ORDINANCE NO~~~~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN 7HE AMOUNT
OF $8,739 00 FOR THE PURPOSE OF PURCHASING ADA
COMPUTERS AND SOFTWARE, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1992-93
and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations
in the Special Trust Fund in the amount of $8,739 00 for the purpose of purchasing ADA computers and
software
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for
any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11151 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and +~e in full force and effect from and after the date of its passage, and it
is so ordained.

It is recommended that the City Council adopt the attached supplemental appropriations
ordinance increasing estimated receipts and appropriations by $8,698.00 in~theSpecial
Trust Fund, Awarded Assets for the purpose of purchasing a job analysis and medical
guidelines software program known as MedWorx and two computer workstations to operate
this software program.
DISCUSSION:
The City of Fort Worth has made great efforts to insure compliance with the Americans
with Disabilities Act {ADA). These efforts have included a number of changes in the
City's selection practices including those for the hiring of Police Trainees. ADA
requires that the physical demands associated with the essential functions of the job
be linked with the medical screening guidelines for the position. This is to ensure
that the medical exams are job related. If a physician is to assess an individual's
physical capacity to perform a given job, the physician must know what specific
functional abilities are required or what environmental hazards are present in the job.
It is the responsibility of the employer to provide the physician with this level of
information. For the Police Trainee, the physician doing the medical evaluation must
know what physical job demands and environmental hazards to consider when evaluating
a candidate's medical condition in order to make consistent and defensible
recommendations. There is currently available a computer software program that can be
used by physicians, ADA Coordinators and hiring authorities to make consistent and
valid decisions regarding the hiring of individuals with disabilities. This software
is a tool that facilitates the linkage of the essential job functions to specific
medical conditions and disabilities through the identification and measurement of the
physical demands and environmental hazards of the job. This software program is called
MedWorx and is based on years of job analysis and medical evaluation data. This
software will enable the City to provide the physician with information necessary to
conduct job-related physical exams. Using this software, the City will be able to make
decisions regarding the hiring of individuals with disabilities in a more consistent
and defensible manner.
The MedWorx software and the two computers necessary to run the software will be
purchased from two vendors. MedWorx will be purchased as a sole source item from the
software vendor for the amount of $3,943.00. The computer equipment and operating
software necessary to implement the MedWorx software will be purchased under the
existing Information Systems and Services contract at a cost for two workstations of
$4,755.00.
