HomeMy WebLinkAboutOrdinance 11041ORDINANCE NO. v AN ORDINANCE SPECIFYING THE ADJUSTED TOTAL NUMBER OF AUTHORIZED CIVIL SERVICE POSITIONS AT EACH RANK IN THE POLICE DEPARTMENT; CREATING FIVE ADDITIONAL POLICE OFFICER POSITi0N5 IN THE DEPARTMENT; PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND ENROLLMENT OF THIS ORDINANCE; PROVIDING AN EFFECTIVE DATE. BE IT HEREBY KNOWN: WHEREAS, the Chief of Police has requested the City Council to readjust and thereafter specify the total authorized number of positions at each rank in the Police Department for the remainder of the 1991-1992 Fiscal Year; and WHEREAS, the most recent City ordinance concerning the authorized and budgeted positions for the Police Department adjusted the department's civil service staffing as follows: Police Officers 699 Corporal/Detectives 172 Sergeants 111 Lieutenants 42 Captains 12 Deputy Chiefs 5 TOTAL 1,041 WHEREAS, pursuant to the continuing efforts to provide the citizens of Fort Worth the most efficient police protection pos- sible, the Police Department has requested Council approval to assist the Fort Worth Independent School District's program of providing Police/School Liaison Teams at selected schools. The F.W.I.S.D. has agreed to reimburse the City for the associated :~ personnel costs incurred by the City in exchange for the City providing five {5) additional police officers for assignment to the program. WHEREAS, the Chief of Police now requests the Council to adjust the authorized number of Police Department civil service positions into conformity with the proposed changes as set forth immediately above in order to effect efficient economy of the operations of the City's municipal services; and WHEREAS, the specification and authorization by ordinance of the correct number of classified civil. service positions is now a necessity; NOW, THEREFORE, BE IT HEREBY ORDAINED: SECTION 1. That effective immediately, the following positions are the only civil service positions authorized in the City of Fort Worth Police Department for the remainder of the fiscal year 1991-1992 or until modified by subsequent ordinance: Police Officers Corporal/Detectives Sergeants Lieutenants Captains Deputy Chiefs TOTAL *Creates five new positions. 704* 172 111 42 12 5 1,046 2 i SECTION 2. This ordinance shall be cumulative of all provisians of previous ordinances and of the Code of the City of Fort Worth, Texas {1986), as amended, except where the provisions of this ordinance are in direct conflict with the provisions of prior civil service staffing ordinances for the Police Department and such Code, in which event conflicting provisions of such ordinances and such Code provisions are hereby repealed. SECTION 3. It is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared uncon- stitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 4. The City Secretary of the City of Fort Worth is hereby directed to engross and enroll this ordinance by copying the caption and effective date in the minutes of the City Council and by filing the ordinance in the ordinance records of the City. 3 ~ ~ ~~ • ~ A SECTION 5.
