AN ORDINANCE NOMINATING AN AREA TO BE ADDED TO THE SOUTH.
ENTERPRISE ZONE OF THE CITY OF FORT WORTH PURSUANT TO THE
TEXAS ENTERPRISE ZONE ACT; PROVIDING CERTAIN INCENTIVES
TO BUSINESS ENTERPRISES LOCATED WITHIN SUCH ADDITIONAL
AREA; DESIGNATING AN AUTHORIZED REPRESENTATIVE TO ACT IN
ALL MATTERS PERTAINING TO THE NOMINATION AND DESIGNATION
OF SUCH AREA AS PART OF THE SOUTH ENTERPRISE ZONE AND TO
ACT AS LIAISON ON ALL MATTERS PERTAINING TO SUCH AREA
ONCE IT IS DESIGNATED AS PART OF THE SOUTH ENTERPRISE
ZONE BY THE TEXAS DEPARTMENT OF COMMERCE; AND PROVIDING
AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Fort Worth has
recognized the importance of economic development to the City; and
WHEREAS, the City Council has determined that there are
benefits to the City of Fort Worth which maybe derived from having
an enterprise zone program; and
WHEREAS, the Texas Enterprise Zone Act, Texas Revised Civil
Statutes, Article 5190.7 (the "Act") provides for state designation
by the Texas Department of Commerce of areas within the City of
Fort Worth as enterprise zones; and
WHEREAS, on August 30, 1988, the Texas Department of Commerce
authorized the designation of the South Enterprise Zone in the City
of Fort Worth; and
WHEREAS, the City Council has determined that it is necessary
and in the best interest of tl~ City to nominate an additional area
which contains 5.42 square miles as part of the South Enterprise
Zone and to apply to the Texas Department of Commerce to amend the
original boundaries of the zone by adding such area to the zone;
and
WHEREAS, on April 20, 1993, a public hearing was held to
receive public comments with respect to the proposed boundary
change in the South Enterprise Zone;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF FORT WORTH, TEXAS:
SECTION 1.
That in accordance with Section 4(d) of the Act, the City
Council hereby nominates an area containing 5.42 acres to be
designated as part of the South Enterprise Zone in the City of Fort
Worth, so that following the addition of such area to the South
Enterprise Zone the zone shall have the boundaries and shall
consist of the area described in Exhibit "A", attached hereto and
made a part hereof by reference.
SECTION 2.
That the City Council hereby finds and determines as follows:
a. that following the addition of such 5.42 acre
area to the South Enterprise Zone, the boundaries of the
zone, as amended, will not exceed the size limitations
and boundary requirements set by the Act and will not
exclude any part of the zone within the boundaries as
originally designated;
b. that the zone, including the added land area,
will continue to meet all unemployment and other economic
distress criteria for enterprise zone designation
throughout the zone as required by the Act; and
c. that the City Council has not applied for any
amendment to the boundaries of the zone during the past
year.
SECTION 3.
That the area described in Exhibit "A" of this ordinance is
designated as an enterprise zone, subject to approval of the Texas
Department of Commerce in accordance with the Act.
SECTION 4.
That the City Council agrees to provide incentives applicable
to business enterprises in the South Enterprise Zone (including the
added land area) not applicable throughout the City, which
incentives are described in Exhibit "B", attached hereto and made
a part hereof by reference.

SECTION 5.
That the City Manager of the City of Fort Worth is hereby
designated as the City's authorized representative to act in all
matters pertaining to the nomination and designation of the area
described herein as part of the South Enterprise Zone, and to serve
as liaison for communication with the Texas Department of Commerce
to oversee zone activities and communications with qualified
businesses pursuant to the Act.

Beginning in the extreme northwest of the zone, southwest of the City's Central Business
District, at a point where a spur line of the Burlington Northern Railway would intersect
with 5th Avenue if it where extended, proceed eastward along the railway
To the intersection with the T&P Railway;
Continue eastward along the T&P Railway to its intersection with Riverside Drive;
Proceed northward on Riverside Drive to Interstate 30;
Proceed eastward on I-30 to Sycamore Creek;
Follow Sycamore Creek southward to the T&P Railway;
Proceed eastward along the T&P Railway to Winnie Street;
Take Winnie south about 100 yards to E. Rosedale Street;
Proceed across E. Rosedale on Stalcup Street to Ramey Avenue;
Proceed eastward along Ramey Avenue to East Loop 820;

INCENTIVE # 1:
The City of Fort Worth has in place a "Tax Abatement Policy" which defines
certain criteria for tax abatement consideration. Under these criteria, priority
consideration is given to development projects from businesses which plan investments
in the "inner city" The "inner city" is a census tract having at least two of the following
criteria as based on 1990 census data:
(a) Unemployment rate greater than 1.5 times the state rate
(b) Twenty percent (20%) or more poverty
(c) Low Income (70% or more of households have income at or
below 80% of the city median)
(d) Population loss equal to or greater than 20% (between
1980 and 1990).
For those projects meeting two of the four criteria, the minimum investment required
is $ 500,000. For those projects meeting three or more criteria, no minimum investment
is required.
The City of Fort Worth Tax Abatement Policy has been formulated to provide
increased accessibility to tax incentives for those areas of the City in greatest need. This
policy will be beneficial for continued development within the zone.
INCENTIVE # 2: Prioritized Use of Public Funds
The City will direct the Zone Administrator to develop a general understanding of
available state and federal funds, establish contact with the administering agencies and
provide assistance to eligible business in applying for funds.
INCENTIVE # 3: Enhanced Facilities and Services
The City will develop a plan by which public funds for capital improvements and
services can be used to provide enhanced facilities and services to eligible businesses in
the zone on a priority basis. Examples include but are not limited to: city participation
in community facilities agreements, the expeditied creation of special assessment districts
or other actions or benefits determined appropriate by the City Council.
INCENTIVE # 4: Public Transportation
The City will develop a plan by which public funds for transportation can be used to
provide transportation to the zone and to the employees of eligible businesses in the
zone on a priority basis.

INCENTIVE # 5: Job Training Programs
The City will develop a plan by which public funds for job training can be used to
provide job training programs to employees of eligible businesses in the zone on a
priority basis.
INCENTIVE # 6: Improved Employability for Eligible Residents
The City will develop a plan by which public funds for social programs can be used to
provide services to employees of eligible businesses in the zone on a priority basis.
Examples of programs include but are not limited to counseling and day care services.

RECOMMENDATION:
It is recommended that the City Council:
1. Hold a public hearing concerning a propos-al to :amend the:boundari_es of the~Fort
Worth South Enterprise Zone (the "Zone") by adding an area contain•i~n;g=5.42-square
miles, and
2. Authorize the City Manager to submit an application to the Texas Department of
'Commerce to amend the boundaries of the Zone, and
3. Adopt tfie attached ordinance which makes the following findings:
.a. that the City of Fort Worth would benefit by amending the boundaries of the
South Enterprise Zone;
b. that the boundaries of the zone should be amended;
c. that the boundaries of the zone, as amended, will comply with the ~s~i~ze and
boundary requirements set -by~the Texas Enterprise Zone Act anal will continue
to meet all unemployment and other ec:onom~ic distress criteria as.required by
the Act; .and
d. that the City of Fort Worth will prov ide incentives to business enterprises
within the boundaries of the ..Zone, as amended.
DISCUSSION:
The South Enterprise Zone was originally designate-d in 1988.
It is recommended that the boundaries .of the Zone be amended by .adding an area
containing an additional 5.42 square miles. Thi-s area is predominately in southeast
Fort Worth :and .extends northeastward to Mosier Valley and the Menasco Aerosystems
property.
If approved, this amendment would increase the size of the Zone from °14.44:9 square
miles land area to 19.869 square~mil~es.According to the Texas .Enterprise Zone Act
(the "Act"),the net area of an enterprise zone may not exceed 20 square miles.
The area ;proposed to .be added to the Zone meets the unemployment and other economic
distress criteria for enterprise zone designation because the area has an unemployment
rate gat l east 1.5 times the atate unemployment rate .and is :a l ow ~i ncome poverty area
according to federal census data.
The Act requires that the City Council hold a public hearing concerning a pwoposed
.amendment to the boundaries of the Zone. This public ,hearing is set for April 20,
1993, and notice was published in the City's official newspaper at least seven days
prior to the date of the hearing.
The process .for amendment of the boundaries of the Zone requires that the~City Council
adopt an ordinance nominating the area to be added to the .Zone. After adoption of the
ordinance, an application for the amendment will be submitted to the Texas.Depar.tment
of Commerce for approval.

The Zone is scheduled to terminate on September 1, 1995. Approval of the application
to amend the boundaries of the Zone will not extend the period of designation.
An application fee of $500.00 must be paid to the Texas Department of Commerce.
FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that funds for the application fee are
available in the current operating budget, as appropriated, of the General Fund.
