HomeMy WebLinkAbout1986-06-03 - City Council - Regular - MinutesCOUNCIL MEETING ADMINISTRATIVE ACTION REQUESTED JUNE 3, 1986 MEMBERS ABSENT: MAYOR BOLEN ITEM: I.Items to be Withdrawn from the Consent Agenda MSC C-9665 - Amendment of Contract for Design Services Handley Ederville Road, Randol Mill Road and Bridge over Trinity River II. Appointment of Martha Stone to Building Standards Commission, Place 6 by the City Manager III. Comments and Requests MSC G-6686 - Petition for Establishment of Fort Worth Improvement District No. 1 Lloyd Miles, a downtown entrepreneur, voiced his objections to the creation of such a district. He made reference to the following: -city staff drew up the proposal for a private organization -duplication of services provided by the City and Chamber of Commerce -the amount of the budget, distribution of funds and the City's financial involvement. Councilman Lancaster: When you met with the group, what was the response? (Mr. Miles: I was promised by Mr. Bernstein there would not be a quorum on the Council. The Mayor said he wasn't up on the issue. The next meeting I found out the Mayor was for it. Councilman Bagsby: I think I will have to support this because of the mall concept of attracting business to downtown and providing of -..security. I understand some of your points, but I think it's a good concept even though the City dollars don't seem fair. Since downtown belongs to all of us, I think it will benefit all of us. Councilman Williams: The City secretary will do a tragscript of Mr. Miles' comments so that the City Manager may discuss this with us. Councilman Garrison: the motion before us is just to start the motion in order and would not bind us to anything. Mr. Adkins: If you did not approve the item, the process would not go further. If you did approve it, it would be added to items to come before you at a later date. Councilman Zapata: I have mixed emotions about this. Once this Council AF%0L REC619 in motion on something we very seldom change our minds. What would a we>kCITY SECRETARY delay do? 1' TEL Mr. Devero: What's being asked here tonight is to accept the petitions ifX31Y'ORTO, TEL ..— the next meeting considering the appointment of an advisory board. Mr. Ryan: This issue is brought to you to accept the petitions so that a public hearing would be set to bring out these concerns. We have put this off for months in an attempt to get the answers for you. Councilwoman Wetherby: How many property owners have you all talked to? (Ryan: 235 atleast once.) Councilwoman Wetherby: I'd like for us to go on with the process. Mr. Miles we can stop this process at anytime. Here we have a group of people who wanted more service than we can provide who went and said hey, we'll pay for it. Councilman Begsby: If the City doesn't participate in this, what will that do to you? (Mr. Adkins: If the City creates one of these districts it cannot exempt itself.) Councilman Garrison: I don't think you understand the mechanisms of how these things work. I don't think I've heard any complaints from staff members agalnsL any of these services being provided. I have confidence that more people will come out once this process gets started. I also have confidence that this Council will listen if valid complaints are registered. IV. Citizen Presentations Mr. Art Montoya, 6916 Trail Lake Drive resident. Mr. Montoya expressed concerns about the condition of some quadraplexes in the 6700 and 6800 blocks of Trail Lake Drive. A petition was submitted explaining the concerns. He mentioned that their homes had devalued, harassment by tenents, and verbal abuse of school -aged children. The minimum request was for 1) monthly inspections, strong legal action for infractions, and an assurance that city officials would do their jobs. Councilman Williams: We'll talk with the City Manager about this. Councilwoman Wetherby: Let me encourage you all to come back to support the City Manager when he brings the new ordiance back. Andrew France, 6810 Trail Lake Drive resident. He expressed a counterview on the same subject. He said that he and other residents had•try to comply with the homeowners' requests but nothing seemed to appease them. Mr. France felt he was being harassed by the homeowners and Environmental Control staff members. Councilman Williams: If you and the people would get together I think you could work this out. We'll get the City Manager and his staff to work with you. Mary Alice Ratcliff, a property owner in the area said she did not feel the City needed to be involved in this. OFFICIAL RFC�;:;9 - Mr. George Chiles read a statement on what he called the misuse of police CITY SECRETARY communication equipment. FT. WORTN, TEL MSC C-9665 - Councilman Lancaster inquired as to why we have to pay the co9st guard $8341 to build the bridge. Gary 5anterre informed him it was because the river was considered navigable.
