Services include the operation and maintenance of PM2.5 Samplers. 1. Article 1 (Scope of Work) of the original Agreement is amended to include the following language. This Amendment will be effective on the date of the last signature. Authorize the City Manager to execute an interlocal agreement with the Texas Commission on Environmental Quality (TCEQ) for the operation of local air pollution monitors at five sites. The agreement amount is $ 86,000.00 for FY 2004-2005; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $ 86,000.00 in FY 2004-2005, subject to receipt of an executed interlocal agreement. DISCUSSION: In 1998 the United States Environmental Protection Agency revised its measurement standards for Particulate Matter (PM) emissions into the atmosphere. Since FY 1999-2000, the Texas Commission on Environmental Quality has contracted with the City for operation and maintenance of the monitoring equipment they provide for six PM monitoring stations. The City will be responsible for retrieving the sampling data, sending it for analysis and performing regular maintenance activities on the equipment under the terms of this contract. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. The original agreement provides for continued operation of local air pollution monitoring sites for the TCEQ for the year September 1, 2004 through August 31, 2005. The TCEQ will pay the City of Fort Worth $86,000 for these services. The amendment modifies language in the scope of work with no change the amount of compensation. A copy of M&C C-20204 dated August 10, 2004 approving this agreement is attached. Please return all copies to Environmental Management for appropriate distribution.
