ITEMS CONTINUED/WITHDRAWN Councilman Lancaster requested that M&C P-1958 -tabulation of bids for purchase of equipment, materials and services -be withdrawn for further discussion. 2. Councilmen Zapata, Garrison and Murrin disqualified their votes on M&C C 9922 -Contract for the installation of communi ty facilities -Chapel Creek Ranch a pproach sanitary sewer. 3. APPOINTMENTS TO BOARDS/COMMISSIONS Mayor Bolen called for an approval by Council for agency designated individuals to the Private Industry Council. These individuals are Al Singletary, Jimmy Styles and Jeff L. Auld. Councilman Vance appointed E. Allen Taylor, Jr. to place number nine on the City Planning Commission. Councilman Lancaster appointed Russell Biegel to the Charitable Solicitations Commission; Bill Hix, Citizen Cable Board; Bill Elliott, City Planning Commission; Dave Fielding, City Zoning Commission; Shari McCall, Community Development Commission; Marvilynn Shuler, Library Advisory Board and Sara Tannahill, Park and Recreation Advisory Board. 4. CITIZENS PRESENTATION Several citizens from Ryan Place spoke to Council as proponents of the moratorium. The citizens requested that Council delay voting on the pawnshop until the Zoning Commission have made their study. Citizens stating their view were Robert Hood, Linda Davis, Judy Nelson, Marilyn Hood, Richard Clifford Douglas Clark, John Dobson, Mariam Todd, Donna Smith, Gloria Record, Jennifer Caan, Armand Carbock and Bob Schultz. Mr. Clark stated that citizens from Ryan Place had offered to buy the prop fJ~l\l R£CDRD from Mr. Morton. However, Mr. Morton would only sell the property and the \ business for a price of $350,000. Mr. Clark said that Mr. Morton only paid } ·J!Y £CJlEJ.ARf $75,000 for the property and they were not willing to pay the amount that e was asking • fJ. ~QRTlJ, Ttl • Mr. Dobson told Council that urban neighborhoods should be protected; if the neighborhoods are not protected, people will move to the suburbs. John Boyd, Executive Vice President of the Texas Pawn Brokers Associatin told Council that Texas Pawn Brokers are regulated by the State, County and Community and must be licensed by the State. Mr. Boyd stated that pawnshops must have minimum assets, good moral code, maintain good books and records and are examined yearly by the Office of Consumer Credit Commission. Councilman Garrison commented that public relations show that pawn shops are as undesireable to neighborhoods as nuclear and toxic waste. He went further to say that pawn brokers have made a bad reputation for themselves by accepting stolen goods Mr. Glen Hausenfluck spoke as an opponent of moratorium saying that the property that Mr. Morton purchased was not adjacent to single/multi-family resident. Councilman Vance questioned the selling price given by Mr. Morton to Ryan Place residents and commented that a suit had been filed by a pawn broker against one of Ryan Place residents as an attempt to intimidate Council. Mr. Hausenfluck commented that the pric e o f the property was $100,000 alone and the business must also be sold; a price o f $250,000 was quoted. Mr. Bill Butcher, Representative of Tarrant County Pawn Brokers Association told Councilman Vance that the suit was not filed to intimidate Council. The suit was filed because of the slanderous remarks made about pawn brokers by the citizen. Councilman Garrison motioned and Councilman Bagsby gave a substituion motion that Council have an executive session to receive advice from the City Attorney on October 28 and the item on the agenda regarding the moratorium would be voted on only. 5.
