ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA M&C P-2228 Department Concrete Saw Blades for the Transportation and Public Works withdrawn for citizen presentation. M&C C-10614 -Village Creek Wastewater Treatment Plant Telephone System - withdrawn by Councilman Zapata III. BOARD/COMMISSION CHANGES Charles McMillan was appointed to the Community Development Council. Neil Anderson was appointed to the Aviation Advisory Board. IV. COMMENTS AND REQUESTS None. V. CITIZEN PRESENTATIONS A. Pari-mutuel Betting 1. U.S. Attorney Marvin Collins appeared to express his opinion that approval of pari-mutuel betting in Texas will result in an increase in traditional organized crime (the syndicate). Councilman Lancaster asked Mr. Collins if pari-mutuel betting is approved by the voters and then repealed, will organized crime leave Texas. Mr. Collins responded that he feels organized crime will stay in Texas even if pari-mutuel betting were repealed after approval. 2. Harold Aab appeared to express his support for pari-mutuel betting in Texas. He suggested that Councilman Lancaster's Resolution opposing pari-mutuel betting was an inappropriate imposition of his personal view on the citizens of Fort Worth. Councilman Lancaster responded that he feels a responsibility as an elected official to inform the citizens of what may or may not happen if pari-mutuel betting is approved. He said the ultimate choice will be made by the citizens at the polls. Councilman Murrin encouraged voters to vote on the issue of pari-mutuel betting. Councilman Zapata cautioned against Council trying to tell voters how to vote. B. Purchase of Saw Blades 1. Chris Simmons appeared to request that his company's bid be reconsidered for supplying saw blades to the Transportation and Public Works Department. The bid was originally rejected because the company did not supply manufactures specifications as required in the bid solicitation. Senior Assistant City Manager David Ivory stated that to maintain the integrity of the city's bidding process Mr. Simmons' bid should not be reconsidered. C. Super Shuttle 1. Bill Blackburn appeared to request approval of an agreement allowing Super Shuttle, an airport shuttle service, to pick up passengers at their homes within the Fort Worth city limits. 2. Linda Wiles of Yellow Checker Cab Company appeared to oppose the approval of Super Shuttle's request because she believes the city's taxi cab companies will be adversely affected. 3. Clark Fiscus appeared in opposition to Super Shuttle's request, claiming that the company will not compete fairly with taxi cab companies. 4. Ike Dubose also appeared to oppose Super Shuttle's request, claiming that the new service will put taxi cab companies out of business. Council asked for comment from staff regarding the difference between Super Shuttle and a regular taxi cab service. Utilities Supervisor Richard Aughinbaugh responded that Super Shuttle will be engaged in taking passengers to the airport only, whereas taxis can take passengers anywhere they wish to go. 5. Lonnie Boutee appeared to explain Super Shuttle's operations and training. D. Equestrian Center 1. T.R. Vessels appeared to inform Council of alleged construction flaws at the City's new Equestrian Center. Mr. Vessels offered to pay for any damage done to the structure in inspections to confirm his allegations. E. Landfill 1. E.C. "Rusty" Culton appeared to express concern over the city's application to improve and expand the Southeast Landfill. Mr. Culton believes the landfill poses a threat to the City of Kennedale's water supply and to Lake Arlington. In addition, he claimed that the loss of taxable land within the Kennedale School District will have an adverse affect on the school children of Kennedale.
