The purpose of the Pre-Council Conference held prior to a
regular City Council Meeting is to allow the Mayor and
Councilmembers to discuss informally items on the agenda and to
secure information from the City Manager and the staff.
Although the meeting is open to the public, citizens are
requested to reserve comments and questions for the subsequent
Council meeting so they will be a part of the public record.

Air Quality Issue (Ozone) (I.R. No. 6974)
(Presented alternatives for meeting state ozone
requirements.)
Discussion of Triad Corporation's Plans for
Stockyards Area
(Presented proposal for lease agreement.)
What will $3 million invested in certificate deposits
be amortized over 20 years?
Concerned that the City has some degree of control
over how these facilities are utilized. Would like
assurance that activities will benefit/support the
Northside and the Stockyards. Indicated that all
expenses incurred by the City should stop at the
$3 million figure cited.
Request that staff analyze the option of using 20%
of Ad Valorem Tax and 20% of increased tax to
determine the benefit to the City.
Would like to know if a bond election will be held
should the decision to issue certificates of obli-
gation be accepted?

Councilman Bagsby with regard to the benefit hearing on the
assessment paving of East Ninth Street from Pecan Street to
West Frontage Road of I -35W indicated that the purpose of a
benefit hearing is to assess benefit, not to alter approved
plans.
Councilman Lancaster would like a report on the capitalization
and participants in the Stockyards renovation plan.
Councilman Williams clarified a statement in the newspaper
regarding the Police Chief's concern about the prostitution
problem.
