Closes the benefit hearing, and 2. Levies the assessments as proposed, and 3. Acknowledges that in each case the abutting property is specially benefitted in enhanced value in excess of the amount assessed for the improvement of Schwartz Street from Long Avenue to 28th Street. DISCUSSION: The 1990 Capital Improvement Program included funds for the improvement of Schwartz Street from Long Avenue to 28th Street. Staff has determined that the section from 33rd Street to Long Avenue can be maintained. Therefore, it has been excluded from the paving project. It will be scheduled in the maintenance program for asphalt overlay at a future date. The remainder of the street is located in the Diamond Hill Target Area and has never been constructed to City standards. Community Development Block Grant (CDBG) funds will provide a portion of the construction cost. One- and two-family residences are not assessed. Schwartz Street will be constructed with standard concrete pavement. Standard concrete driveways and sidewalks will be built where shown on the plans. On September 15, 1992 (M&C G-9828), the City Council established October 27, 1992, as the date of the benefit hearing. Notice was given in accord with Article 1105b, Vernon's Annotated Civil Statutes. An independent appraiser has provided a report that documents the enhancement to property values which results from the improvements. Based on standard City policy, the City Engineer's estimate, and the advice of the independent appraiser, the division of estimated construction cost is: Property owners' share of cost $ 48,328.00 ( 8%) .City's share of cost $ 526,890.00 (92%) Total cost $ 575_,218.00 (100%) i~ Printed on recycled paper City of Fort worth, Texas Macyor and Council C=ommunication DATE 10/27/92 REFEREN E NUMBER gH~01 09 L NAME 20APSCHW PA E 2 of 2 SUBJECT BENEFIT HEARING FOR THE ASSESSMENT PAVING OF SCHWARTZ STREET FROM 28TH STREET TO LONG AVENUE PROJECT N0. 11-040 291 Unusual Situation: One property owner, Ricardo Salazar, owns 475 feet of frontage on this street. In accordance with the assessment policy, the residential rate was applied to 200 feet of frontage (Parcel No. 7), and the commercial rate was applied to the remainder; however, in all cases, the assessment was capped at twenty percent of the TAD value. The project is in DISTRICT 2.
