HomeMy WebLinkAboutContract 5350-Renewal #2 raw � • MM�r PROFESSIONAL SERVICES FOR JANUARY 1ST TO JUNE 301 1967 ,DALLAS-FORT WORTH JOINT REGIONAL AIRPORT BOARD In response to-the request of the Dallas-F'or t.Worth Joint Regional Airport Board, TAMS has prepared a budget for professional services which it believes will be required for January 1 to June 30, 1967. This budget is intended to reflect the detail design and management engine.ering back-.up required for the next Request for Aid under the Federal -A.id to Airports Program; the continuation of schematic and preliminary terminal final design leading to obtaining approvals from the Board, the airlines and other users; providing such management engineering functions as the Board : may require to Deep all aspects to the project moving toward completion. This folder contains the following: Description of scope of services. Draft of a proposed contract. Projection of fee requirements -for 1967 through 1972. s i i I SCOPE OF SERVICES The professional services which are required for the next pha.se i s of project development appear to fall into two major categories:-Ow 1} Those related to terminal facilities planning; and - i (Z) Those related to management .en ineerin g g For the terminal facilities planning, TAMS proposes that the initial or schematic planning phase be handled primarily within its own organiza- tion. This is the period during which frequent meetings will be required with air .ixie s to define their requirements, their preferences and their general concurrence with a basic approach. During this per-iod, under the direction of the Board, the space needs of prospective concessionaires and tenants, such as government agencies must be developed in more detail, In other words, both the program for the terminal area as a whole as well as its functional arrangement must be intensely pursued., During this planning phase, such things will be developed and pro- posed as the basic structural system, basic utility services, rapid transit for interline connections, baggage transfer system r~_ all in sufficient detail to provide preliminary sizes for basic structural features, and clearances, tunnels for utilities network, and similar basic work, TAMS would propose, with the Board's approval, the employment of specialized firms as required to make studies of highly specialized corn- ponehts of the project (such. as an automatic interline baggage system). For 2 , 4 • I I I the rapid transit, baggage conveying and other similar systems, pr el.imin. ar y drawings and. specifications would be prepared in sufficient detail to { enable manufacturers to quote prices and delivery dates therefor It is intended that the detail designs for grading and drainage under Phase l of the Project and the preparation of plans, specifications and cost estimates, will be performed by DF W firms; and the utilities by DF W utilities engineering firms; and so on. For the rnana ement engineering effort, TANS proposes to assign a senior associate of the firm as project manager to coordinate all of the responsibilities which are set forth in the draft of the contract. In addition to the project manager and the resident engineer, TAMS would assign such other specialized engineers from time to time as would be required to per- form its task. Dallas and Fort Worth limited only to Dallas and Tarrant Counties north and south to jointly serve the needs of both. Cities; and ZIEREAS, said report having been submitted, the Cities created the Dallas-Fort worth Regional Airport Board with adequate powers, and said Cities made a contract with the Consultants for the p6rformance of engineer- ing and planning services defining the proposed airport boundaries more precisely and preparing documents and information required by the Federal Aviation in connection with proposed grant agreement for the 1 s 's i development of such airport; and , WHEREAS, said report having been completed, the Cities made a . j contract with the Consultants on May 23, 1966, for the continuation of their engineering, planning and consulting services to the Dallas- Fort worth Regional Airport Board for the purpose of assuring.continued effort by all parties toward the earliest completion of the project; and WHEREAS, the Dallas-Fort worth. Regional Airport Board believes it desirable to initiate construction for the proposed airport, hereinafter called the "Project", at an early date (within the fiscal rear 1967); and to develop plans for and construct the Terminal Facilities as expeditiously as possible; and requires the services of a firm of*engineers and architects to assist the Board anal to act at the direction of the Board for the Board on matters re-- a late d to the planning, supervision anal coordination of construction of the Project; and ' WHEREAS, the Dallas-Fort worth Regional Airport Board has recom- mended the hiring of Consultants to proceed with the performance of engin- eering . nd consulting services :tn. connection With the Project; and gin g J ` WHEREAS, the Cities are of the opinion that it is to their advantage to proceed therewith.; Now, THEREFORE, the Cities have agreed to engage the services of Tippetts-A..bbett-McCar thy-Stratton as Consultants to continue engineering A and consulting services in connection with the development of the Project on the following terms and conditions, to-wit: C-2 The contract dated May 23, 1966, made by and between the parties hereto, is terminated effective the date of this Contract, and no compensa- tion will be paid under said contract of May 23, 1966 for services performed . by the Consultants subsequent to its termination, ZI. Payment for these services shall be in.(:lgded in this Contract, (7) Define the needs of the airport insofar as water, sewage col- . l.ection, treatment and disposal, natural gas, electric power, aviation fuel, telephone communications and other such utilities are required, giving an estimate as to the amounts, the type of system to be used and the end sought to be achieved. Some of the professional services required to accomplish the plan- ning, final detailed design and supervision, and the construction of the u.tili.ty facilities and installations described herein which will serve the Project will be the responsibility of the agencies or companies which will finance and operate them.. The Consultants on behalf of the Board will provide necessary liaison with such agencies or companies to in- sure that such facilities and installations will meet airport s taridards and serve the purposes intended anal, to this end, will review and approve all plans and specifications on behalf of the Board, If needed; the Consultants may subcontract supplementary professional. services, s u.bj •• I shall b-e included in the total amount of this Contract, - i (8) Consult and coordinate with and conduct all essential technical liaison with the Federal .Aviation Agency, the Texas Highway Department and other similar government agencies on matters relating P to airport t planning, transportation requirements and interrelation with regional facilities. The Consultants shall, so far as possible, insure maximum 1 pvs s'ble participation by the other agencies Prepare necessary documentation, exhibits, maps, necessary peri- odic reports and supporting information required by government agencies to (,affect their participation in the financing of the Project. (9) Coordinate as directed by the Beard all activities to be p.er- A formed by consulting architects, engineers, financial advisers, and other consulting firms under contractual arrangements with the Board relating to the planning and inspection of con.stru.ction of specific facilities and ins taller- ICI tion.s either financed jointly by the Board and the Federal Government (FAA) or fin.anc e d directly by the Board. The Consultants at the direction of the Board sha.l.l perform the following: Ja) Recommend to the Board the scope of the various contracts and assignment of contracts to others for professional and related types of services. Assist and advise in the negotiation of such con- , tracts. (b) .Advise regarding the preparation of contracts and agreements for professional or related types of services for the approval of and . acceptance by the B oar d. C-5 (c) Review and approve all reports, plans, specifications and other documentation prepared by others whose work is supervised by the Consultants, €d3 Review and recommend appr oval and process for payment, ,vouchers submitted by those rendering professional or similar type services, (e) Determine the adequacy and competence of the construction technical supervision staff as s i.gn.e d; a.nd exercise general control to insure compliance with the construction plans and specifications d (f) Evaluate claims for extra compensation, extensions of time, or other contract adjustments by others under contract to the Board for professional services O (10) Supervise for the Board all activities relating to the construction 3 and manufacture of facilities and installations required for this Project. These activities shall include but not be limited to the following: (a) Establish' for approval by the Board, bidding schedules and award of manufacturing and construction contracts for which basic documents have been prepared by othl e-rs' .
