A. Changes in Membership on Boards and Commissions
Mayor Bolen appointed Julius C. Carter to the Fort Worth Housing Commission
IV. Presentations and/or Communications from Boards, Commissions, and.or city
Council Committees
Councilmember Murrin proposed that a committee be formed to study possible
solutions to the Cultural District Parking problem. The committee would consist
of people who would represent all interests in the district. The committee
would serve at the pleasure of the Mayor and would be directed to devise a plan
and to serve in an advisory capcity.
Councilmember Garrison stated that the committee should not only be appointed to
study alternatives but also to work through the operation of whatever plan is
devised.
Peg Napp'spoke concerning what she sees as three issues in the problem. She
stated the the Staff had not been upfront with the public in that a parking
garage had not been part of the original plan in the district. The $300,000
cushion provided for in one plan is excessive. Staff should consider the in and
out confusion when cars are trying to exit from several events in the district.
Mr. Harman stated the the parking garage had been a part of the original draft.
Claudia Ben] appeared to protest the parking fee and stated that some would have
problems renting their facilities.
Jean Black Price, President of the Westside Neighborhood Committee, asked that
the issue be delayed in order to give more time to study alternative. Mayor
Bolen stated that if the City did not go ahead with some plan, there would not
be enough time to raise the funds needed to make the first installment of the
bond repayment.
V. COMMENTS AND REQUESTS
A. M&C G-7787 - Reappointment to Firemen's and Policemen's Civil Service
Commission (Continued From a Previous Week)
David Manning, Fort Worth Police Officer's Association, voiced the concerns held
by the FWPOA concerning the reappointment of Betty Kitch. He stated that if the
Council approved the reappointment, police and fire officers would be forced to
take more cases to arbitration because they would not feel that they could get a
fair decision.
Councilmember Murrin stated that the perception of fairness is important and
that he could not support the reappointment if the officers do not have
confidence in her.
Councilmember Garrison stated that the perception is unfounded given the past
record of the Commission.
Ms. Kitch advised Council that if the police officers have any concern over the
fairness of the Commission's decisions, they can be appealed to the District
Court. On the other hand, if the case is arbitrated, the officer loses this
right.
After a vote was taken. Ms. Kitch was not reappointed.
B. Contract with Tarrant Council on Alcoholism and Drug Abuse
Mr. Steve Anderson expressed his gratitude to the Council for its support of the
fight against drugs. He informed Council that Representative Wright will be in
Fort Worth to sign the new drug bill.
