(/ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $68,845.00 FOR THE PURPOSE OF PROVIDING FUNDING FOR A MUG SHOT SYSTEM FOR THE POLICE DEPARTMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR EN- GROSSMENT AND ENROLLMENT; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1991-92 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $68,845.00 for the purpose of providing funding for a mug shot system for the Police Department. SECTION 2. Should any portion, section or part of a section of this ordi- nance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion, or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 10892 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropria- tions, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly re- pealed. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date into the minutes of the City Council and by filing this ordinance in the ordinance records of the City of Fort Worth. SECTION 5. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Approve the attached appropriations ordinance increasing estimated receipts and appropriations in the Special Trust Fund by $68,845.60 from increased revenue in Awarded Assets, and 2. Approve the use of $68,845.60 from the Special Trust Fund by the Police Department to purchase a digital mug shot system. DISCUSSION: Approximately nine months ago the Tarrant County Sheriff's Department discontinued taking photographs of prisoners and implemented a digital system. The digital system utilizes a video camera and stores the image of the prisoner on their mainframe computer system. The County has a color printer and provides copies to the Police Department per the current jail contract. The County has made it possible for direct access to the mug shot images on their computer system, which would allow greater availability of images and'the capability of making multiple copies. The computer system also allows access at the Field Operations Division Headquarters, making it unnecessary for detectives to drive downtown to obtain pictures of suspects. The County system also allows the assemblage of a photographic "line-up" on the computer screen, and the printing of the item after all of the suspects included are acceptable to the detective. Due to the large file sizes resulting from graphic images, the mug shot system requires a fast computer system with a large storage capacity. A total of six (6) workstations will be purchased, with each workstation costing $8,520.29, including hardware and software. Each workstation includes a color thermal printer, for the production of individual pictures and picture "line-ups", and a laser printer for creation of black and white images (when color is not required) and the ;production of text files. Four (4) workstations will be placed at each of the Field Operations Division headquarters, one (1) will be located in the Special Services Bureau, and .one (1) at the Identification Section. The latter workstation will also include .a video camera .and related hardware and software for taking pictures of arrested persons and placing the image on the computer system.
