Update on Cultural District Master Plan - EDAW Representatives This issue was not discussed. 2 . Post Retirement Medical Benefits and other Related Issues - Ed Friend, A. Foster Higgins and Co. , Inc. Mr. Friend gave an in depth review of the post retirement medical benefit issue. The recommendations resulting from the study conducted by A. Foster Higgins and Co. is for the city to continue funding post-retirement medical benefits from the pension fund for the next fiscal year. It is Mr. Friend's conclusion that the pension fund is sound enough to pay the required $3. 2 million. However, he cautioned the council that it needed to find other means of funding the benefits for the following year. The study also brought out several other recommendations . It noted that a liberalization of retirement benefits just because of the existence of excess funds in the pension fund may not be justified. The study also suggested that the city needs to reevaluate the entire employee benefit package to determine the appropriate level of benefits for all employees . In this reevaluation, Mr. Friend stressed the need to look at realistic assumptions rather than conservative assumptions . Finally, the study proposed that the council take more control in designing benefit packages rather than leaving it to the Retirement Fund Board. Council members Chappel , Gilley, and Granger stressed their disappointment with the depth of the study. They expected a more detailed, analytical report. Assistant City Manager Ruth Ann McKinney said she would provide council with a summary of the details in the more thorough actuarial study conducted for the Retirement Board. Several council members asked how much money, in terms of employee/employer contributions was necessary to fully fund employee benefits . Mr. Friend again stressed that the council needed to look at its overall benefit package and then determine what is appropriate before it can start considering total dollar amounts. Councilman McCray stated that the council needs to better express its expectations when deciding whether or not to approve future studies of this type. i 3 . Status Report on Brush and Bulky Waste Operations Due to Storm Damage - Tom Davis , City Services Director Mr. Davis reported that crews have made progress but that the work is still not complete. City crews have returned to their routes , but BFI and Waste Management still have routes to finish. Denny Marchetti from BFI stated that they plan to complete their routes by the last week in July, and hope to be back on their regular schedule by August 1 . Thad Smith from Waste Management stated that they would finish their first pass on all routes by this afternoon, and they too would be back on their regular schedule by August 1 . Both company representatives cited the enormous volume increase as the major cause of problems and delays . Councilman Chappel praised the city crews for their efforts in his district . 4 . Continuation of Budget Work Session This issue was continued to the post-council meeting workshop. 5 . Questions/Answers Concerning Current Agenda Items - Douglas Harman, City Manager . None
