of Parcels included in Meacham Intern Tonal Airport Noise
Mitigation Program—Phase N-A& W-
Description of Scope Revision and Justification:
City Secretary Contract No. 28454 specified that Cornerstone Appraisal Co. would
complete written review appraisals on 87 parcels at $300.00 per parcel in Phase IV of the
Meacham International Noise Mitigation Program. These reviews are in compliance with
FAA requirements associated with the acquisition of parcels. All of these reviews have
been completed and paid for in accordance with M&C, C-19484. Because of delays in
clearing title on some of the parcels and pursuing condemnation on other parcels, up-
dated appraisals were required. These up-dated appraisals must also be reviewed. This
additional cost was not covered in the original contract with the review appraiser. It is
estimated the total cost of these additional reviews will not exceed $10,000.00. It is
recommended this additional cost of $10,000.00 be transferred from the General
Contingency fund of$174,963.00.
Description of Impacts to Project Schedule:
A delay in having the properties re-appraised and reviewed could result in a portion of
the grant funds being recalled by the FAA if the project is not completed in a timely
manner.
Description of Impacts to Project Budget(Project Management, Design, Construction):
As stated above, the General Contingency fund of the budget has an amount of
$174,963.00, which can be utilized for unexpected expenses. Transferring funds from
this line item will not have a significant impa on the overall project budget.

Authorization to Execute an Amendment to City Secretary Contract No. 28454 with Cornerstone
Appraisal Company to Increase Payment Amount by $10,000.00 for Review Appraiser Assignment
for the Noise Mitigation Program at Fort Worth Meacham International Airport (DOE 3932 & 4301)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an amendment to City
Secretary Contract No. 28454 with Cornerstone Appraisal Company for the review appraisal assignment in
connection with the Noise Mitigation Program at Fort Worth Meacham International Airport to increase the
original contract amount by $10,000.00 for a total not to exceed $37,000.00.
DISCUSSION:
On September 10, 2002, (M&C G-13729) the City Council accepted a grant from the Federal Aviation
Administration (FAA) in the amount of $4,000,000. The City's matching portion is $444,444.00. The grant is
for Phase IV (Meacham West Area) and involves the continuation of the acquisition of 117 parcels of land
located within the 65 decibel LDN (day-night sound level) noise contour.
In compliance with FAA regulations, prior to initiation of negotiations with landowners, an appraisal firm is
required to appraise the parcels to establish just compensation for the fee simple acquisition of the
properties. These appraisals were completed in accordance with the award of the contract on December
17, 2002, (M&C C-19393) to DFW Advisors, Ltd. Company.
Also, in compliance with FAA regulations, a review appraisal firm is required to review the appraisal reports,
concur with the appraised market value and just compensation amount and provide written reports based
on their review.
On February 25, 2003, (M&C C-19484) Cornerstone Appraisal Company (a M/WBE firm) was selected to
continue with the review appraisals in Phase IV. A contract was negotiated with Cornerstone Appraisal
Company for an amount not to exceed $27,000.00, which is City Secretary Contract No. 28454.
City Secretary Contract No. 28454 specified that Cornerstone Appraisal Company would complete written
review appraisals on 87 parcels at $300.00 per parcel in Phase IV of the Meacham International Airport
