1 . DISCUSSION AND RECOMMENDATIONS ON EMPLOYEE BENEFITS
A. SUMMARY
1 . Total employee compensation was $162.6 million in 1989.
2. Recommending: 2.5% multiplier; $150 minimum benefit; early
retirement at 50 with an adjustment; and a reduced
contribution.
3. 3% City contribution reduction dedicated to retiree health
costs.
B. COUNCIL RESPONSE/CONCERNS
1 . Garrison requested report on impact to City if all
employees come under Social Security.
2. McCray and Chappell asked for figures on amount of City
contribution to fund for employees who left the City and
withdrew their contribution during the last five years.

20% of assessment schedule.

1 . Items Continued or Withdrawn
a. PZ-1582 (Street ROW Vacations) was continued 1 week with a
request for the Law Dept. to review status of 12th St. east of
Jones.
b. C-12352 (Lease with Ridglea Realty Investors, Ltd. ) was
continued 1 week to determine who are the partners in Ridglea
Realty Investors, Ltd.
2. G-8614 (Adoption of Wastewater and Water Impact Fees) was
approved with an amendment to Schedule 2, deleting Section III ,
which is the fees effective Jan. 1 , 1991 . Discussion of these
fees for next week.
3. Citizen Presentations
a. Charles Pace and Marshall Allen representing the Fort Worth
Black Firefighters Assoc. requested that Capt . Mitchell be
considered for the position of Deputy Chief.
b. Richard Parker spoke in favor of Retirement Board
recommendations.
c. Sandy Madison, Eddie McAnthony and Jim Bashum spoke about the
Modern Art Museum and the lack of opportunities for local
artists.
