HomeMy WebLinkAboutContract 33030 AMENDMENT NO. 2 STATE OF TEXAS $ CITY SECRETARY CONTRACT NO. 3 3(93 D (M&C Needed) COUNTY OF TARRANT $ WHEREAS, the City of Fort Worth (City) and CH2M Hill, Inc. , (Engineer) made and entered into City Secretary Contract No. 28977, (the Contract) which was authorized by the City Council by M&C C-19675 on the 29th day of July 2003 and subsequently revised by one previous amendment and; WHEREAS, the Contract involves engineering services for the following project: Engineering contract for the design of Southside II Water Transmission Main from Rolling Hills Treatment Plant to the Crowley Road/Risinger Road Intersection. WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. Article I, of the Contract is amended to include the additional engineering services specified in M&C C-21177, adopted by the City Council on 6th day of December 2005, and further amplified in a proposal letter dated October 18, 2005, copies of which are both attached hereto and incorporated herein. The cost to City for the additional services to be performed by Engineer total $259,600. 2. Article II, of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $882,249.00. .�r, JRIGINA L 3. DISCUSSION: On July 29, 2003 (via M&C C-28977), the City Council authorized the City Manager to execute an agreement with CH2M Hill, Inc., in the amount of $613,449.00 for the design of Southside II Water Transmission Main from Rolling Hills Treatment Plant to the Crowley Road/Risinger Road intersection. The agreement was subsequently revised by one previous amendment in the amount of$8,700.00 that allowed for the preparation of a surge modeling analysis for protection of the water main. The project includes design for the installation of a 48-inch water main on Risinger Road from Crowley Road to Oak Grove Road and a 54-inch water main on Oak Grove Road from Everman Road to the Rolling Hills Water Treatment Plant. Amendment No. 2 will address the following: . The realignment of the 48 and 54-inch water mains in order to accommodate the alignment proposed for the future Risinger Road and avoid conflicts with previously unknown and recently installed private utilities located within the project area. In conjunction with the water main realignment, several existing water mains that cross the new alignment will be connected to the proposed mains; and . The removal and relocation of an existing 16-inch water main currently located on Risinger Road in order to eliminate conflict with the proposed water main and accommodate the future alignment of Risinger Road; and . The installation of a 12-inch water main on the west side of Crowley Road from Risinger Road to Quarter Horse Drive, in order to create a looped system as requested by the Water Department; and . Staff considers this amount to be fair and reasonable. In addition to the amendment amount, $50,250.00 is required for project management and real property services by the Engineering Department. Camp Dresser & McKee, Inc., is in compliance with the City's M/WBE Ordinance by committing to 34% M/WBE participation. The City's goal on this amendment is 15%. City of Fort Worth Engineering Department 900 Monroe,2nd Floor Fort Worth,Texas 76102-6311 Subject: Southside II Water Transmission Main from Rolling Hills WTP to the Intersection of Risinger and Crowley Roads Proposal for Additional Services Amendment No. 2 Dear Mr. Domenech: The purpose of this letter is to request authorization to perform additional services for the Southside II Water Transmission Main Project as described herein in the amount of$259,600 and detailed in the attached two exhibits. Task I-Additional Easement Preparation and Survey Services During the original contract scoping,CH2M HILL was directed to design the Transmission Main in the existing road right of ways. The original contract provided fees for up to 12 temporary and permanent easements on the project. During Preliminary Design, the City directed CH2M HILL to align the transmission main outside of the existing street right of ways,which resulted in additional permanent and temporary easements. To date, CH2M HILL has prepared nineteen(19) easements between Old Burleson Road and the Rolling Hills WTP. We request reimbursement for preparation of the additional 7 easements (already completed)by our subconsultant, Leonard Technical Services (LTS) which were not included in the original Contract. In addition,out of scope survey services were provided in working with,coordinating, and surveying DeHole locations on the project. The estimated fees for Task 1 are: Design $0 Survey $10,648 Total $10,648 Task 2-Preparation of Memos and Documents. This task is for reviewing alignments,preparing alignment alternatives layouts,cross- sections, and memos that were used to coordinate with the City in determining alternate alignment options for the Southside II WTM. This includes CAD work, design eff CITY 6ECRMAQY FT, TEN. Amendment No. 2 OCTOBER 18, 2005 Page 2 preparation of multiple memos. This effort resulted from the conflict with the developer- installed water line on the south side of Risinger Road, and from the conflict with the newly installed overhead electric transmission along Oak Grove. The estimated fees for Task 2 are: Design $19,428 Survey $0 Total $19,428 Task 3-Meetings. This task includes fees for additional meetings and preparation of meeting minutes necessary to coordinate the design changes with the City. The memos and documents prepared in Task 2 were presented and discussed in these meetings to finalize alternative route options. The estimated fees for Task 3 are: Design $8,226 Survey $0 Total $8,226 Task 4- Risinger Road- Realignment of the 48" Pipe from Crowley Road to Oak Grove This task includes fees necessary for the redesign of the pipeline based on recent revisions in alignment. The alignment was revised to accommodate existing utilities, recently installed utilities,and the future Risinger Rd alignment. The revised alignment places the 48" pipe approximately 5 feet south of the proposed future Risinger Rd centerline,between Crowley and IH35.Going east of IH35,the pipe will be installed approximately 5 feet north of the proposed centerline of the Risinger extension(beyond Old Burleson) to Oak Grove Road. Design of the originally proposed alignment was completed to approximately 90% design- level,and easements for the alignment were prepared and submitted for use by the City in acquiring the property. The re-alignment will result in additional survey and utility research,horizontal and vertical alignment changes,air valve and isolation valve relocations,thrust restraint design changes,revisions to the SWPPP and traffic control plans, and additional survey and easement preparation.This task include survey of up to 8 Deholes, a monumentation survey from Crowley Rd. to Oak Grove Rd.,full topographic survey and basefile creation between Old Burleson and Oak Grove (max 5,000 l.f.), determination of utility locations (from records and surface features only), and preparation of up to 6 easement documents. This task also includes preparing 6 new paving plan drawings showing centerline and edge of pavement locations and elevations,along with a typical pavement section,for pavement replacement along Risinger Road between Crowley Road and IH35. All changes resulting from the re-alignment and surge analysis will be incorporated into the project Specifications. The estimated fees for Task 4 are: Design $59,789 Survey $18,730 Total $78,519 Task 5 -New Water Distribution Pipe,Risinger Road This task includes effort required for the design and specifications for removal of the existing 16" water line in Risinger, and replacement with a new distribution water pipe (anticipated diameter is between 8" and 16") offset approximately 30 feet north of the proposed 48" diameter transmission main. The 16" water line is being removed and relocated to accommodate the future Risinger Rd alignment and the 48" water line alignment. The distribution line will begin near the start of the 48" transmission main, extend east along Risinger to IH35,and turn north for approximately 1,150 feet along the IH35 frontage road (southbound) to a connection point to be designated by the City. This task will require full topographic survey and basefile creation along the stretch of IH35 (max 1,5001.f.), determination of utility locations (from records and surface features only), survey of up to 2 Deholes, and preparation of up to 3 new easement documents. This task will also include necessary SWPPP and traffic control design in the IH35 area. The estimated fees for Task 5 are: Design $33,714 Survey $5,133 Total $38,847 Task 6-New Water Distribution Pipe, Crowley Road This task includes the design and specifications required for installation of a 12" diameter distribution line along the west side of Crowley Road to create a looped distribution system. This new design will require full topographic survey and basefile creation along this stretch of Crowley Road (max 2,000 Lf.), determination of utility locations (from records and surface features only), survey of up to 2 Deholes,and preparation of up to 3 new easement documents. This task will also include necessary SWPPP and traffic control design. Estimated fees for Task 6 are: Design $13,314 Survey $7,413 Total $20,727 H"Kn FTW\Request For Additional Services AuthorizationR� Amendment No. 2 OCTOBER 18, 2005 Page 4 Task 7- Oak Grove-Realignment of the 54" Pipe, Everman to Rolling Hills WTP This task includes the redesign of the pipeline based on recent revisions in alignment. The revised alignment places the 54" pipe on the west side of Oak Grove Road from just south of Everman to Altamesa Blvd. At Altamesa, the main will be installed in the northbound lanes of Oak Grove/Campus Drive until approximately reaching the existing 48" water line. At that point, the 54" water line will revert back to the alignment proposed in the 75% design drawings. The alignment was revised to avoid conflicts with recently installed utilities and to avoid easements.These changes result in a realignment of approximately 12,600 feet of 54" pipe. Design of the originally proposed alignment was completed to approximately 90% design-level, and easements for the alignment were prepared and submitted for use by the City in acquiring the property. Re-alignment will result in additional survey and utility research,horizontal and vertical alignment changes,air valve and isolation valve relocations,and thrust restraint design changes.This task includes survey of up to 10 Deholes, re-establishing survey control from Everman to Altamesa, survey of property pins and additional surface features/utility features that may have been installed since the previous survey, verification of utility locations on the west side of Oak Grove between these same extents (from records and surface features only), and preparation of up to 2 easement documents. This task also includes revision of the previously designed SWPPP, and preparation of traffic control plans as required based upon the revised alignment. The estimated fees for Task 7 are: Design $45,926 Survey $3,220 Total $49,146 Task 8-Divide into 4 Project Units This task covers separating the project into 4 Units,as opposed to the current 2 Units. Implications resulting from the division into 4 Units include: - Additional "front-end" drawing sheets for 2 new units (cover sheet, site plan, location plan,control point plan,easement plan, alignment data sheet) - Modification of the existing front-end drawings on the original 2 units - Division of existing drawing sheets (plan/profile,SWPPP,traffic control,etc.) into additional units. - Modification of Specifications and creation of additional Proposal Forms - Additional bidding services and additional services during construction The estimated fees for Task 8 are: Design $27,415 Survey $0 Total $27,415 l a FTW\Request For Additional Services Authorization Amendment No. 2 OCTOBER 18,2005 Page 5 Task 9- Drainage Study This task covers engineering analysis of larger-scale drainageways that the pipelines may cross. The goal is to determine approximate horizontal location and depth of drainage structures (culverts) that may installed in the future during roadway construction/expansions,with the desire to bury the transmission main sufficiently deep that no relocation is necessary with future road construction. This task covers hydrologic and hydraulic evaluation of the following seven (7) major drainage courses only: Sta 5+00, Sta 7+25,Sta 115+00 (new segment of Risinger),Sta 193+00,Sta 273+25,Sta 279+60,Sta 317+40;This does not include the following existing smaller-scale and/or lined drainage courses:Sta 180+00,Sta 239+50,Sta 251+50. Stationing of these locations is according to that reflected in the 75% plan set submitted in August 2004.Hydrologic evaluations will consist of conceptual level watershed acreage delineation using City-provided NCTCOG aerial and topographic maps using the Rational Method for one storm event. General assumptions for runoff coefficient,time of concentration,and storm intensity will be used (i.e.C=0.65 and Tc =20nin-25min). Hydraulic evaluations will consists of sizing a culvert to pass the 100-yr storm below the crown of road based on an assumed maximum velocity through the culvert. No ground survey will be performed in relation to this task. The estimated fees for Task 9 are: Design $6,644 Survey $0 Total $6,644 General The project currently is stationed from Crowley Road to the WTP. In preparation of this fee estimate, the project will be separated into 4 Units,but it has been assumed that there will be no re-stationing of the project in the opposite direction. Stationing will occur in the same direction as reflected in the 75% drawings,but will be updated based upon the revised project alignment. Schedule We will begin the remainder of the work immediately upon receiving your written authorization to proceed and will complete the associated work within 8 weeks of such date.
