This letter is your authority to continue with the work on the current biosolids processing and land application contract and the professional services repined to operate and maintain the gas turbine generation plant located at the Village Creek Wastewater Treatment Plant. The biosolids processing and land application work and the operation and maintenance of the gas turbines must be coordinated through Gary F. (REI) to include Turbine Rebuild in the Long- Term Solids Dewatering, Processing and Disposal at the Vil€age Creek Wastewater Treatment Plant (VCWWTP) thereby increasing the contract by$955,000.00. DISCUSSION: On April 19, 1994, (M&C C-142558) the City Council authorized the execution of a contract with REi for Long-Term Solids Dewatering, Processing-� and Disposal at the VCVAX P. on June 29, 2004, (M&C C- 20131) the City Council authorized the contract's second five-year renewal and Amendment No. 3 to include the operation and maintenance of the VCWWTP 5.2 MW gas turbine generators. The turbine powered generators provide approximately one-half of the plant's electricity and have been in service since 2001. Saler Turbines, the original equipment manufacturer, recommends an engine overhaul every 30,000 operating hours. The Water Department FY2007-08 operating budget includes funds for one engine overhaul. Additional funds will be budgeted for the second turbine overhaul in a subsequent year. It is recommended that the original turbine manufacturer perform this highly sophisticated major overhaul as a subcontractor to RE]. Amendment.No. 3 included routine maintenance of the Solar Turbines engines, the Kato generators and the waste heat recovery system up to $50,000 per year. The engine rebuild is beyond the scope of Amendment No. 3 in that it includes the complete disassembly, inspection, rework, reassembly and test to original thermodynamic and mechanical performance. It is recommended that the overhaul be performed by Solar Turbines because the VCWWTP turbines were designed and constructed to specifically operate with the low Btu methane fuel generated by the on-site anaerobic digesters and nearby landfill. Additionally, Soler Turbines has an engine exchange program that will allow the current turbine to be removed and a rebuilt replacement unit installed. The replacement unit will become permanent until another overhaul is needed. REI has an established relationship with Solar Turbines. RE] will facilitate and assist with the removal, rebuild and reinstallation of the turbine unit consistent with the division's needs. This project is located in COUNCIL DISTRICT 5. Section H :Removal, Rebuilding,Reinstallation and Testing of Turbine Units for the 5 MW Gas Turbine Powered generators at the Village Creek Wastewater Treatment Plant Coordination. The Contractor shall provide the City 2 week notice of the removal of the turbine unit for rebuild/overhaul. Removal. Contractor shall be responsibility for the disassembly of the gas turbine powered generator to allow removal of turbine unit for rebuilt (overhaul). Contractor shall remove turbine unit and load turbine unit on delivery vehicle using Contractor's personnel and equipment. The City will allow use of building overhead crane for this purpose. Contractor shall contract which OEM for assistance in the disassembly and removal process. Delivery to OEM. The Contractor shall be responsible for the delivery of the turbine unit from the Village Creek Wastewater Treatment Plant to the OEM over haul site. Overhaul/Rebuild. The turbine unit will be disassembled to component level for inspection. Components are repaired or replaced as necessary to meet original turbine unit equipment specifications and performance. Upgrade modifications will be incorporated to bring turbine unit to as close to new production standards as possible. Turbine unit will be tested to meet OEM standards. Exchange. In lieu of overhaul/rebuild, the turbine unit can be exchanged for an OEM used turbine unit of the similar acceptable model which has already under gone an overhaul/rebuilt. This will allow a minimum of equipment down time. The City turbine unit requiring rebuild/overhaul will become the property of the OEM and will be rebuilt at City Cost. The used turbine unit of the similar acceptable model from the OEM will become the property of the City. Appropriate paperwork transferring title of the turbine unit will be required. When exchange of turbine units is used, the time for disassembly of the gas turbine powered generator, removal of turbine unit to OEM overhaul site, exchange of turbine units, transportation of overhauled/rebuilt turbine unit to the Village Creek Wastewater Treatment, reinstallation and reassembly of the gas turbine powered generator and verification that turbine unit has been properly installed shall take no more than 14 calendar days. Delivery from OEM. The Contractor shall be responsible for the delivery of the turbine unit from the OEM overhaul/rebuilt site to the Village Creek Wastewater Treatment Plant. ,1 �- Reinstallation. Contractor shall unload the turbine unit from the delivery vehicle using Contractor's personnel and equipment and reinstall the turbine. Contractor shall be responsibility for the reassembly of the gas turbine powered generator to operational status. The City will allow use of building overhead crane for this purpose. Contractor shall contract which OEM for assistance in the reinstallation and reassembly process. Start-Up & Testing. The Contractor, with the assistance of the OEM, shall conduct all appropriate calibrations and testing to verify that the turbine unit has been properly installed and is ready for operations. The Contractor shall conduct field test a 30-day operational equipment test to determine if reinstalled turbine meet the requirements of the specifications of original turbine unit for efficiency and fuel use. A second concurrent 90-day test will also be held to determine if the rebuild turbine unit efficiency and fuel use remain the same as the original unit over a range of temperatures. At the completion of acceptable 30-day and 90-day test, the turbine unit will be accepted by the City. Warranty. Warranty period shall be one year starting at successful completion of 90-day test. Payment. The partial payment of the lump sum for this work shall be as follows: a. Removal and delivery to OEM Overhaul Site of turbine unit--Five Percent (5%) b. Return and Reinstallation of Turbine Unit—Eighty percent (80%) c. Completion of 30-Day Test-Ten percent(10%) _ d.
