BOARD/COMMITTEE CHANGES Mr. Bill Meadows was appointed to the Recreation Advisory Board by Councilman Murrin. Councilman Vance reappointed Mr. Gordon A. Crow to the Charitable Solicitations Review Board. Ms. Claudia Benge to the Citizen's Cable Board, Mr. E. Allen Taylor to the City Plan Commission. Ms. Ruby Jo Halden to the City Zoning Commission, the Reverend Janice K. Cain to Community Development Council, Ms. Jane Lipe to the Fort Worth Commission on the Status of Women. Ms. Joan Kline to the Historic and Cultural Advisory Board, and Ms. Frances Nichols to the Library Advisory Board. IV. CITIZEN PRESENTATIONS A. Forest Park Master Plan and Award of Contract to Zoological Association. Regarding consideration of the Forest Park Master Plan, the following citizens appeared before Council: Deborah Dennard. Terri Ellis, Page Houseman, Carlotta Norman, Ann Schattman, Louise Glashof, Anne Smith. Cheryl Taylor. Jeri Jo Blackmon. Ann Marek. Esther Perez. Pauline Valenciano. Judy Scoggins. Stephanie Bailey. After extensive citizen discussion both for and against the Forest Park Master Plan, Council decided to delay action until November 10. 1987. During the interim. a three member Council Committee composed of Mayor Bolen. Councilman Vance and Councilman Zapata will meet with the opposing sides in an effort to reach a compromise agreement. Regarding the award of contract to the Zoological Association. the present zoo contract was extended two months to allow further consideration of issues raised in the debates. B. Animal Shelter. John S. Burns. Art Brender. Teresa Key. Joyce Green. and Lynn Buffington appeared before Council to express concern over the physical condition of the Fort Worth Animal Control Center. City Manager Douglas Harman. Mayor Bolen and Councilman Vance reminded those members of the Fort Worth Humane Society present that a proposal for a new animal shelter was taken off the previous bond election at the request of the Humane Society. which at the time was planning to raise money for the facility. Mr. Harman stated that Council had authorized staff to pursue the lease/purchase of a new facility as a solution to the current problems at the shelter. Lynn Buffington. a board member of the Fort Worth Humane Society. offered the services of the Society's shelter to house and care for the most vulnerable animals at the city's shelter. She suggested that such an agreement could continue only for a short period of time. after which the Humane Society may charge the city for housing the animals. Councilman Williams asked if there are funds available in the current budget for construction of an animal shelter. Mr. Harman explained that no funds exist for a shelter in the current budget unless Council wishes to use unbudgeted reserve funds.
