HomeMy WebLinkAboutContract 26034 CITY SECRETARY CONTRACT NO. 00q AMENDMENT TO CITY SECRETARY CONTRACT NO. 25344 STATE OF TEXAS § COUNTY OF TARRANT § THIS AGREEMENT is made and entered into by and between the City of Fort Worth, a home-rule municipal corporation situated in Tarrant and Denton Counties, Texas, acting herein by and through Libby Watson, its duly authorized Assistant City Manager, hereinafter called "City", and Boys & Girls Clubs of Greater Fort Worth, acting herein by and through its duly authorized executive director, hereinafter called "Director." WITNESSETH: 1. Amendment of Contract This Agreement amends Exhibit "A" and Exhibit "B" of City Secretary Contract No. 25344, as filed in the office of the City Secretary of Fort Worth, Texas, executed as of October 26, 1999 by City and Director("Contract"), as follows: 1. Paragraphs numbered 2 and 7 of Exhibit "A" of the Contract are amended to reduce the number of Comin' Up sites from eight to seven and reduce the number of participants employed as Outreach Workers from eight to seven to read as follows: EXHIBIT "A": 2. To provide extended services in seven targeted areas that will attract and involve up to 100 gang-involved youth at each site. The target areas and sites are: Como: Como Community Center Diamond Hill: Diamond Hill Community Center Near Southeast: Hillside Community Center Near Southside: Fire Station Community Center Northside: Northside Boys & Girls Club Polytechnic: Sycamore Community Center Stop Six: Eastside Boys & Girls Club 7. To employ seven program participants, one from each site, to serve as part- time community outreach workers to promote dialogue with gang-involved youth 2. Paragraphs numbered 1 and 2 of Exhibit `B" of the Contract are amended to reduce the number of participants receiving extended services from external service providers from 800 to 700 to read to read as follows: My EXHIBIT `B": 1. Identify 700 gang members to participate in the program 2. Provide extended services for 700 participants utilizing external professional services to address the individual needs of participants I 2. Other Provisions Not Affected. All other provisions of the Contract and the Exhibits that are not amended herein shall continue in force and effect. DISCUSSION: The City's initial contract for the Comin' Up Youth Gang Intervention Program with the Boys and Girls Clubs of Greater Fort Worth was approved by the City Council on August 9, 1994 (M&C C-14424). The first years program operated at seven sites (five Parks and Community Services Department Community Centers and two Boys and Girls Clubs): • Como Community Center • Diamond Hill Community Center • Hillside Community Center • Fire Station Community Center • Sycamore Community Center • Northside Boys and Girls Clubs • Eastside Boys and Girls Clubs In 1995, an eighth site was added to serve the Rosemont Community. The program operated at the Greenbriar Community Center. On August 31, 1999 (M&C C-17627), the City Council approved the current contract with the Boys and Girls Clubs. The contract covers the period beginning October 1, 1999 ending September 30, 2001. On May 9, 2000, the Boys and Girls Clubs presented this reorganization proposal, for the Comin' Up program, to the Safety and Community Development Committee. The Safety and Community Development Committee voted to recommend approval of the reorganization and contract amendment to the full City Council. The contractor proposes to close the program site operating at the Greenbriar Community Center that serves gang members from the Rosemont community. The Boys and Girls Clubs has indicated that the present site does not lend itself to members attending on a regular basis because of its remote location from the Rosemont neighborhood. Members and their families from the Rosemont area will continue to be served through classes at the Crime Prevention Resource Center where Comin' Up Administrative Staff is housed. In addition, the program's Prevention Facilitator and the Intervention Mediator will continue to work with gang members from the Rosemont area on an outreach basis. This program is funded through the Law Enforcement Block Grant from the US Department of Justice. The FY1999-2000 budget totals $1,068,035. This program serves COUNCIL DISTRICTS 2, 5, 7, 8 and 9.
