AN ORDINANCE APPROPRIATING $77,850 00
TO THE GENERAL FUND AND DECREASING
THE UNRESTRICTED, UNDESIGNATED
FUND BALANCE BY THE SAME AMOUNT FOR
THE PURPOSE OF INTERIM FINANCING OF
COSTS PENDING EXECUTION OF THE LEGAL
AGREEMENT WITH TEXAS DEPARTMENT OF
COMMERCE FOR THE JOB TRAINING
PARTNERSHIP ACT TITLE IIA 3% OLDER
WORKER PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH,
PROVIDING FOR ENGROSSMENT AND
ENROLLMENT, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City
departments for the Fiscal Year 1991-92 and in the Budget of the City
Manager, there shall also be increased appropriations in the General
Fund in the amount of $77,850 00, thereby decreasing the
unrestricted, undesignated Fund Balance by the same amount, for the
purpose of interim financing of costs pending execution of the legal
agreement with Texas Department of Commerce for the Job Training
Partnership Act Title IIA 3% Older Worker Program for the period of
July 1, 1992 through June 30, 1993 (Program Year 1992)
SECTION 2
Should any portion, section or part of a section of this ordinance be
declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in
no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain
in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 10892 and
all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct
conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and
appropriations are hereby expressly repealed

SECTION 4
The City Secretary of the City of Fort Worth is hereby directed to
engross and enroll this ordinance by copying the caption and effective
date into the minutes of the City Council and by filing this ordinance
in the ordinance records of the City of Fort Worth.
SECTION 5
This ordinance shall take effect and be in full force and effect from
and after the date of its passage, and it is so ordained

SUBJECT CONTRACT WITH TEXAS DEPARTMENT OF COMMERCE FOR PY 92 JTPA TITLE IIA 3% OLDER I
WORKER PROGRAM GRANT
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to submit, accept and execute, when offered, a grant
agreement with the Texas Department of Commerce (TDOC) for the Job Training
Partnership Act (JTPA) Title IIA 3% Older Worker Program (OWP) for the period of
July 1, 1992 through June 30, 1993 (Program Year 1992), and, contingent upon
execution of this grant agreement, to
2. Adopt the original 3% OWP Budget for $311,400.00,
3. Adopt the attached supplemental appropriations ordinance increasing appropriations
in the General Fund by $77,850 00 and decreasing the unreserved, undesignated fund
balance of the General Fund by a like amount for interim financing of costs,
4. Authorize the Fiscal Services Department to create three project numbers in Grant
Fund GR76 which will correspond to the original 3% OWP Budget,
5. Approve the transfer of $77,850.00 from General Fund GGO1, Non-Departmental,
Account 538070, Center 0903500, to the three project numbers created in Grant Fund
GR76,
6. Waive the $19,985.00 indirect cost of staff salary as recommended by the City
Manager's Office due to JTPA's ceiling of 15% for Administrative Costs at the
fiscal year 1991 grant rate of 15 97% for the Employment and Training Department
pending final approval by HUD in accordance with the March 13, 1992, Fiscal
Services Department memo, and
7. Accept such additional funds from TDOC/JTPA as may become available during Program
Year 1992.
DISCl1SSI~N:
The City of Fort Worth has administered the JTPA Title IIA 3% Older Worker Program
(OWP) since 1988. The major objective of the 3% OWP is to provide individuals fifty-
five (55) years of age or older with appropriate skills for employment in today's
market ..~~:P•rogram participants must be unemployed, underemployed, or have experienced
difficulty"in securing employment Program participants are certified to insure that
they meet the income eligibility guidelines. The proposal calls for strong efforts toa
secure unsubsidized employment by the participants after they have completed training.
The proposed 1992 program is designed to serve 200 individuals.

WORKER PROGRAM GRANT
The interim funding of $77,850.00 from the unreserved, undesignated General Fund
balance is a temporary measure that is designed to ensure the smooth transition from
one grant funding period to another. Upon execution of the grant agreement with TDOC,
the interim funding will be returned to the unreserved, undesignated fund.

FISCAL INFORMATION/CERTIFICATION:
The Director of Fiscal Services certifies that upon approval of Recommendations 2, 3
and 4, one-fourth of the full contract funding will be available in the grant project.
Upon receipt of the executed Job Training Partnership Act Title IIA 3% Older Worker
Program Agreement, the $77,850.00 will be returned to the General Fund's unreserved,
undesignated fund balance.
