HomeMy WebLinkAboutContract 45118-A1 AMENDMENT No. l CITY SECRETARY CONTRACT No. y TO CITY SECRETARY CONTRACT No. 45118 WHEREAS, the City of Fort Worth (CITY) and GHD, Inc . (formerly Ourston Roundabout Engineering) , (ENGINEER) made and entered into City Secretary Contract No. 45118, (the CONTRACT) which was authorized by M&C C-26524 on the 22nd day of October, 2014 in the amount of $ 200, 000 . 00; and WHEREAS, the CONTRACT involves engineering design and review services for the following project: ON-CALL ROUNDABOUT DESIGN SERVICES; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services for on-call design and review of roundabouts as agreed upon in task orders to be defined at a later date within the remainder of the 24-month time period specified in the initial contract in the amount of $300, 000 . 00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $500, 000 . 00 . 3 . All other provisions of the Contract, which are not expressly amended herein, shall remain in full force and effect. EXECUTED and EFFECTIVE as of the date last written by a signatory, below. DISCUSSION: The Department of Transportation and Public Works (TPW), Infrastructure Design and Construction Division is responsible for coordinating and managing the design and construction of arterial roadways, neighborhood streets, and intersection improvements. As part of the intersection improvements program, the construction of modern roundabouts (and other alternative intersection technologies) are being considered at intersections planned for improvements. A review of the viability of a roundabout in comparison with other intersection technologies requires a level of experience that few engineering consultants in Texas possess. Based on their qualifications, extensive knowledge of roundabouts, past design experience and competence, GHD Inc., was retained for a two-year period beginning October of last year. The proposed engineering services will be utilized over that period to provide conceptual design services, feasibility analyses and quality assurance/quality control assistance as needed. GHD Inc., has completed conceptual design, review and feasibility studies for multiple roundabouts over the last five months as outlined in the table below. GHD Inc., is currently providing preliminary design for two roundabouts along Harmon Road, at its intersection with State Highway 287, Amendment No. 1 will increase the contract limit from the initial $200,000.00 to a total of $500,000.00 enabling GHD Inc., to complete the previously defined projects and help in the delivery of the 2014 Bond Program on a project-by-project basis. Some expenses under this Agreement will be associated with the 2014 Bond Program. Available resources within the General Fund will be used to provide interim financing for these expenses until debt is issued. Once debt associated with this project is sold, bond proceeds will reimburse the General Fund in accordance with the statement expressing official intent to reimburse that was adopted as part of the ordinance canvassing the bond election -Ordinance No. 21241-05-2014. FISCAL INFORMATION/CERTIFICATION: The Financial Management Services Director certifies that funds are available in the General Fund to pay expenses which will be incurred on this contract until reimbursement can occur from the issuance of public securities.
