Managing Director of Imagination Celebration The Kennedv Center in Washington D.C. sponsors celebrations in twelve cities in the I:nited States. Fort Worth was the second Texas city chosen. The celebration will include 35.000 children reDresentine all Fort Worth ISD schools and several Drivate schools. 2. ProDosed 1989 Bond Sale - Judson Bailiff. Finance Director Staff is recommending a S14 million bond sale this summer. Councilmember Gillev stated that the 1986 Tax Reform Act has made it difficult for cities to raise monev. Anv monev which a city makes from the difference in interest rates as a result of a bond sale must Qo to the federal government. 3. ReDort on Bomber Road - Ted Gorski. Assistant Citv Attornev Did not attend. 4. UDdate on Sludae Fire at Old Roverside Sewage Treatment Plant - Larrv_ McMillen. Fire Chief Did not attend. 5. Report on Clean UD of Illegal Dumping (I.R. No. 7367) - Tom Davis. Citv Services Director Did not attend. 6. Jail Update - Bob Terrell. Assistant Citv Manager Mr. Terrell reported that the third and fourth floors of the Police Department are again housing prisoners. "Southern Push" will affect the inmate situation as it is expected to bring manv new prisoners to the system. Mr. Terrell also stated that Tarrant Countv has reported that the Cold Springs facilitv will not be built because all bids came in twice the expected amount. Update on Legislative Issues - Charles Boswell. Director. Office of Management Sevices and Cinde Weatherbv. Intergovernmental Affairs Coordinator Mr. Boswell distributed a list of bills which the. Citv is opposing. and supporting. Ms. Weatherbv stated that the State is considering building more jails, also, alternative treatment centers, and rural hospitals would be used for drug problems and mental patients. 8. Ordinances Calling Elections for Citv Council and Proposed Charter Amendments - Wade Adkins. Citv Attornev The Citv Council election will be held on Mav 6, 1989. 9. Water Conservation Plan (Resolution and I.R. No. 7365) - Richard Sawev, Water Director The new contract. which is in response to State requirements. addresses Aft ^sstomer cities' relationship. The State of Texas is currentiv looking into the ground water shorta¢e problem. Councilmember Gillev stated that this issue will be put on the Water Committee's agenda for consideration. 10. Construction Authorization of Two Animal Shelters at Rhino/Giraffe Exhibit (M6C G-7962) - Ralph Emerson. Director. Park and Recreation Mr. Emerson stated that the architechural drawing for the exhibit is complete and that the Zoo Association will ao forward with the plans pending Council's approval. 11. Ouestions/Answers Concerning Current Agenda Items - Douglas Harman, Citv Manager Withdraw - M6C FP-2543 - Supplemental Final Pavment Svcamore School Road (McCart to Crowlev Road) The resolution approving a resolution of the Sunbelt Industrial Development Corporation with respect to the issuance of bonds for Gohmann was withdrawn. 12. Proposed Tax Abatement for Downtown Housing - Ann Divelev, Assistant Economic Development Director Ms. Divelev reviewed the policv guidelines set forth in the Tax Abatement Agreement. Two-thirds of the development must be residential and the first floor must be devoted to retail sales. If construction of the project is not completed in three vears Council may cancel the tax abatement agreement and require that the abated taxes be paid.
