Terrell: Presented the Meacham Field Master Plan Update. Discussed several alternatives including Airfield, Landside and General Aviation. The financial plan indicated that revenues will increase, with little change in expenses. Reserves will cover the expected deficits to be incurred during the first five years of the plan. Also briefly discussed the Heliport Needs Study, indicating the need for a public access heliport, a projected cost of $700,000, and identified four sites. Of the sites, those located near the Tandy Center and near the Amtrack Station are the most accessible. Wetherby: Expressed concern that two opposing views were present -=the FAA indicates the establishment of a North Tarrant County Airport, while the consultants state this will not occur. Garrison: Asked about the percent of training activities at Meacham. Cress. Training will shift to the smaller airports. 2) Police Special Enforcement Efforts (I.R. No. 7032) Sturns: Presented an overview of the results of Operation Overlap. Proposed to continue the operation until September 30, reducing police personnel involved from 78 to 37. Lancaster: Expressed dissatisfaction with the reduction. (Discussion revolved around the Council mandate for the operation; clarification of statistics presented.) Hopkins: Stated that the decision was one of giving up something in order to get something else; the bottom line is there is not enough personnel to do both. 3) Feasibility Engineering for Southwest Freeway Jones: Presented the results of the feasibility study. The Eastern alignment is feasible, at an increase in cost of less than 5% more than the Western alignment. pp � - 4) Cultural District Update ARD ar�ry &4014 i RY 'Harman : Recommended the establishment of a task force to proceed } development Pre-Council July 2, 1985 Page 2 Wetherby: Expressed interest in assuring that members of the task force represent all districts of the City. Harman: Indicated, that due to the proposed size of the task force, it would most likely be representative of all districts. 5) Refunding of General Obligation Bonds Bailiff: Presented a summary of term and annual savings resulting from refunding. Alternative (3) is recommended, along with the recommendation to refund all GOB's. Three underwriters are recommended. (There was general consensus for accepting the recommendations) . 6) Fair Labor Standards Act (FLSA) Review (M&C G-6370 and G-6371) There was consensus to adopt the resolution �r
