AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS AT EACH RANK IN THE
POLICE DEPARTMENT; CREATING ONE ADDITIONAL SERGEANT
POSITION IN THE DEPARTMENT; CREATING THREE ADDITIONAL
POLICE OFFICER POSITIONS; PROVIDING THAT THIS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDI-
NANCE; AND PROVIDING AN EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to
readjust and thereafter specify the total authorized number of
positions at each rank in the Police Department for the remainder
of the 1991-1992 Fiscal Year; and
WHEREAS, the most recent ordinance concerning the authorized
and budgeted positions for the Police Department adjusted the
Department civil service staffing as follows:
Deputy Chiefs
Captains
Lieutenants
Sergeants
Corporal/Detectives
Police Officers

WHEREAS, the Chief of Police now requests the Council to
adjust the authorized number of Police Department civil service
positions into conformity with the proposed changes as set forth
and described in the Mayor and Council Communication (M&C) being
considererd contemporaneously herewith in order to effect effi-

ciency as well as economy of the operations of the City's police
services; and
WHEREAS, the specification and authorization of the correct
number of budgeted civil service positions is now a necessity and
is required by law to be established by ordinance; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That, effective upon passage of this ordinance, the following
positions are the only civil service positions authorized in the
City of Fort Worth Police Department for the remainder of the
Fiscal Year 1991-1992 or until modified by subsequent ordinance:
Deputy Chiefs
Captains
Lieutenants
Sergeants
Corporal/Detectives
Police Officers
TOTAL
*Creates one new position.
**Creates three new positions.

This ordinance shall be cumulative of all provisions of pre-
vious ordinances and of the Code of the City of Fort Worth, Texas
(1986), as amended, except where the provisions of this ordinance
are in direct conflict with the provisions of prior civil service
staffing ordinances for the Police Department and such Code, in

which event conflicting provisions of such ordinances and such Code
provisions are hereby repealed.
SECTION 3.
The "Mayor and Council Communication" contemporaneous with
this ordinance is expressly incorporated herein by reference as if
repeated verbatim in this paragraph for further clarification and
explanation of the purposes and intent of the Council in their adop-
tion of this ordinance.
SECTION 4.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared uncon-
stitutional by the valid judgment or decree of any court of compe-
tent jurisdiction, such unconstitutionality shall not affect any of
the remaining phrases, clauses, sentences, paragraphs and sections
of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence, paragraph or sec-
tion.
SECTION 5.
The City Secretary of the City of Fort 1Wroth is hereby
directed to engross and enroll this ordinance by copying the
caption and effective date in the minutes of the City Council and
by filing the ordinance in the ordinance records of the City.

SECTION 6.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

SUBJECT DEPARTMENT OF JUSTICE -WEED AND SEED GRANT FOR THE POLICE DEPARTMENT
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to:
1. Accept the Weed and Seed Grant from the Department of Justice in the amount of
$612,217.00, and
2. Adopt the attached ordinance specifying the authorized positions in the Police
Department and increasing the Police Department's authorized strength by adding
one sergeant position and three police officer positions, and
3. Waive the indirect costs associated with these grant positions in the amount of
$93,111.00, and
4. Authorize the Fiscal Services Department to create a project number in Grant Fund
GR76 for receipt of grant funds, and
5. Approve the City's in-kind contribution of $1,526,367.00.
DISCUSSION:
In December 1991, the staff of the Citizens Crime Commission of Tarrant County learned
of a demonstration program being conducted by the United States Department of Justice.
Two cities were at that time operating under the program and the Justice Department
planned to extend the program to sixteen additional cities Through contacts made
during the production of the Gang Task Force Report the Citizens Crime Commission, in
conjunction with Marvin Collins, U. S Attorney for the Northern Texas District, was
able to secure a visit from two representatives of the Justice Department The
visitation was made in January 1992 and Fort Worth was qualified to submit an
application for a Weed and Seed grant.
The target area for this project is a combination of the Near Southeast, Stop Six, and
Polytechnic areas. The boundaries are the Union Pacific Railroad on the north, Berry
St. on the south, Interstate 35 on the west, and Loop 820 on the west The target area
is approximately 15 square miles in area.
The grant period for Phase I is April 1, 1992 through December 31, 1992, with all costs
retroactive to the starting point. Phase II, of a three-month duration, is possible
beginning January 1, 1993, and the budget for that phase would be absorbed as a grant
