(No M&C Needed) COUNTY OF TARRANT b WHEREAS, the City of Fort Worth (City) and Dannenbaum Engineering Corporation, (Engineer) made and entered into City Secretary Contract No. 24419, (the Contract) which was authorized by the City Council by M&C 17125 on the 17th day of November 1998; and subsequently revised by one previous amendment; and WHEREAS, the Contract involves engineering services for the following project: Engineering contract for the design of pavement reconstruction and water and sanitary sewer line replacement on Sanborn Avenue (Scott to East Lancaster) ; Camilla Street (Conner to South Beach) ; Koch Street (Conner to South Beach) ; Parkdale Street (Koch to North Dead End) and Sargent Avenue (East Lancaster to Meadowbrook) . WHEREAS, it has become necessary to execute Amendment No. 2 to said Contract to include an increased scope of work and revised maximum fee; NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1 . Article I of the Contract is amended to include the additional engineering services specified in a proposal letter dated April 27, 2000, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer total $4,385 . 65 (T&PW cost) . 2 . Article II of the Contract is amended to provide for an increase in the maximum fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall not exceed the sum of $140,544. 78 (TPW; $77 , 970 . 49, Water; $31,297 .88, Sewer; $31,276.46) G'MPy V l'a u)YCI�+'�4�lS/No 3. Department of Engineering City of Fort Worth 1000 Throckmorton Street Fort Worth, Texas 76102-63 11 RE: 1998 Capital Improvement Street Projects, Sargent Avenue Drainage D.O.E.No. 2182 Dear Ms. Johnson, This letter is to provide information regarding the change in scope on the Transportation and Public Works Department work on the above referenced project. The City's preferred design alternative for the off-site 24-inch storm drain, which drains into the Sargent Avenue right-of-way at Station 6+42.86, is to replace a portion of the existing 24-inch storm drain, to lower it below the existing ground and construct a drop structure inside the right-of-way to transfer the water to the proposed storm drain system within Sargent. Also requested by TPW was a revision of the storm drain system to include off-site storm drain at the north end of Sargent Avenue. Our Opinion of Construction Cost for the additional storm drain is attached. The opinion of construction cost is $57,995.00 with additional surveying and engineering costs of$4,385.65. The storm drain is proposed to be constructed within the Meadowbrook right-of-way and daylight into the drainage ditch in Stratford Park-, consequently, no easements will be necessary. The off- site storm drain is required to remove water from the sump on Sargent Avenue. A flooding condition currently exists at the sump on Sargent and copies of correspondence concerning the flooding condition are attached for your convenience. Our records indicate that the existing problems of drainage in the area are a known problem as reported by several residents above you on Sargent Street. The storm drain pipe which collects drainage from Yeats Addition, Block A, discharges runoff for a five year storm frequency into Sargent Street. The street is capable of conveying this flow to the storm drain under Sargent and Meadowbrook near your area. However, the storm drain under your property is probably unable to con- vey a drainage runoff in excess of a five year storm frequency, and there- fore, overflows the parkway of Sargent Street to enter private property and the low areas. Currently, funds are not available in any existing program which could be used to install an adequate storm drain system to serve your area. However, the project has been added to our current drainage needs list and :-ill be considered for inclusion into a future bond program based on its priority as compared to other known needs throughout the city. Basically, we have a case here where above residences are flooding due to drainage overload in their street (Sargent) which has gotten steadily worse through the years with increased upstream development. The most recent development was a shopping center directly across from 2524 with the usual large paved areas. Flow from above dumps off the shopping center via a 27" outlet (see photographs) and a swale which is formed in the parking lot to drain out the driveway. The solution would appear to be installation of a pipe system in Sargent from the parking lot discharge point on downstream for about 1500' to discharge into an open channel where an existing pipe currently discharges under Meadowbrook just west of Sargent. Estimates of con- struction cost are: 5 year system = $ 283,000 hrdl- �— 100 year system = $ 371,000 /00 y ✓ �``` �� ; AW Because of the frequency of flooding (more than once a year) , I feel this is one we should fund using existing surplus funds. Please understand that all recommended streets must compete with other streets in similar condition citywide for inclusion in the next Capital Improvement Program. Street Services crews will perform temporary repairs to make this street safe until it can be rebuilt. Subsequent to approval of the conceptual design plans for the project, the Transportation and Pub- lic Works Department (T&PW) requested that a portion of an off-site 24 inch storm drain line which drains into the Sargent Avenue ROW be removed, replaced at a lower grade and connected to the proposed storm drain system within Sargent Avenue ROW. T&PW also requested that an off-site storm drain system for Sargent Avenue be constructed within the Meadowbrook Drive ROW and daylighted into the drainage ditch in Stratford Park. Dannenbaum Engineering Corporation, has requested reimbursement in the amount of $4,385.65 (T&PW cost) for the additional services to be provided thereby increasing the contract fee from $136,159.13 (TPW; $73,584.79, Water, $31,297.88, Sewer; $31,276.46) to $140,544.78 (TPW; $77,970.44, Water; $31,297.88, Sewer, $31,276.46).
