AMENDMENT No. 1 TO CITY SECRETARY CONTRACT No. 42008 WHEREAS, the City of Fort Worth (CITY) and Jacobs Engineering Group Inc. (ENGINEER) made and entered into City Secretary Contract No. 42008, (the CONTRACT) which was authorized by M&C C-24963 on the 20 day of July, 2011 in the amount of $ 212, 357 . 00; and WHEREAS, the CONTRACT involves engineering services for the following project: Summerfields Creek Master Plan Study No. SWS-024; and WHEREAS, it has become necessary to execute Amendment No. 1 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated December 10, 2014, a copy of which is attached hereto as shown as Attachment "A" and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $36,608 as shown on Attachment "B". (See Attached Funding Breakdown Sheet, Page -3-) 2. Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under M the Contract, as amended, so that the total fee paid by the City for all M work and services shall be an amount of $248,965. _m C M 3. (WORTH,TX Attachment "A" Amendment No. 1 December 10, 2014 City of Fort Worth Storm Water Utility Summerfields Creek Master Plan Study No. SWS-024 Scope of Work SECTION I - PROJECT DEFINITION The objective of the original scope was to perform an open channel study on the Summerfields Creek(BFC-1) Master Plan. Services included creating a detailed hydrologic model of the watershed, performing detailed hydraulic modeling and floodplain mapping of stream BFC-1 and one of the tributaries, stability and erosion assessment of the stream, an improvements master plan for flood prevention, a roadway overtopping hazard assessment, and developing preliminary scope of work for recommended minor projects along the stream. In the process of performing the work, the City of Fort Worth revised their design standards/ methodologies, and added several additional scope items which are addressed in this amendment. The purpose of this amendment is to incorporate the revised standards/methodologies and the additional scope items. This will allow for the study to be consistent with all other City watershed studies. SECTION 11 — BASIC SCOPE OF SERVICES Background The original contract stated that TR-55 equations and curves for estimating the time of concentration for overland flow, shallow concentrated flow, and channel flow shall be used for this study. After work began and nearly completed the City of Fort Worth Stormwater department revised their standards for estimating shallow concentrated flow within curb and gutters. The City has requested that Manning's equation for channel flow be used where time of concentration flow paths flow along curb and gutter instead of the TR-55 equations. The City also requested additional scope items requiring flow change locations be revised from what was requested in the original scope of work. Proposed Work Initially, the TR-55 equations and curves for estimating the time of concentration were applicable to curb and gutter flow and shallow paved concentrated flow. After the 75% review of work, it was suggested that instead of TR-55 equations, Manning's equation for open channel flow shall be used to calculated the time of concentration within curb and gutter sections. Revising the time of concentration estimates and flow change locations will result in changes to discharge, water surface elevations, and floodplain mapping. After re-calculating the time of concentrations, the HEC-HMS model of the watershed will need to be revised as well. Peak flow estimates for the 2-, 5-, 10-, 25-, 50-, 100-, and 500-year return events will be calculated in HEC-HMS. Report and exhibit tables will be revised to reflect the hydrologic changes. Once the revised peak flow estimates are verified, the flow data table within HEC-RAS will be revised as well. Revised WSELs, water surface extents, and floodway extents will be re- calculated in HEC-RAS. Floodplain and floodway maps and report tables will need to be revised to reflect the changes in WSELs and extents as well. Also after the 75% review, it was requested that the hydrologic junctions be moved. In the original contract under Task 4 Part b. Flow Data, it states that outflow from a subbasin should be proportionally inserted at 1/3 or 2/3 of the channel segments. The City would now prefer to have the hydrologic junctions in HEC-HMS match the flow change locations in HEC-RAS instead of proportioning the junction outflow throughout the basin. Additional time will need to be spent on QA/QC throughout the revision process. Deliverables The following deliverables were required for this task: 1. Revised Report text, tables, and exhibits 2. Revised Floodplain Maps Assumption The following assumptions will be applied for the final submittal: 1. RSG guidelines should be used as a reference as needed, but formatting should at least follow the original contract guidelines. 2. Electronic submittal can occur at each step of the revisions for City review and approval. 3. A meeting will occur prior to starting the Flood Mitigation Alternative Analysis. Once this portion of the study is complete, Jacobs will submit a Final report in hard copy form. 4. There will not be a public meeting as stated in the original contract.
