The purpose of the Pre-:-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the Ci t.y Manager and the staff.
Although the meeting :L s open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so th8y will be a part of the public record.

Renovation and Operation of the Northside Coliseum
(I.R. No. 6985) and Consider the Giving of Notice of
Intention to Issue Cert.Lficates of Obligation (M&C G-6172)
Updated the Couneil on the status of the Stockyards Renovation
Project; and gave an outline of the proposed lease agreement,
financial conunittnent, and the construction schedule.
Presented an outline of the process for issuing certificates
of obligation and a schedule for the project.
Asked that Item No. 4 ;·under the Lease Negotiations section
of the I.R. be changed. He would like this :(.tern to indicate
that the leasee will pav 3% starting with the first dollar,
instead of 3% of the net income.
Expressed his disapproval of financing this project with
certificates of obligation.
Lone Star Airport Improvement Authority, Inc. Multiple
Mode Demand Revenue Bonds, Issue of 1984
Presented an update on the renovation of flight training
facilities and the acquisition of equipment. These efforts
will require a revenue bond issue of $48 million.

Mayor Bolen appointed Mo. Elaine Klouts to the Fort Worth
Commission on the Statu~ of Women
Councilman Stute reappointed Ms. Joyce Oliver, Ms. Helen Briscoe,
and Mr. Ollie Reed to the Neighborhood Resource Development Board.
Councilman Zapata reappointed Mr. Jim Lane to the Aviation
Advisory Board.
3) Comments/Requests --
Newkirk: Indicated that he is not opposed to the Stockyards Renovation
project. He is in disagreement with financing the project with
certificates of obligation. He stated that certificates of
obligation are to be used only in an emergency.
Zapata: Stated that he does not view issuing certificates of obligation
as an irresponsible act. He indicated that the focus should be
on the results that this investment will bring to the City.
Bolen: Stated that the Coliseum needs to be repaired, that the project
will be beneficial to the City, and that since the private sector
is willing to make such a great investment the City should support
this effort. However, he too feels that the project should be
funded by some other method.
Bagsby: Indicated that the renovation project will create a great number
of jobs for the unemployed and ther efore he supports it. The
high level of employment is an emergency, and thus justifies the
use of certificates of obligation.
Johnson: Indicated that the Coliseum needs to be repaired irrespective of
this project, and that the City will greatly benefit from this
effort. He supports the project.
Stute: Indicated that the increase in tourism in Dallas has generated
a large amount of revenues; likewise, the increase in tourism
as a result of the renovation will bring increased revenues to
the City of Fort Worth. He supports the project.

Mr. Paul Ashar indicated that he opposes the parking ordinance and
would like to know how he can get the ordinance repealed.
Ms. Versie Thomas stated that her property has been stolen from her.
